Please be advised that the Indian River County Department of Utilities is
currently initiating a water expansion program for the west side of United
States Highway One (US1) in Sebastian. You may recall last year's
endorsement of City Council to commence with water service per requests
of business owners situated along the corridor. As such, please find the
attached documentation as compiled by Department of Utilities staff,
including analysis and respective recommendations for preliminary
assessments, anticipated for consideration by the Board of County
Commissioners next week. In addition, a public workshop will be held for
impacted commercial property owners soon after the County Commission
grants authorization. Hopefully, no problems and/or upheaval is anticipated,
as again, this arrangement was originally initiated in response to demands
from US 1 business owners for water related infrastructure and services.
Pro.qrammatic Aspects of Sebastian Skate Facility
Please be advised that a proposed resolution will be presented during your
next meeting to outline governance of programmatic aspects of the new
Sebastian Skate Facility, including hours of operations (academic years and
summers) as well as admission fees. As reported on various occasions,
respective recommendations are being made to accommodate staffing,
liability/insurance issues and to help finance cost of the overall operation. A
presentation will also be delivered to respond to such specific questions
having been raised since direction was granted to construct the facility.

Contributions for Skate Park by Home Depot, Inc.
You will recall the February 28th authorization to fund construction materials
for the Sebastian Skate Facility, including efforts to work with Home Depot,
Inc. to procure donated materials/matching contributions to assist our
efforts. Initial costs for materials to be purchased from Home Depot
amounted to approximately $9,816. I am pleased to report that the City of
Sebastian was successful in securing donations from Home Depot totaling
$1,472 in construction materials for the facility. As a result, aforementioned
material costs are to be reduced by 15%. I must thank Mr. Burt Jones in our
engineering department who worked diligently to secure this contribution
while helping to manage the project. Thus far, a job well done!
Mel Fisher's Treasure Museum
Early this morning, Director of Growth Management Tracy Hass and I visited
Mel Fisher's Treasure Museum to ascertain whether or not the new exterior
paint job was consistent with the Sebastian Riverfront Overlay District
Master Color Scheme. It was revealed via our evaluation that this color
actually represents variations of two colors listed on the chart - Kissing Gate
(Sherwin Williams Code SW2303) and Flora (SW2310). Concerns raised
during both Wednesday evening's City Council meeting and last night's
Planning and Zoning Commission meeting suggested that directives are not
being delivered to respective property owners within the district to
disseminate applicable remodeling code requirements. In fact, as outlined
in the attached memorandum compiled and delivered per my direction by
Mr. Hass, proactive efforts are underway to facilitate respective education
and enforcement practices.
County Road 512 Master Plan
As previously promised, attached is your personal copy of the County Road
512 Master Vision Plan as assembled on our behalf by the Treasure Coast
Regional Planning Council. As communicated during the initial presentation
several weeks ago, this very planning document is available in the City
ManageCs Office, the Department of Growth Management and the City
Clerk's Office, as parties interested in development on County Road 512

now are to be directed to review contained plans prior to initiating respective
construction permitting. In addition, the appropriate funding source
identified earlier this week for public infrastructure improvements and
beautification along the corridor is the Indian River County Metropolitan
Planning Organization Enhancement Program. As such, a recommendation
will be forwarded during an upcoming City Council meeting to deliver a
funding application, whereby we will be in position to also address possible
implementation timeframes as well.

RESOLUTIONS I & lI - PRELIMINARY ASSESSMENT
BACKGROUND
On March 8, 2000, the City of Sebastian City Council requested that Indian River County
proceed with a water line extension project, due to requests from the benefiting U. S. #1 property
owners.
On July 11, 2000, the Indian River County Board of County Commissioners authorized the
Department of Utility Services to proceed with the design engineering work and award a contract
for survey services based on the most favorable quote, in preparation for the special assessment
project which will facilitate the extension of water lines along the West Side of U.S. No 1. This
project area to be served, will include properties between the Wal-mart Super Center and County
Road 512. Preliminary design has been completed by the Department of Utility Services staff.
We are now ready to begin the assessment process associated with this project. (see attached
Attachment I copy of minutes of BCC meeting, Attachment 2 -Plat Map, and Attachment 3 -
Schedule of Properties to benefit ).
ANALYSIS
There are 97 properties, between the Wal-Mart Super Center and County Road 512, which may
benefit from this proposed water line Extension. In most water assessment projects, properties
along both sides of a waterline (typical street situation) share proportionately in the project cost.
In this proposed project, which is bordered by U.S. Highway No. 1 and the FEC Railway, this is
not the case. Properties on one side only will be responsible for the project cost.
Attached are Resolutions I and II for the assessment project. The attached map
(ATTACHMENT 2) displays the area to benefit fi:om the assessment project.
The total estimated project cost (ATTACHMENT 4) and amount to be assessed, including
engineering construction and administration is $ 677,406.00. The estimated cost per square foot
is $ 0.352168 (rounded).
This project is to be paid through the assessment of property owners along the proposed water
line route. In the interim, funding will be from the Assessment Fund No. 473-000-169-397.00.
RECOMMENDATION
The staff of the Department of Utility Services recommends that the Board of County Commissioners
approve the attached Resolutions, which approve the preliminary assessment roll and establish the
public hearing date.

Overlay District Standards
As a result of our ongoing efforts to better inform the general public of existing Overlay District
Development Regulations within the Land Development Code, we have prepared a letter to be
mailed to all property owners within the City's Overlay Districts.
It is our intention to educate the property owners within these districts so as to promote proper
compliance with all applicable development regulations. The letter outlines the importance of
contacting the Growth Management Department prior to commencing with any exterior building
modifications, building additions, landscaping improvements and re-painting. Unfortunately,
many of these property owners are unaware of the Overlay District regulations and how they
affect their property and or buildings.
We are trying to establish a line of communication between the property owners and City Staff
so as to prevent potential violations. Retroactive enforcement is not the key and we hope to
avoid this by proactively working with all property owners to insure they fully comprehend the
regulations prior to initiating any modifications.

Dear Property Owner:
This letter is to inform you that in June of 2000 the City Council of the City of Sebastian adopted
special development regulations that affect your property. Your property is located in a district
that is governed by Overlay District Development Regulations and it is our intention to educate
you and insure any future changes to your building and/or property comply with these special
regulations.
The Overlay District Regulations are in existence to essentially promote an attractive and
inviting corridor and encourage development of attractive buildings complemented by a
sufficient amount of appealing and well-maintained landscaping.
What we ask of you is that you contact the Growth Management Department prior to initiating
any exterior building modifications, building additions, landscaping improvements and re-
painting. We are here to work with you for the betterment of our community and we want to
promote proper compliance with these regulations so as to foster the protection of our charming
small town village ambiance.
Copies of the Overlay District Development Regulations am available in the Growth
Management Department located in the City Hall complex at 1225 Main Street. Additionally,
please feel free to contact the Growth Management Department at 561-589-5537 to discuss the
aforementioned regulations.
