Riverfront Overlay District Master Plan Process
As previously promised, please find a personal copy of the City of Sebastian
Riverfront Overlay District Master Plan, compiled in conjunction with the
Treasure Coast Regional Planning Council. As you all will recall, direction
was provided during your May 9th meeting to forward copies for your further
review and thought. Once each of you have had the opportunity to assess
and decipher the proposal, arrangements can be made for a respective
workshop to debate and direct elements to be adopted as the community
official master plan for the area. Such a workshop may also be appropriate
direction to implement the idea to assemble a community appearance board
or architectural review board to ensure development compliance consistent
with the respective plan, as well as development guidelines throughout the
community.
Clarification of Fundin,q Award - Riverview Park Expansion
You all may have read an article published earlier this week in the Press
Journal newspaper relative to state appropriations awarded for various
Indian River County projects, notably a $200,000 allocation to the City of
Sebastian for our efforts to expand and improve Riverview Park. This
allocation is actually the result of the City of Sebastian successfully securing
a grant from the Florida Recreational Development Assistance Program
(FRDAP - as you may recall, the program which helped to fund various
improvements at the Barber Street Sports Complex during the past two
fiscal years). In September 2000, the City Council authorized compilation
and delivery of a FRDAP grant proposal to the State of Florida. As our
proposal was deemed to be an eligible project under the program, Governor
Bush granted final authorization of an award to the City of Sebastian. An
actual letter of congratulations is anticipated for delivery later next week.

Status of Sebastian Community Development Block Grant
Louisiana Avenue Area Enhancements
As part of the review process to consider awarding funding as outlined in the
City's Community Development Block Grant (CDBG) proposal delivered in
April, please be advised that the Treasure Coast Regional Planning Council
(TCRPC) has reviewed the project to ascertain consistency with respective
regional goals. Although this arrangement is rather routine in terms of
screening proposed State of Florida CDBG projects, it is rather a significant
one in that TCRPC essentially is granting their "blessing" to fund and
implement the project. Again, our total request for the Louisiana Avenue
Area Improvement Program is $600,000, the maximum amount allowed for
awards via the Florida CDBG program. The next anticipated step before an
actual award notice is a site visit by Florida Department of Community
Affairs representatives, anticipated in the coming weeks. If all remains well,
an actual grant award to the City of Sebastian becomes imminent later this
fall. So far, so good!
Recruitment Efforts for Director of Human Resources
I am please to report that our recruitment efforts to appoint the City of
Sebastian's next Director of Human Resources is going well. To date, forty
(40) applications from interested candidates across the state (including
several from the Treasure and Space Coast areas) and nation have been
forwarded by prospective candidates for consideration. Ten (10) semi-
finalist have been selected to participate in initial telephone conferences
scheduled for next week. Afterwards, finalists will be selected and invited to
Sebastian to meet with me and an interview panel assembled to assist with
the final screening process. Provided that the selection process goes as
smoothly as planned, I anticipate making an offer of employment sometime
later next month. Wish us luck!
Application Cycle for Local Law Enforcement Block Grant
You will notice in next week's meeting consent agenda, a recommendation
to authorize submittal of a grant application to the United States Department
of Justice Local Law Enforcement Block Grant Program. The City of
Sebastian is eligible to receive approximately $11,000 from this program for

the coming fiscal year. As we are currently in the midst of compiling a
proposed budget for your review and consideration, we will incorporate
recommendations to fund police equipment via this program. Examples of
eligible activities include purchasing additional patrol car video cameras and
laptop computers. The final application deadline for this year's program is
July 25th, as your permission to proceed during next week's meeting is
imperative.

Community Development Block Grant (CDBG)
The City of Sebastian requests funds to improve drainage
in the Louisiana Avenue drainage basin, which is prone to
flooding during periods of heavy rainfall. The proposed
project would include underground and surface
improvements along Louisim~a Avenue including 3,940
linear feet of storm drainage piping and 7,400 linear feet of
curb and gutter along the roadway.
