Local Option Gas Tax - Success
As reported to some of you individually during the week, the Indian River
County Board of County Commissioners voted unanimously to adjust Local
Option Gas Tax distributions to reflect values as calculated last fall,
essentially resulting in a nearly $40,000 increase in revenues to the City of
Sebastian. Wednesday morning's Press Journal reported that
arrangements will possibly have to be made to establish some formal
agreement amongst cities within the County in order to implement this effort.
We feel that nothing of this sort is necessary, as the Florida Department of
Revenue typically makes distribution adjustments whenever appropriate, so
long as logistics are consistent with applicable local ordinances and/or
existing interlocal agreements (which was our position all along). As such,
we anticipate the adjustment to be made in the coming weeks. I will keep
you all posted accordingly.
Grant Award from Florida Department of Transportation
Aviation Section - Sebastian Municipal Airport
Next week's City Council meeting agenda includes a recommendation to
execute a grant agreement between the City of Sebastian and the Florida
Department of Transportation (FDOT) Aviation Section for purposes of
financing a maintenance facility and equipment at Sebastian Municipal
Airport (SMA). Respective activities include erection of an airport
maintenance hangar, necessary for housing various equipment as well as
other operational needs. In addition, the grant award finances purchase of a
mower necessary to maintain the airport per federal and state requirements
(i.e., aids in aircraft visibility, deters birds from flocking to SMA, well-
manicured facility, etc.). Accordingly, we are also recommending during

Cutter, as additional maintenance programming efforts are currently
underway. Airport Manager Jason Milewski will be available to discuss
overall plans and implementation efforts. Another nice accomplishment for
SMA!
Proposal for Sebastian Boys and Girls Club - Update
Per direction provided during your February 28th meeting to work with
officials from the Boys and Girls Club of Indian River County to pursue to
possibility of a Sebastian facility, a meeting was held in my office earlier this
week with club president Kenneth Felten and Executive Director Leisa
Smith-Fulton to outline implementation plans and schedules. It was
revealed (and determined to an extent) that a most desirously location for a
facility would be the Barber Street Sports Complex (BSSC). As outlined in
the attached memorandum to City Attorney Rich Stringer, the only possible
viable location for a Boys and Girls Club facility at BSSC
is an existing practice soccer field in the rear of the complex, directly behind
a recently constructed parking lot. As such, once and if a respective
proposed agreement if assembled, I will solicit additional input from City
Council as to content and further responsibility of the City of Sebastian to
make a Boys and Girls Club facility (essentially what would become our
community's indoor youth recreation center) a reality.
United States HiRhway One Water Expansion Pro,qram
Please find the attached information as compiled by Dan Chastian, Indian
River County Department of Utilities Manager of Assessment Projects,
which outlines numerous logistics associated with the West Side United
States Highway One Commercial Water Expansion Program. Resolutions
authorizing the project are to be considered by the Board of County
Commissioners during their April 3rd meeting. In addition, a public
information/project workshop will be held Monday April 23rd, 7:00 p.m. at the
North County Library, via a similar meeting format as arranged for the
residential water expansion effort. As previously reported, business owners
have expressed tremendous interest in utility services. Hopefully, such
interest will remain, as the Department of Utility Services is moving full
speed ahead with its implementation plans!

Community Development Block Grant Pro.qram
Citizen Advisory Task Force
Please be advised that arrangements are being made to solicit applicants
for a new Citizens Advisory Task Force (CATF), a requirement for
participating in the State of Florida Community Development Block Grant
(CDBG) program. As you will note in next week's meeting agenda,
numerous items related to procurement of funds from the Florida CDBG
program are being presented for your consideration. A standard component
involving administration of the program includes a CATF, assembled to work
with staff to endorse goals and technical aspects of the respective CDBG
project (in this case, the previously reported Louisiana Avenue Area
Improvement Program). As such, CATF membership solicitation will be
made over the next two weeks, whereby appointments must be made during
the April 11th City Council meeting. The CAFT will meet the following week,
whereby I will communicate all project logistics, to include attendance by
City Engineer Ralph Brescia and Director of Growth Management Tracy
Hass. During next week's meeting however, all CDBG efforts and
requirements will be communicated publicly.

total project amount is $112,500.00 with the State's funding share amounting to $90,000.00. Five
(5) copies are to be signed and returned to this office for further processing. The sixth copy may
be retained for your files until the JPA has been fully executed.
We will also need two (2) copies of a Resolution, with original signatures, authorizing the signing
of the Agreement. Both Resolutions and Agreements must be original signature documents or
properly certified copies.
Please do not fill in the dates on the agreements as this will be done upon final execution by the

