Historic Preservation Grant Fundin,q - Old Elementary
School/City Hall Restoration Pro,qram
As you all may have guessed, our presentation to the Historic Preservation
Advisory Council in Tallahassee was aborted earlier this week as a result of
the tragic events that impacted the entire nation. Fortunately however while
in Tallahassee, we learned of the Bureau of Historic Preservation staff
recommendation to award $250,000 to the City of Sebastian to help finance
the Old Sebastian Elementary School/City Hall Interior Restoration Program.
However, the final integral step involving an award is the necessary
presentation to the Historic Preservation Advisory Council (the primary
purpose of our trip). As such, the Bureau will reschedule this necessary
meeting, anticipated to take place sometime in October. Despite the
directive to cease presentations this week, it is still highly necessary to
appear before the Advisory Council. Accordingly, I will seek your
authorization to attend the rescheduled session, to once again be
accompanied by a member of City Council. I will inform you of dates after
receiving word from Tallahassee about the revised schedule.
Status of Barber Street and Schumann Drive Intersection
Improvement Pro,qram
Please find the attached memorandum as compiled and delivered by Ralph
Brescia relative to the status of implementation of the Barber Street and
Schumann Drive Intersection Improvement Program (infrastructure
improvements necessary to ultimately accommodate installation of
respective traffic signals). A bid solicitation process had been underway
during the last several weeks. Unfortunately, only one bid was recently
delivered to the City Manager's Office, which was 52% higher than our
consulting engineer, Kimley Horn & Associates cost estimates. To

recommend authorization of such expenditure would not represent good
stewardship on my part. Therefore, after serious consideration and
deliberation, it was decided that this program is to entertain a second round
of bids. At this time, we anticipate receiving new proposals in the coming
weeks, with the goal of recommending contract execution circa your second
meeting in October or first meeting in November.
Grant Award from Florida Boatin,q Improvement Program
You all may recall previous updates from my office relative to seeking
financial support from the Florida Boating Improvement Program to help
fund the Schumann Lake Boat Ramp Project to be initiated during Fiscal
Year 2001/2002. I am pleased to report that the Indian River County Parks
and Recreation Committee voted unanimously to recommend to the Board
of County Commissioners to allocate $7,800 to the City of Sebastian for this
purpose. Late last week and early this week, I spoke with various county
officials, including County Administrator Jim Chandler and Director of Public
Works Jim Davis about the prospect of an Interlocal Agreement to govern
this arrangement. As such, you will find the attached Board Memorandum
and proposed Interlocal Agreement, to be presented to the County
Commission during their September 18th meeting for consideration.
Continued Closure of Sebastian Municipal Airport
Despite efforts by the national media to communicate the progress of
aviation activity throughout the country, much conflicting information has
been reported, As outlined in the attached electronic mail message from
Jason Milewski, Sebastian Municipal Airport (SMA) remains closed until
further notice, by order of the Federal Aviation Administration and the
Florida Department of Transportation Aviation Section. The airport will
remain closed until official word to reopen is received directly from both
aforementioned agencies, despite the recent reopening of larger,
commercial oriented airports throughout Florida and the United States. This
is currently the case with most general aviation airports at this time.
Hopefully, as with all other normal activity, we hope to resume operations at
SMA very soon.

Golf Course Grand ReopeninR
Please be advised that arrangements are currently underway to host a
grand reopening/ribbon cutting celebration for Sebastian Municipal Golf
Course, to take place Monday October Ist beginning at 7:00 a.m. Numerous
activities have been planned, including brief welcoming comments by City
Council members, music, and a four-person team/18-hole scramble to begin
at 8:00 a.m. For any of you interested in participating in the scramble,
please contact Greg Gardener as soon as possible (if you have not yet done
so) by calling 589-5708, as only 144 slots are available. Otherwise, please
make arrangements to attend, to assist us with this much-anticipated event.
Refreshments will also be served!
Tropical Storm Gabrielle
Numerous concerns currently exist relative to the position of Tropical Storm
Gabrielle. Enclosed is the most recent forecast as delivered via electronic
mail by the Indian River County Department of Emergency Services.
Interestingly, the system's center is projected to pass north of Indian River
County, whereby we are anticipating continuous heavy rainfall and winds to
be 25 to 30 miles per hour between 11:00 a.m. and 6:00 p.m. today.
Hopefully this prediction holds true, as no serious concerns would arise.
However, we will continue to monitor the situation throughout the day and
make necessary decisions accordingly.

