Resum tion of Sebastian Derelict Vessel Removal Pro ram
As you all may recall, the Sebastian Derelict Vessel Removal Program was
authorized and initiated earlier this year with the removal of three dilapidated
boats in the Indian River Lagoon. A contract to remove a total of ten {10)
boats exists with Adventure Environmental of Key Largo, Florida, whereby
complete removal is to be completed by later this year. As such, please be
advised that arrangements are underway to eliminate the remaining seven
in the near future. This is now possible due to higher water levels in the
lagoon to facilitate ease of separation. I will keep you all posted as to
respective timeframes. Once this project is completed, we will conclude
successful administration of the Florida Derelict Vessel Removal Program.
We will soon thereafter evaluate the prospect of other similar future
initiatives, including pursuit of more funding from this state program.
Corn ilation of Final Mana ement A reement with United
States Fish and Wildlife Service Indian River Count and the
City of Sebastian.
Please be advised that final revisions are being made to a proposed
Management Agreement between the United States Fish and Wildlife
Service, Indian River County and the City of Sebastian relative to the
community's Scrub Jay Habitat Conservation Plan. Necessary revisions
include provisions clarifying use of remaining adjacent airport property as
related to respective permitting processes. An initial draft document was
forwarded to my office earlier this week, so that we may have the
opportunity to make respective modifications consistent with our plans and
requirements. Once this process is satisfied, recommendations will be
forwarded to you all for your consideration.

Next Sebastian Municipal Airport Master Plan Workshop
The next Sebastian Municipal Airport master-planning workshop will take
place Tuesday, September 18th at 6:00 p.m. here at City Council Chambers.
As this time, we anticipate this meeting to be the final public input session
before forwarding a recommended master plan to City Council (anticipated
later this year as previously reported). The attached flyer is being posted
and distributed from City Hall in an effort to invite interested citizens to
attend. Issues to be addressed during this meeting include airfield services,
general aviation facilities and applicable environmental considerations.
Please feel free to join us if possible.
North United State Hi_clhwa¥ One Welcome SiRn
As median modifications are an integral component of the United States
Highway One (US 1) Improvement Program, the north "Welcome to
Sebast'an' sign had to be removed temporarily. Interestingly, a number of
people in the community contacted my office concerned that the sign may
have been discarded by Florida Department of Transportation (FDOT)
contractors (including one City Council member whom shall remain
nameless). In fact, the sign was actually relocated by the Department of
Public Works this week to 66th Avenue just south of the Barber Street and
Schumann Drive intersection (This was a designated location for one of Curt
Oxford's recently completed welcome signs. New welcome signs are also
being installed at the intersections of Barber Street and US 1 and
Schumann Drive and US 1). After FDOT concludes construction, the exact
same style sign will be installed at the respective location.
Sebastian Student Government Day, 2001
Arrangements are underway to plan Sebastian Student Government Day
2001, to take Wednesday October 24th, 9;00 a.m. until circa 1:00 p.m.
Letters to area school representatives were delivered earlier this week
inviting their participation. Approximately 105 youth are anticipated to take
part in this year's activities, to include "mock" City Council meetings, as well
as parings with employees from various departments to learn more about
municipal operations. As with last year's event, I wish to strongly encourage
your participation this year, as personal introductions of our Mayor and City
Council serves as an integral component of the program.
