Finally! New Restroom Construction Completed
After tremendous concern and frustration having been expressed during the
last several weeks, I am pleased to report that construction of the all three
City of Sebastian restroom facilities have been completed. Both the Barber
Street Sports Complex and Hardee Park facilities actually became usable
earlier this week (existing port-o-lets will be removed later today). As
authorized during your meeting last week, it is anticipated that plumbing
contractor George French will complete the new Yacht Club restroom water
and sewer infrastructure within a few days. Our initial plan was to host
ribbon cutting ceremonies to formally open all three facilities. However, a
change of heart in this regard has transpired, as a three-month delay in
completion of the projects has necessitated immediate openings. As City
Engineer Ralph Brescia joked a couple of days ago, a good suggestion
would be for individual patrons of all three facilities to host flushing
ceremonies to celebrate this accomplishment. Whatever works!
Next Phase of Street Resurfacinfl Pro.qram
Recently, a number of citizens' anxiously awaiting implementation of street
resurfacing in their respective neighborhoods has questioned both my office
and Ralph Bresica about scheduled improvements. As such, I am providing
you with the attached list of streets scheduled to be resurfaced during Fiscal
Year 2001-2002. The improvement program involves the focus of
concentrating on the worst streets first. Currently, approximately 80 streets
fall under the category of "poor" condition. Some roads will require drainage
improvements to adjacent swale areas, as well as infrastructure installation
for the continuation of Phase 3 of the County's Water Expansion Program
(to begin Monday, October 8th) prior to resurfacing. In addition, a recycled
base application will be arranged for several other streets, as well as the
County Road 512 alley within a few months. The Department of

Engineering is currently coordinating with Ranger Construction to outline
respective timeframes for this year's overall program.
Meetin.q with Skydive Sebastian
Our meeting with representatives from Skydive Sebastian earlier this week
proved to be quite productive. Essentially, interest on part of company
representatives was expressed to eventually relocated their facility to the
southside of Runway 9-27 (adjacent to designated future t-hangar
locations). As such, we agreed to evaluate numerous alternatives in this
regard, whereby a second meeting is anticipated to transpire within the next
couple of weeks or so. Our goal at this time is to therefore resolve this issue
prior to your consideration of adoption of the newly revised Sebastian
Municipal Airport Master Plan. At this point, I am optimistic that this can be
achieved.
Stormwater Utility Credit Application
As discussed during our various public sessions relative to the
implementation of the stormwater utility, a credit application is now being
made available for entities that have implemented private systems in an
effort to reduce stormwater impacts citywide. Attached is a draft of the
application for your information, as we anticipate a few to be submitted here
at City Hall in the coming weeks. Please be advised however that additional
background information may be required, primarily related data and
numerous engineering related background as required by the St. John's
River Water Management District prior to initiating respective construction
activities. As such, the stormwater credit application is not applicable for
just anyone!
Main Street Railway Crossin.q
Some of you may have noticed a sign installed earlier this week just west of
City Hall noting the closure of Main Street at the Florida East Coast (FEC)
Railroad just west of United States Highway One (US 1). FEC will be
rehabilitating the railroad tracks at this crossing from Monday October 8th
through Wednesday, October 10th. During this time, Main Street will be
closed from US 1 to Louisiana Avenue. Be advised also that the City of

Sebastian will be charged expenditures by FEC for this project (Main Street
being a municipal thoroughfare, as well as such an arrangement being
governed by an existing agreement between FEC and the City of
Sebastian). Recommendations in this regard are therefore anticipated to be
submitted to you all in the coming weeks.

Closing of Main Street
The Florida East Coast Railway will be rehabilitating the railroad tracks
at the Main Street crossing from Monday, October 8th through Wednesday,
October l0th. During that entire time period Main Street will be closed from US
# 1 to Louisiana Avenue.
It is suggested that motorists who normally travel on Main Street west of
the railroad tracks utilize CR 512 to connecting roadways of Louisiana Ave.,
Easy street, Fleming Street, and Barber Street.
Informational and detour signs will be posted.
