Revised Conceptual Site Riverfront Property Improvements
Pursuant to direction and discussions addressed during the August 22nd City
Council Workshop relative to riverfront property enhancements, please find
the attached revised conceptual site plan. This schematic incorporates
ideas and suggestions communicated publicly during the aforementioned
meeting (more open space to the east, observation deck in concert with the
shoreline restoration component, revised parking, etc.). What has not yet
been incorporated into this rendering are logistics for a large-scale city
marina, as I still await City Council policy direction in that regard. However,
should it be decided a municipal marina is the route to take, specific options
will have to be defined and established. This plan outlines not only
improvements to be implemented per our grant agreement with the Florida
Inland Navigation District, but also via the grant application to the Florida
Recreation Development Assistance Program authorized for submittal
Wednesday evening. At this time, City Council may schedule a second
vision workshop, to solicit additional input and/or to provide formal direction
for staff to proceed accordingly. Any thoughts?
Meeting with Skydive Sebastian
Please be advised that a meeting has been scheduled with Skydive
Sebastian to take place next Wednesday afternoon, in an effort to discuss
various alternatives related to the Sebastian Municipal Airport Designated
Landing Area (drop zone) and their operation. This meeting was initiated by
the Office of the City Manager to demonstrate both good faith and
desirability to move forward with the community's airport master plan as
amicably as possible, while at the same time, address possible alternatives
that will be in the best interest of respective business operations. I will keep
all of you posted as to progress of our efforts. Hopefully, Skydive
Sebastian's feeling are mutual, as it is also in their best interest to work with
us harmoniously as well.

City of Sebastian Annual Open House
In addition to hosting Student Government Day Wednesday October 24th in
an effort to recognize and acknowledge this year's Florida City Government
Week (October 21st through October 27th), arrangements are also being
made to include a open house to target primarily adult citizens. This year's
.,_,hopen house will take place one day prior to Student Government Day,
Tuesday October~nd beginning at 9:00 a.m. The overall intent in this
regard is to emulate the success of a similar initiative last year, when the

~ former 75 Anniversary Celebration Committee worked with staff to
· · ~,. implement this program. This exercise will include tours of municipal
~ \facilities, presentations as well as planned demonstrations of the new

Fla.q Postings on City Vehicles and Equipment
In an effort to showcase unity and support as a municipality after the recent
attacked on our country, United States of America flag stickers will be
posted on rear windows of all City of Sebastian vehicles and heavy
equipment. This initiative will begin sometime next week, whereby proceeds
from stickers purchased will be donated to the overall relief effort in both
New York City and Washington D.C. Although this effort is a relatively small
gesture on our part, it is definitely most appropriate.

Attached you will find the schedule of events for the Sebastian Municipal
Golf Course Grand Reopening Celebration, to take place Monday morning
beginning at 7 o'clock. Once again, please feel free to join us (including
those of you who have not signed up for the celebratory tournament).

Please submit your nomination for Employee of the Third (3rd) quarter for 2001 to my attention no
later than October 8, 2001. I will distribute all the nominations to the Department Heads for
consideration and you will vote on this via inter-office mail. When nominating an employee for the
quarter, supporting documentation should be included to justify the recommendation. Examples of
supporting documentation would be letters of commendations from Super¢isors, Department Head
and or citizens. This award will be given to the selected employee(s) during a Council meeting in
October.
As a reminder of past issues raised, the following criteria will be followed:
1. All nominees must be employed by the City for a least one year; AND
All nominees must have the endorsement of their Department Head, although
any employee can be nominated by a Department Head.
Nominations will be rejected if supportin~ documentations and the above
criteria(s) are not submitted.
