Prolsosal for Sebastian Boys and Girls Club Facility
I recently met with representatives from the newly formed Boys and Girls
Club of Indian River County to discuss the possibility of establishing a Boys
and Girls Club facility in Sebastian. My recommendation is to therefore host
a brief presentation during your next meeting so as to consider and/or
debate the opportunity accordingly. The process of implementing this
arrangement generally involves municipalities making land available to
house a newly constructed recreational center, with funding to be generated
via capital campaigns as authorized by the organization's national office.
Otherwise, no direct funding from the City would be necessary for this effort.
As such, included is your personal copy of official literature that outlines
various elements of club operations. Accordingly, Executive Director Leisa
Smith-Fulton and President Kenneth Felten will attend the February 28th
meeting to further discuss the overall program.
Grant Award from COPS in Schools ProRram
Please find the attached sample press release as delivered by
Congressman Dave Weldon's Office announcing the awarding of grants to
hire new police officers in America's schools, including a $125,000
allocation over three-years to the City of Sebastian. As addressed during
the Fiscal Year 2000/2001 budget process, a goal of the Sebastian Police
Department included expanding the School Resources Officer Program, in
partnership with the School District of Indian River County. As a result of
this award, the City of Sebastian is positioned accordingly.

As briefly mentioned during Wednesday evening's meeting, please be
advised that arrangements are being made to formally designate no
smoking areas at various municipal facilities, particularly arrangements to
prohibit smoking in and/or around playgrounds, concession stands,
bleachers, pavilions, walkways, baseball fields, tennis courts, basketball
courts and other present and future amenities within public parks. Via this
exercise, specific designated smoking areas are being established in the
parking lots of respective parks, including the Barber Street Sports Complex
(BSSC), Riverview Park and Schumann Park. In essence, this arrangement
serves as the official no smoking/dedicated smoking policy of the City of
Sebastian, per facility use guidelines authorized by you last September, as
well as in response to concerns raised by you during Wednesday evening's
meeting,
Timber Removal/Prescribed Burn - North Sebastian
Conservation Area
For good measure, I have asked Indian River County (IRC) Director of
Community Development Robert Keating to provide the attached written
update relative to the timber removal exercise currently underway in the
conservation area just west of City Hall. As previously addressed, effective
August 31, 2000, the United States Fish and Wildlife Service approved the
Sebastian/Indian River County Habitat Conservation Plan, as a primary
component it involves the removal of pines from county owned scrub
conservation lands, in order to open a respective tree canopy to allow
establishment of Iow-growing oak scrub, a prime habitat of scrub-jays. As
such, IRC has contracted with Georgia-Pacific to harvest pines, particularly
to thin the canopy accordingly. IRC Chief of Environmental Planning Roland
DeBIois can be contacted by calling 567-8000 extension 254, should you
and/or any citizen which to address additional specific concerns about the
respective exercise.
Update - Facilities Improvements/Project Implementation
Please be advised that various sections of city parks and facilities will be
temporarily closed to the public beginning next week, as necessary to
initiate construction of new restrooms at BSSC, Hardee Park and the

Sebastian Yacht Club, as well as a slab extension for the skate park facility.
No problems are anticipated as far as overall enjoyment of parks, as the
respective areas will be barricaded accordingly. In the coming weeks,
sections of Schumann Park will be closed temporarily, as bids are currently
being solicited for resurfacing of tennis courts and other improvements such
ancillary and replacement lighting. As such, a recommendation is
anticipated to be presented during an upcoming City Council meeting to
authorize budgeted expenditures.
Winin.qer Memorial Dedication Ceremony
Two weeks ago, I reported that a memorial dedication for the late Martha
Wininger would take place immediately following the Kay O'Halloran
ceremony this coming Tuesday morning. However, the Wininger monument
(see attached sketch) will not become available for installation until the
following week. As such, a ceremony to unveil the Wininger Memorial will
be held Thursday, March 1st, 10:00 a.m. Once again, please join us,
schedules permitting.
Sebastian Little League Openin.q Day
I believe that you all may have received a note earlier this week about
Sebastian Little League opening ceremonies being held at BSSC tomorrow
at baseball fields beginning at 10:00 a.m. Just a reminder, including the
attached original electronic mail notice delivered earlier this week.
President's Day - Monday February 19th
Just a reminder that City Hall will be closed Monday February 19th in
observance of President's Day. As usual, I can be contacted during this
three day weekend via home, the office (during the day for a while Saturday)
or digital telephone. As always, feel free to contact me should the need

WASHINGTON, D.C,- The United States Department of Justice's Office of
Community Oriented Policing Services (COPS) today announced grants totaling $70
million to hire 643 new police officers to work in the nation's schools. These grants
will be awarded to 348 law enforcemeot agencies representing cities and towns in 47
states across the country,

Recommendations on No Smoking in Parks
Terry Hill and I met this morning to discuss the no smoking issue in parks. We
came up with the following recommendations.
City owned Buildings
No smoking in City owned buildings.
Barber St. Sports Complex
No smoking in or around playground, concession stands, bleachers,
pavilions, walkways, on fields, basketball courts and skate park. Designated
smoking area will be the parking lots.
Riverview Park
No smoking in or around playgrounds, pavilions and on benches.
Schumann Tennis Park
No smoking in or around restrooms, on tennis courts, basketball courts
and racquetball courts. Designated smoking area will be the parking lot.
No restrictions recommended for the following Parks
Easy St. Park, Hardee Park, Historical Park, Main St. pier and Yacht Club
pier.
