Please be advised that the City of Sebastian Skate Facility (the official title
of our community's 'skate park') will officially open Monday, May 21 st, 4:00
p.m. via a well publicized grand opening celebration. Invited attendees
include skate enthusiasts from other facilities throughout Florida who will
showcase demonstrations for entertainment purposes, refreshments to be
provided by the Indian River County Department of Public Health Youth
Programs, as well as promotional items to be distributed by area specialty
stores. In addition, waivers (copy attached) are now available for future
patrons of the facility, as relevant newspaper advertisements will soon
appear. Five recreation aides assigned to the facility will be hired in the
coming days. Once assigned, they will be trained as to rules, regulations
and duties respectively. Councilman Ed Majcher suggested to me
personally Wednesday evening the idea of delivering waivers to area
schools to give students an opportunity to sign up and register while
attending classes. This is actually a good idea that will be addressed
sometime next week via Chris McCarthy. Please join us May 21st schedules
permitting, as this well anticipated project will finally be completed and
available for area youth to enjoy.
Police Chief Recruitment- Status.
I am pleased to report that candidates for the position of Chief of Police
have been narrowed down to five finalists after numerous telephone
conferences with semi-finalist throughout the state and nation last week.
They are: Stephen Addezio, Chief of Police/Director of Public Safety,
Medford Township, New Jersey; George Brennan, Chief, Deerfield Beach
District of Broward County Sheriff's Office; Steven Butch, Commander,
Clearwater, Florida Police Department; James Davis, Sebastian Interim
Police Chief (after serious thought and consideration, he decided to apply);

Thomas, Chief of Police, Ponce Inlet, Florida. Personal meetings with
finalist will be held within two weeks, including presentations to a selection
committee consisting of Rich Samolewicz, Paul Wagner, Mark Mason, Sally
Maio and Police Benevolent Association Representative Steve Marcinik of
the Sebastian Police Department. Recommendations for appointment will
then be outlined, as I will likely meet with each of you individually to share
my decision. As such, it is quite likely that an offer of employment can be
made by late May. Wish us luck!
Richard Samolewicz
It is with regret for me to inform you all of Director of Human Resources
Richard Samolewicz's decision to resign from employment with the City of
Sebastian effective May 12, 2001. Earlier this week, he informed me of his
decision after having been extended an employment offer from Right
Management Consultants based in Fort Lauderdale. As referenced in his
resignation letter, Right Management Consultants is one of the largest
outplacement-consulting firms in the United States. Rich will serve as a
professional services consultant, to also operate in offices in Palm Beach
and Miami-Dade counties. A critical reason for his departure is the
importance of being close to family members, namely his wife, son and
father, whom all currently (and have been) reside in the Fort Lauderdale
area. Although his tenure was not as long as I originally hoped, I do
understand and respect his desire to move on. During his employment,
Rich's numerous accomplishments yielded vast improvements in moral of
employees, including helping to establish strong management/labor
relations within the organization, as well as strong representation of the City
of Sebastian at state and national meetings. I also had an opportunity to
speak with Rich's new boss, Mr. Dick Clark (no, not the guy from American
Bandstand) to discuss arrangements to continue working with Rich to
facilitate final labor negotiations with the Sebastian chapter of the Police
Benevolent Association (current agreement to expire September 30th), as
well as compilation of the final chapter of the newly revised City of Sebastian
Policy and Procedural Manual. As such, processes are being established to
address both projects, which should be completed prior to the appointment
of a new human resources director. In essence, I believe that I do speak for
other members of the City of Sebastian family when I say that Rich
Samolewicz will be missed. At the same time however, we wish he and his
family all the best.

National League of Cities Membership
Please be advised that arrangements will be made to pursue membership
into the National League of Cities. The City of Sebastian has been a
member of the Florida League of Cities for a number of years now, whereby
the organization enjoys numerous benefits, namely information regarding
proposed state legislative changes as well as assistance for various
personnel recruitment efforts. As our community grows, it becomes
appropriate for us to remain abreast of relevant national proposals,
legislative changes, federal funding opportunities, etc. I am sure that those
of you who had the opportunity to attend the National League of Cities
Annual Conference understand this position, as you all should have been
provided with much relevant written documentation. As such and in addition
to membership, I will continue to recommend that electorate membership
continue to represent the City of Sebastian at the annual conference in
Washington D.C. I will let you know when our membership is accepted,
anticipated in the coming weeks.

Dear Terrence:
It is with a heavy heart and very deep emotional stress that I am writing this letter to advise you
that I am tendering my resignation with the City of Sebastian effective May 12, 2001. Recently, I
have been recruited and have accepted a position with Right Management Consultants as a
Professional Services Consultant. Right Management is one of the largest Outplacement
Consulting Firms in the United States. As you know I have been traveling back and forth to the
Fort Landerdale area every weekend for the past 28 months, where my family still resides. My
Dad who is now approaching his 81a birthday and who is pretty set in his ways refused to move
to the Sebastian/Melbourne area which only helped in my making this decision to change careers.
My new position will allow me the flexibility to work with various governmental agencies and
private organizations in the Broward, Palm Beach County area but will also allow me to be with
my family every evening.
This opportunity came rather suddenly over the last week and a half. My decision to accept this
position was not an easy one to make. Because of aH the long hours, hard work and tremendous
progress that we have collectively made over the past 2 years with regard to the City has only
added to the my difficultly in making this decision. Having worked side by side with you along
with key members of a progressive visionary management team such as Paul Wagner, Mark
Mason, Rich Stringer and others more closely associated to my office like Marge Peele, Vannette
Davis, Nancy Veidt, Jean Tarbell and many others to numerous to mention is what has made this
an extremely hard decision. The City has a very progressive management team and a group of
employees that they can be truly proud of that will lead the City into future growth and the new
millennium. It has been an absolute honor and truly a pleasure to have worked with you and such
highly dedicated professionals.
In closing, I hope that the small contributions that we have been able to make to the City of
Sebastian will long be remembered. I want to thank you for all of your support during the time of
our tenure together and I wish you much success. If I can ever be of assistance to you or any
member of the City remember, I am only a telephone call away.
