The meeting was very well attended, with approximately thirty visitors expressing concerns pertainin.g to various quality of life issues (e.g. traffic, littering, etc.), as well as discusstng the Boys and Girls Club of ~ndian River County rationale for the proposed location (i.e. dose proximity to youth, foca~ point, etc.). After about a one- hour session, I finally unveiled a conceptual location site plan for the facility and accompanying passive park features. If authorized, a facitity and respective enhancements will be constructed on an approximate 2-acre city owned parcel adjacent to the rear of BSSC, iust south of Albatross Terrace, between Fairfield Lane and Persian Lane. Personal copies of the plan are attached for each of you for your review and edification. As such, further deliberations with officials from the BoyS and Girls Club of ~ndian River county are underway, as a lease agreement governing this effort wi~l also be forwarded for your review and consideration in the coming weeks. Final Notice to CAMCO_ As mentioned during Wednesday evening's meeting, the City Manager's Office is issuing a final notice to CAMCO to complete att three municipal restrooms currently being constructed under their auspices and contract with City of Sebastian. As many of you realize, construction delays are fairly common by nature, as arrangements are usually necessary to adjust schedules accordinCY. However in this particular case, and after numerous efforts in this regard, construction and correction activity is not moving at all as recently agreed upon with cAMCO officials. As previously reported, the respective contract with cAMCO provides the City with the option of notifying the company's Payment and performance Bond Company, as City council information Letter August 24, 200t Page 2 necessarY to complete construction of all three facilities in accordance with design standards and building department and permit specifications. As such, a finat deadline of Wednesday September 5t~ has been estabtished to complete att restrooms (via building and engineering department staff estimates, two weeks is sufficient enough time to not only comptete alt three facilities, but to atso make various corrections as mandated by inspectors}. Being that much time has lapsed to date, I feel that this is the best alternative to ensure successful completion of these projects in the near future. ~ation b AT&T Broadband Earlier this week, a meeting was held with representatives of AT&T Broadband to discuss various issues retative to their recent acquisition of the former Sebastian Falcon/Charter communication cable system. InterestingtY, both paul Wagner and I learned a great dear about both the operationat and customer service philosophy of AT&T Broadband during this session, such as being extremety responsive to customer problems and necessary infrastructure repa r. To instill this philosophy, numerous administrative changes have transpired, inc uding a resignation of former area manager Ken Vickers, as we~l as termination of other former Falcon/Charter emptoyees, all currentty being replaced by AT&T also pleased to report that AT&T Broadband has representatives. I am for the Sebastian ~)ffice, Mr. Larry Johnson, who atso appointed a manager serves as an installation manager throughout the Treasure Coast. He can be contacted by carling 559-5122. Arrangements are also being made to host a presentation by Mr. Johnson and possibly other AT&T officiats during your September 12th meeting, so they can discuss respective exciting future ptans publicly. ~tor of Human Resources I am pleased to report that I am positioned to appoint the City of Sebastian's next Director of Human Resources. Since initiating a second recruitment process a few weeks ago, arrangements are now being made to hire Mr. James "Jim" Sexton of Melbourne, FIodda. Mr. Sexton has nearly ten years of pubtic sector experiences, primarily in various positions with the City of Palm Bay, Florida, a growth-oriented community of over 82,000 residents, with a municipat government of 625 full time emptoyees. Mr. Sexton is City Council Information Letter August 24, 200'1 Page 3 currently the Human Resources Officer (Assistant Director of Human Resources) for the City of Palm Bay, whereby his duties include labor relations/negotiations with three unions, facilitating hiring and promotions in the police and fire departments, as well as numerous other tasks as assigned by the Director of Human Resources and the Deputy City ton's educational background inctudes a Bachelors Manage!. As a result of this career decision, Mr. Sexton and his family are also seriously entertaining the prospect of moving to Sebastian. I am sure that he will mention this issue, if decided, when he is introduced during your September 12 TM meeting, as his first day reporting to Sebastian City Hall will be Monday September 17th. New revised constructJon completion dates have been promised by your firm, some verbal & others in writing, to no avail. The project lingers in what appears to be a state of suspended animation with no real end in sight. While we have tried to work with you in the spirit of cooperation, each and every promise to complete construction on a given date has been broken by your firm. As such, we no longer have faith in your firms ability to complete these projects any time in the near future, if at all.