Traffic signals are scheduled to be installed at the intersection of Barber Street and Schumann
Drive within the next six months.
As an integral part of the traffic signal installation it is necessary to widen the approaches to the
intersection.
Consequently design plans and bid documents were developed for solicitation to contractors
and a bid opening took place on August 15, 2001.
One contractor, Community Asphalt of Vero Beach, submitted a bid of $213,995.94, 52% higher
than the consulting engineer's (Kimley Horn & Associates) estimate.
A meeting was held on August 29th with the contactor, the consultant, the City Manager and staff
in an effort to negotiate the contract price. In addition, Kimley Horn also reevaluated their
estimate.
As a result of this, the contractor resubmitted a bid of $209,573.54 which is 38% higher than the
consultant's new estimate.
It is recommended that we rebid the project.

DESCRIPTION AND CONDITIONS
The Parks and Recreation Committee, during nhe June 7, 2001
meeting, recommended that the Board of County Commissioners fund
$7,800 from the Florida Boating Improvemenn Fund for a boat ramp on
Schumann Lake if funds are available after the Sebastian Canoe
Launch Projecn.
Due to a recent deduct change order, $40,000 is available, $7,800
for Schumann Lake and $32,200 for a boan ramp at Oslo Road.
RECOMMENDATIONS AND FUNDING
It is recommended that the attached Interlocal Agreement be
approved and forwarded to nhe City of Sebastian. Funding in the
amount of $7,800 shall be from the Florida Boating Improvemen~
Fund.

INDIAN RIVER COUNTY, FLORIDA
and
CITY OF SEBASTIAN, FLORIDA
This Interlocal Agreement, entered into this day , 2001, by and
between INDIAN RIVER COUNTY, FLORIDA, a political subdivision of the State of Florida, hereinafter
referred to as COUNTY, and the CITY OF SEBASTIAN, FLORIDA, a municipal corporation of the State
of Florida, hereinafter referred to as CITY, for the purpose of constmcl:hxg a boat ramp at Schumann Lake.
WITNESSETH:
WHEREAS, the Florida Interlocal Coopetanon Act of 1969 (Chapter 163, F.S.) grants the
COUNTY and CITY the authority to enter into interlocal agreements; and
WHEREAS, the COUNTY and CITY recognize that each entity has certain responsibilities with
respect to the citizens of the County and the City and their recreation needs; and
WHERF~S, the CITY requested a $ 7,800 allocation from the Florida Boating Improvement Fund
for a boat tamp on Schumann Lake; and 4

WHFr. REAS, it is in the public inte set forth, by way of agreement, each entities
responsibilities.
NOW, THEREFORE, in consideration of the mutual terms, conditions, promises, covenants and
premises hereinafter set forth and pursuant to the statutory authority contained in Chapter 163, F.S., the
COUNTY and CITY agree as follows:
1. The COUNTY will provide CITY with $7,800 from the Florida Boating Improvement Fund for
the construction of a boat ramp along Schumann Lake in Sebastian.
The CITY upon receipt of the $ 7,800 allocation :ind upon issuance of all necessary permits will
begin construction of the project The allocation of these funds by the COUNTY is the limit of
participation by ~e COUNTY m the project.
IN WITNESS V, fHEREOF, the parties hereto have Caused this interlocal agreement to be executed
by their duly authorized officials on the day and year first written above.

AIRPORT CLOSED
Due to some conflicting information reported by the media, I am writing this to notify everyone that Sebastian Municipal
Airport remains closed until further notice, by order of the Federal Aviation Administration (FAA) and the Flodda
Department of Transportation (FDOT). Please pass this information on to those who may find it useful.
The airport will remain closed until word is received directly from both of these agencies, regardless of the status of other
airports around the country. I will update you as soon as I'm informed of any changes. The intent of this letter is to clarify
the operating status of our local airport.

Tropical Storm Gabrielle Update
The center of Gabrielle has once again relocated. It is now just offshore
of Sarasota and landfall is expected soon. The system is moving northeast
and the center should pass north of indian River County. The rainfall
estimates have reduced slightly because of dry cells on the south side.
Winds in our area will be 25 - 30mph between 11:00am and 6:00pm. This is
a conservative timeline and may actually be a shorter duration. The heavy
rain is already north of Indian River County. We will keep you updated
throughout the day. No protective actions are recommended at this time.
