Police Chief Candidate Recruitment
As with me, I am sure that many of you are rather excited about the prospect
of appointing a new police chief to represent the City of Sebastian. I am
pleased to report that we have received over eighty (80) applications from
police administration professionals from around the state and the country,
representing numerous cities of varying sizes, scope and dynamic. Such a
response in my opinion represents the notion that the City of Sebastian
enjoys a better overall reputation than in previous years. Now that we
possess a strong candidate pool, arrangements are being made to select
semi-finalist for the position, whereby a number of applicants will be
interviewed via telephone conferences during the month of April. Finalist
will then be selected and invited to City Hall for personal interviews, to
include presentations to a five member panel of current City of Sebastian
management staff and other personnel, as well as personal meetings with
me. At this point, I anticipate making an offer of employment within the next
two to three months or so. As communicated publicly, my intention is to be
extremely thorough in the selection process, as our goal is to hire the
absolute most qualified individual for the position.
Summary of Contract Chan,qes
Communications Workers of America
Per discussion during Wednesday evening's meeting, attached is a succinct
list of changes to the Communications Workers of America (CWA)
agreement as authorized accordingly. Again, most of the changes are
reflective of a better working relationship between management and union
membership, as well as straightforward conditions of employment,
operations and conduct. Vice Mayor Bishop made sense when he stated
that comparative written information is appropriate (such as the 1998 CWA
contract) to help confirm the fact that the new agreement represents much

more formidable relations with all parties involved, not to mention, goodwill
across the board. As such, it may not be a bad idea to compare both
agreements, as I am sure that you will agree that the current arrangement
represents a vast improvement.
Sebastian Municipal Airport Master Plan Workshop
Please be advised that the next Sebastian Municipal Airport (SMA) Master
Plan Workshop will be held Monday April 16th at 6:00 p.m. at City Council
Chambers here at City Hall. As you may recall, this will be the second in a
series of about three to four public sessions for purposes of educating
citizenry about proposed airport projects and programs to be incorporated in
the next SMA Master Plan, as well as to solicit input accordingly. An
important aspect to be discussed includes additional tasks and timeframes
associated with reopening Runway 9-27, now that the City was awarded an
initial grant for necessary golf course hole relocation. Other logistics to be
discussed include airside facility needs, revenue support issues and land
area requirements.
Riverfront District Master Plan Presentation
Earlier this week, the Treasure Coast Regional Planning Council (TCRPC)
compiled architectural schemes indicative of the Riverfront District planning
(per numerous citizen and committee meetings that transpired during the
1990s relative to ideas and plans for the district). As such, I wish to propose
that we set aside approximately one hour for a presentation by TCRPC staff
to showcase and outline respective renderings. Perhaps one hour before a
regularly scheduled City Council meeting would suffice, so as not to interfere
with regularly scheduled business matters. Feel free to provide ideas and or
recommendations. Any thoughts?
Next City Auction
Please be advised that the City of Sebastian enjoys an opportunity to
participate in a joint surplus auction with the Indian River Sheriff's
Department Saturday May 19th at their compound just west of the Gifford
area. As such, additional surplus property proposed for sale will be
forwarded during an upcoming City Council meeting for your consideration.

Kick Butts Day at Riverview Park
Please be advised that a "Kick Butts" Tobacco Prevention Day will be
hosted at Riverview Park Wednesday April 11th beginning circa 1:30 p.m.
and to conclude at about 4:30 p.m. The event, sponsored and coordinated
by the Indian River County Department of Health expects approximately 100
people or more from both the City and around the County, as Mayor Barnes
will also provide a welcoming address to attendees. Please feel free to stop
by, schedules permitting.
Little Lea.que Fun Day at Barber Street Sports Complex
You may recall last year's Little league Fun Day at the Barber Street Sports
Complex, whereby numerous fund raising efforts were successfully
implemented. This year's event, with an anticipated attendance of
approximately 200 to 225 people, will be held Saturday April 7th from 10:00
a.m. to 6:00 p.m. As no problems transpired last year, this office granted
authorization per the City's recently revised park use policy.

"Kick Butts Day" Tobacco Prevention Day at
Riverview Park
I spoke with Michelle Sims, Tobacco Prevention Coordinator for Indian River
County Health Department yesterday and she would like to reserve the Park on
April 11, 2001. This is a change from her original request for April 4, 2001. The
change of date is due to a conflict with other school activities on the 4th, The event
will run from 1:30 PM until 4:30 PM and they are expecting 100 to 140 people.
Ms. Sims has already picked up our Park Request Form and is currently arranging
to pay all fees required. I have informed the City Clerk's Office about the change
of date for the event. We would like your approval for this event.

Annual Fun Day Fund Raiser
The Sebastian River Area Little League would like to have their annual Fun Day
on Saturday, April 7, 2001 from 10:00 AM until 6:00 PM. This fund raising event
will be held at the Barber Street Sports Complex and is expected to draw
approximately 200 to 225 people. The Little League is currently in their lease
period for the Sports Complex. We currently do not charge any fees for use of the
Sports Complex under our new Park Use Policy but we do need your approval.