Subject: Proposal for Sebastian Boys and Girls Club
Yesterday morning, a meeting transpired in my office with representatives of the Boys and
Girls Club of Indian River County to disouss possible logistics associated with construction of a
Boys and Girls Club facility in Sebastian. As you may recall from my brief presentation during
the February 28th City Council meeting, the standard practice for this arrangement is for a
candidate city to donate land for purposes of constructing a facility. At this time, there is
tremendous interest on part of the Boys and Girls Club to erect a 20,000+ square foot facility
at the Barber Street Sports Complex (BSSC). The only possible location at BSSC to
accommodate such a development is the existing practice soccer field in the rear of the park,
directly behind a recently constructed parking lot (although giving up this field for this purpose
may be perceived to be an initial loss, the return can be much higher in that this facility would
essentially become our community's indoor youth recreation center).
Obviously, numerous issues would have to be addressed before a formal agreement between
the City of Sebastian and the Boys and Girls Club of Indian River County can be presented for
consideration, including exact location_ feasibility and other commitments (capital fund raising
efforts, grant procurement if possible, etc.). In addition, an attorney representing the Boys and
Girls Club, has been retained to assist in negotiations efforts. I have therefore asked Club
Preside.9~t Kenneth Felten to refer said legal representation to you. As such, we will likely meet

the preliminary assessment roll describing the project and cost. Resolution II sets the
date of the public hearing, which is proposed for May 1, 2001. The preliminary
assessment letters will be mailed to the property owners immediately following approval
and adoption of the above resolutions.
Please note, in the preliminary assessment letter, the date for an information meeting has
been scheduled for Monday April 23~d, 2001, at 7:00 p.m. in the North County Library,

RESOLUTIONS I & II - PRELIMINARY ASSESSMENT
BACKGROUND
On March 8, 2000, the City of Sebastian City Council requested that Indian River County
proceed with a water line extension project, due to requests from the benefiting U. S. #1 property
owners.
On July 11, 2000, the Indian River County Board of County Commissioners authorized the
Department of Utility Services to proceed with the design engineering work and award a contract
for survey services based on the most favorable quote, in preparation for the special assessment
project which will facilitate the extension of water lines along the West Side of U.S. No 1. This
project area to be served, will include properties between the Wal-mart Super Center and County
Road 512. Preliminary design has been completed by the Department of Utility Services staff.
On March 8, 2001 staff met with the City Manager at the Sebastian City Hall and provided a
status review of this project. The projects cost estimate, a summary assessment schedule and
map were reviewed and left with the City Manager and City Engineer. Enclosed is a letter dated
March 12, 2001 from the City Manager requesting the Utility Department to proceed with this
project- ( Attachment - 5 )
We are now ready to begin the assessment process associated with this project. (see attached
Attachment 1 - copy of minutes of BCC meeting, Attachment 2 -Plat Map, and Attachment 3 -
Schedule of Properties to benefit ).
ANALYSIS
There are 97 properties, between the Wal-Mart Super Center and County Road 512, which may
benefit from this proposed water line Extension. In most water assessment projects, properties
along both sides of a waterline (typical street situation) share proportionately in the. project cost.
In this proposed project, which is bordered by U.S. Highway No. 1 and the FEC Railway, this is
not the case. Properties on one side only will be responsible for the project cost.
Attached are Resolutions I and H for the assessment project. The attached map
(ATTACHMENT 2) displays the area to benefit from the assessment project.
The total estimated project cost (ATTACHMENT 4) and amount to be assessed, including
engineering construction and administration is $ 677,406.00 ( Rounded ). The estimated cost per
square foot is $ 0.352168 (rounded).
This project is to be paid through the assessment of property owners along the proposed water
line route. In the interim, funding will be from the Assessment Fund No. 473-000-169-397.00.
RECOMMENDATION
The staff of the Department of Utility Services recommends that the Board of County Commissioners
approve the attached Resolutions, which approve the preliminary assessment roll and establish the
public heating date.

