Local Option Gas Tax - Public Hearing
Please be advised that Indian River County Board of County
Commissioners will host a public hearing relative to the Local Option Gas
Tax during the regular meeting scheduled Tuesday March 20th, 9:00 a.m.
Myself, along with Rich Stringer and Mark Mason will be present to once
again communicate the City of Sebastian's position, which is to simply follow
annual calculation requirements as specifically outlined in County Code
Section 209.04 (b). Quite frankly, I am not certain as to what types of
proposals and recommendations are to be presented, if any. However, as
referenced in our letter as compiled and delivered February 16th to Assistant
County Administrator Joe Baird, the Florida Department of Revenue concurs
that respective adjustments can be implemented at this time. Please join
us, schedules permitting, as the outcome will serve as a most interesting
lesson in intergovernmental relations.
Derelict Vessel Removal Program - Status
Please find the attached memorandum as compiled and delivered per my
direction by General Services Administrator Paul Wagner relative to the
status of the Sebastian Derelict Vessel Removal Program. You will recall
your recent authorization to commission Adventure Environmental, Inc. to
remove thirteen derelict boats from the Indian River Lagoon per the recently
awarded grant from the State of Florida. Ten of these vessels are located in
a spoil island cove that is not accessible by boat due to shallow water
conditions in the lagoon. As such, arrangements are underway to secure a
necessary permit from the Department of Environmental Protection for this
removal effort, specifically to access the spoil island as well as necessary
minor mangrove clearing. This permitting process typically takes
approximately one month, resulting in no problems as far as time
commitment with the State of Florida to administer the grant (one-year).

The remaining three boats are to be removed immediately, as Adventure
Environmental were authorized to commence with the project yesterday.
The attached amendment to the boat removal agreement specifically
outlines aforementioned conditions, as no additional problems and/or
inconveniences are anticipated.
Community Development Block Grant Procurement Process
In the coming weeks, a recommendation will be made to submit a State of
Florida Small Cities Community Development Block Grant (CDBG)
application to solicit financial assistance to fund numerous improvements in
the Louisiana Avenue area of the community. Respective improvements, to
total approximately $892,000 (including matching contribution), will include
necessary roadway reconstruction, underground stormwater systems, street
lighting and sidewalks are eligible for CBDG funding in that this location
represents the program's traditional definition of a blighted area. In addition
to the City Council's consideration of a resolution for this effort, two
designated public hearings and respective advertising will be required. We
anticipate scheduling the first session during your March 28th meeting, as
additional administrative requirements will also be addressed accordingly.
Millennium Clock Tower - Status
Please be advised that arrangements are underway to secure bids to erect
the City of Sebastian Millennium Clock Tower. I anticipate a
recommendation being made to City Council within the next few weeks or
so, as I have been in discussions with respective companies. In addition, a
once and for all recommended location for the clock (to consider applicable
factors such as architecture, visibility, electrical infrastructure, etc.) will be
provided in conjunction with the procurement recommendation. As you may
likely imagine, a very small number of companies build clock towers for
cities, which fortunately facilitates ease of selection. Numerous individuals,
namely those who donated money for this effort are anxiously awaiting this
improvement. As such, we are seeking a clock with top-notch workmanship
and quality.

Florida Envirothon Competition
I am pleased to report that the Sebastian River High School (SRHS)
Environmental Science Academy in partnership with the City of Sebastian
was successful in winning a grant from the University of Florida Extension
Office Envirothon Competition. A total of $1,200 will be used to finance
beautification efforts around City Hall, employing the Florida Certified Yard
Program criteria. I do believe that this is a first for SRHS. What I appreciate
most about this accomplishment is the fact that the program is consistent
with implementing the goal of beautification of public facilities. Kudos to
both SRHS environmental educator and coordinator Ms. Lisa Geiger and
the Sebastian Tree Advisory Board for a job well done!

Derelict Boat Removal Status Report
As you know, we have entered into a contract with Iow bidder Adventure Environmental,
Inc., Key Largo, Florida to remove 13 vessels identified under a grant agreement with
Florida Fish and Wildlife Conservation Commission. Contract execution occurred March
7, 200 I, and a Notice to Proceed was issued same day. Ten (I 0) of these vessels are
located in a spoil island cove that is not accessible by boat due to shallow water. Adventure
Environmental can remove the vessels only by permitted permission from the Department
of Environmental Protection to have access of the spoil island, which in part will require
minor mangrove clearing. Adventure Environmental is pursuing acquisition of the necessary
permit for this action.
While waiting on permitting, three (3) vessels that are not located in the spoil island cove
can be removed, and Adventure Environmental advises they are mobilized in this area and
will start work immediately on these three.
