HO/ViE OF PELICAN 1SLA~D 1225 Main Street [~ Sebastian, Florida 32958 Telephone (561} 589-5330 [] Fax {561) 589-5570 City Council Information Letter July 20, 2001 United States Hi.qhway One Improvement Pro,qram Please be advised that the Sebastian Area United States Highway One (US 1) Enhancement Program is tentatively scheduled to be initiated Monday August 13th. Necessary pre-construction meetings and discussions have been held, including involvement and input with the City Manager's Office and the Department of Engineering. The Florida Department of Transportation (FDOT) has commissioned the engineering, planning and surveying firm of Keith and Schnars, P.A. to provide engineering management and oversight of this estimated $4.2 million project. The assigned project engineer is Mr. Rodney Temple, 1627 US 1, Office 3B here in Sebastian - (561) 388-9999 (several weeks ago after being awarded management and construction oversight of this project, Keith and Schnars established an office in Sebastian, as they are expected to be involved with other area programs during the next couple of years or so). As previously reported, the US 1 project is anticipated to last 300 days (or so, if you will). Inherently, automobile, bus and truck traffic will be inconvenienced. The greatest impact may be the lack of on site parking opportunities during the construction period. As such, I met with Mr. Temple earlier this week to discuss with him, among other issues, the possibility of working with business and property owners located on US 1 to facilitate the smoothest transition process possible. Finally, arrangements are also underway to incorporate the recently authorized water expansion effort on the westside of US 1. This is a most logically approach so as to prevent duplication of tasks accordingly. FDOT and Indian River County officials are therefore working to address and outline applicable arrangements. Additional updates regarding aspects of this overall effort will be provided as they progress. Permanent Si,qn Installation at Barber Street Sports Complex Per requirements of the Florida Recreation Development Assistance Program (FRDAP), please be advised that arrangements are being made to City Council Information Letter July 20, 2001 Page 2 Construct and erect a long-term one-sided monument sign for the Barber Street Sports Complex. As depicted on the attached rendering, the caption "Developed with Financial Assistance by the Florida Department of Environmental Protection through the Florida Recreation Development Assistance Program" is mandatory for positioning on a sign estimated to last circa 25 years. This final enhancement at BSSC will essentially conclude administration of the FRDAP grant, which helped to fund activities such as the skate facility and the creative playground. As such, Curt Oxford was commissioned to construct the sign (no formal authorization required by City Council as the price does not exceed $5,000). The sign is the same size and dimension(s) as the horizontal welcome signs located on US1 and west County Road 512. Installation is anticipated within the next few months. Historic Preservation Grant Presentation in Tallahassee Please find the attached memorandum and background information from the Florida Bureau of Historic Preservation Grants and Education Section informing the City of Sebastian of its receipt and review of the grant application to finance interior restoration of City Hall. As previously discussed, an integral part of the consideration process includes a presentation (and presence) before the Historic Preservation Advisory Board. Our community's application is 21st for review (out of a total of 94), which leads me to believe that our presentation is to be made Tuesday September 11th. As such, I wish to once again solicit interest of a City Council member to join me in Tallahassee. We would leave Sebastian Monday early afternoon to stay overnight, and return immediately after our appearance. A recommendation to attend this important meeting will be presented for your consideration during the August 8th meeting. Any volunteers? Third Quarter Accomplishments Attached is your personal copy of the City of Sebastian Third Quarter Accomplishment Report. As referenced in Mark's cover memorandum, respective department directors have compiled actual summations of departmental accomplishments. This document represents good information to coincide with consideration of the third quarter budget amendment process scheduled for next week's meeting. City Council Information Letter July 20, 2001 Page 3 New Human Resources Director I am pleased to report that I am positioned to appoint the City of Sebastian's next Director of Human Resources. After initiating a candidate recruitment process over two months ago, arrangements are now being made to hire Mr. Robert Miles of Royal Palm Beach, Florida. Mr. Miles has over 25 years of public service experience, primarily human resource discipline posts with the cities of Xenia, Ohio, Fort Lauderdale and West Palm Beach, Florida. Most recent professional background includes a stint as Director of Human Resources for the Palm Beach County Sheriff's Office as well as a senior consultant with Public Sector Personnel Consultants, a national firm providing outside services to both public and pdvate sector organizations. Mr. Miles' educational background includes a Bachelor of Science in Business Administration from Central State University in Wilberforce, Ohio, as well as graduate work in economics at Miami University of Ohio. He also holds certification from the Human Resources Certification Institute as a Senior Professional in Human Resources Management. Mr. Miles' anticipated first day is Wednesday August 8th, to include his brief introduction during your regularly scheduled meeting that evening. Out of the Office As I have discussed with you all individually, I will be on vacation from Thursday July 26th through Monday August 6th. AS referenced in the attached memorandum to the Management Team, all departments will be autonomously responsible for respective departmental functions during my absence. General Services Administrator Paul Wagner will serve as the official liaison from the City Manager's Office during this time as well, to help facilitate issues that may require respective attention. The next City Council Information Letter will therefore not be delivered until Friday August 10th, coinciding with my return to the office Tuesday August 7th.
