Stormwater Utility Public Workshop
You all have likely made arrangements by now to attend the City of
Sebastian Stormwater Utility Workshop scheduled to take place Tuesday
June 19th at 7:00 p.m. The primary purpose of this meeting is to outline
legal, financial, operational and administrative issues and impacts related to
the necessity of establishing such a program in our community.
Representatives from Camp, Dresser & McKee, Inc. will also be present to
help outline respective conditions, as well as offer recommendations
accordi,nthgly. The attached Public Notice will be advertised in the Sunday
June 17 Press Journal Newspaper, so as to encourage public attendance
accordingly (not to mention, standard legal requirements for advertisement
of such public meetings).
Grant Opportunity from the School District of Indian River.
County Children Services Advisory Board
You will notice on next week's City Council Meeting Consent Agenda a
recommendation to authorize delivery of a grant application to the School
District of Indian River County Children Services Advisory Board. I felt that it
was appropriate to share with you all, the attached Program Narrative
contained in the proposed application, essentially to request funding for the
implementation of a Truancy Intervention Program for the North Indian River
County Area, via the establishment of a truancy office to handle truant
students in Sebastian. This program represents a vital effort to reduce
juvenile crime in the community, consistent with progressive community
oriented policing practices. Be advised that our plan, if authorized, will be to
maintain annual financial support from the School District of Indian River
County, as the geographical area will directly benefit. Any thoughts?

Former Good Guys, Inc. Property - Conceptual Plans
Please be advised that arrangements are being coordinated to initiate
improvements to the former Good Guys, Inc. property (Riverview Park
Expansion Program). Proposed enhancements are consistent with grant
funding requirements by both the State of Florida Recreational Development
Assistance Program (towards acquisition costs during Fall 1999) as well as
funding awarded last summer by the Florida Inland Navigation District ( a
$425,000 grant agreement to finance improvements related to shoreline
stabilization, reconstruction of the dilapidated boat facility, veterans
memorial and landscaping - the outline for Phase I improvements). For
good measure, I have provided you all with personal copies of conceptual
plans, including aspects of additional phase improvements, including picnic
pavilions, shuffleboard decks and concert shell. This plan is to also be
shared with the Planning and Zoning Commission during their June 21st
meeting, in an effort to initiate formal processes so as to assemble
respective future recommendations. Any of you may feel free to share any
individuals related ideas at your convenience.
Enforcement of Emer_clenc¥ Water Restriction
Despite newspaper article(s) and other commentary, please be advised that
formal direction has been provided to the Sebastian Police Department to
issue immediate fines to violators of the current emergency water restriction.
As referenced in the attached e-mail message to officers from Police Chief
Jim Davis, it had been an initial policy to seek voluntary compliance with
standard watering violations and other code infringements. However, as the
most recent emergency program was authorized (with respective notification
efforts), the matter has become more serious and therefore the necessity to
issue direct fines to violators sighted. This is the same practice being
employed by water management districts throughout the State in an effort to
conserve water until acquifers are restored to reasonable capacities. As
such, the aforementioned position by the Sebastian Police Department is
not at all unreasonable at this time.

The City Council of the City of Sebastian will conduct a Stormwater Utility Public Presentation and
Workshop on Tuesday, June 19, 2001 at 7:00 p.m. in the City Council Chambers, City Hall, 1225 Main
Street, Sebastian, Florida.
Input from the public is welcome.
Any person who decides to appeal any decision made by the City Council with respect to any ma~ter
considered at this meeting (or hearing) will need a record of the proceedings and may need to ensure that
a verbatim record of the proceedings is made, which record includes the testimony and evidence upon

Emergency Watering Restrictions
Last week you were informed about the emergency watering restrictions allowing for a ticket to be written for the first
violation. It has been our policy to seek voluntary compliance with the watering as well as alt code violations. It is time
to change our policy with regards to the watering. The restrictions have been in place long enough for everyone to be
familiar with them and it is time to enforce the violations by issuing a ticket for all watering violations. No more
warnings.