RESOLUTION NO. 2001-
A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA, PROVIDING FOR
WATER EXPANSION ON THE WEST SIDE OF U.S. HIGHWAY ONE
(BETWEEN THE WAL-MART SUPERCENTER AND COUNTY ROAD 512 IN
THE CITY OF SEBASTIAN); PROVIDING THE TOTAL ESTIMATED COST,
METHOD OF PAYMENT OF ASSESSMENTS, NUMBER OF ANNUAL
INSTALLMENTS, AND DESCRIPTION OF THE AREA SPECIFICALLY
SERVED.
WHEREAS, the Board of County Commissioners of Indian River County has determined
that the improvements herein described are necessary to promote the public welfare of the
county and has determined to defray the cost thereof by special assessments against certain
properties to be serviced by a water main extension on the west side of U.S. Highway One
(between the Wal-Mart Supercenter and County Road 512 in the City of Sebastian),
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, as follows:
1. The County does hereby determine that a water line shall be installed to benefit 97
properties on the west side of U.S. Highway One, between the Wal-Mart Supercenter and
County Road 512 in the City of Sebastian in Indian River County, Florida, and that the cost
thereof shall be specially assessed in accordance with the provisions of Sections 206.01
through 206.09 of The Code of Indian River County.
2. The total estimated cost to be assessed is $677,406 (rounded) or $0.352168 (rounded) per
square foot to be paid by the property specially benefited as shown on the assessment plat
on file with the Department of Utility Services. Assessments are to be levied against all lots
and lands adjoining and contiguous or bounding and abutting upon the improvements or
specially benefited thereby and further designated by the assessment plat with respect to
the special assessments.
3. A special assessment in the amount of $0.352168 (rounded) per square foot shall be
assessed against each of the properties designated on the assessment plat. This
assessment may be raised or lowered by action of the Board of County Commissioners
after the public hearing, at the same meeting, as required by the referenced County Code.
4. The special assessments shall be due and payable and may be paid in full within 90 days
after the date of the resolution of the Board with respect to credits against the special
assessments after completion of the improvements (the "Credit Date") without interest. If
not paid in full, the special assessments may be paid in ten equal yearly installments of
principal plus interest. If not paid when due, there shall be added a penalty of 1-1/2% of the
principal not paid when due. The unpaid balance of the special assessments shall bear
interest until paid at a rate to be determined by the Board of County Commissioners when
the project is completed.
There is presently on file with the Department of Utility Services a plat showing the area to
be assessed, plans and specifications, and an estimate of the cost of the proposed
improvements. All of these are open to inspection by the public at the Department of Utility
Services.
RESOLUTION NO. 2001-
6. An assessment roll with respect to the special assessments shall promptly be prepared in
connection with the special assessments.
7. Upon the adoption of this resolution, the Indian River County Utility Services Department
shall cause this resolution (along with a map showing the areas to be served) to be
published at least one time in the Vere Beach Press Journal before the public headng as
required by Section 206.04.

AND OTHER INTERESTED PERSONS, MAY APPEAR BEFORE THE
BOARD OF COUNTY COMMISSIONERS AND BE HEARD AS TO THE

assessed or any other persons interested therein may appear before the Board of County
Commissioners and be heard as to the propriety and advisability of constructing such water
main extension, as to the cost thereof, as to the manner of payment therefor, and as to the
amount thereof to be assessed against each property benefited thereby,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, as follows:
The County Commission shall meet at the County Commission Chambers in the County
Administration Building at the hour of 9:05 a.m. on Tuesday, May 1, 2001, at which time the
owners of the properties to be assessed and any other interested persons may appear
before said Commission and be heard in regard thereto. The area to be improved and the
properties to be specially benefited are more particularly described upon the assessment
plat and the assessment roll with regard to the special assessments.
All persons interested in the construction of said improvements and the special
assessments against the properties to be specially benefited may review the assessment
plat showing the area to be assessed, the assessment roll, the plans and specifications for
said improvements, and an estimate of the cost thereof at the office of the Department of
Utility Services any week day from 8:30 a.m. until 5:00 p.m.

3. Notice of the time and place of this public hearing shall be given by two publications in the
Press Journal Newspaper one week apart. The last publication shall be at least one week
prior to the date of the hearing.
4. The Indian River County Department of Utility Services shall give the owner of each
property to be specially assessed at least ten days notice in writing of such time and place,
which shall be served by mailing a copy of such notice to each of such property owners at
his last known address.

As this project specifically benefits your property, you will be assessed a proportionate share of the total cost
of $677,405.58 based upon 5,880 square feet of property at a rate of $0.352168 per square foot, for a
preliminary assessment of $2,070.74. This includes the cost for administration, engineering, and
constmction.
At the time you connect to the system, additional charges will apply and include the water capacity charge in
effect, which is presently $1,300.00 per ERU, a deposit of $50.00 for each ERU, and a meter installation
charge of $130.00. When applying for service, bring this letter with you. The County will not require
payment of the assessment fees until the project has been completed. At that time, details of extended time
payment plans will be provided. Financing information will also be provided at an informal
