Grant Award from Bureau of Historic Preservation
I am very pleased to report that the City of Sebastian was successful in
securing an affirmative ranking from the State of Florida Historic
Preservation Advisory Board to fund a $250,000 grant from the Historic
Preservation Grants-In-Aid Program. For obvious reasons, this
accomplishment represents a very nice endeavor for our community. In
addition however, this success is extra special in that this program is
extremely competitive, whereby all preliminary logistics (e.g. architectural
and engineering scope, national register designation, etc.) must be
implemented and accomplished prior to actual consideration for funding.
Fortunately for the City of Sebastian, a methodical process was outlined to
ensure a successful application. A respective funding agreement is
therefore anticipated for delivery to City Hall circa July 2002, to expire March
2004 (i.e. the time frame to implement interior restoration improvements). A
huge congratulations is therefore appropriate, as well as much appreciation
for the Department of Engineering technical expertise and efforts.
Award from Local Law Enforcement Block Grant Pro.qram
Please be advised that United States Department of Justice has approved
the City of Sebastian Local Law Local Enforcement Block Grant for Fiscal
Year 2001-2002. A total allocation of approximately $11,000 will be
electronically deposited into the City's respective account any day now.
Funding will be used to finance ancillary police equipment, including lap top
computers for police officer use in the field, in accordance with current fiscal
year budget goals and objectives. Recommendations for necessary
authorizations will be forwarded to you in the coming weeks for your
consideration.

Delivery and Installation of Clock Tower
As initially discussed during Wednesday evenings meeting, the Sebastian
Millennium Clock Tower is to be delivered circa early November.
Interestingly, officials from Electric Time, Inc. explained to us that a slight
delay has transpired as a result of the September 11th disaster (i.e.
production setbacks, rescheduling needs etc.). Once delivered, Electric
Time technicians, via supervision and direction from engineering and public
works staff will perform installation. Otherwise, no problems are anticipated.
I will inform all of you immediately after the clock is delivered, as the paver
brick installation component of this project will be coordinated concurrently
as well.
Status of Well Water Monitorin.q Program
In effort to provide you all with an update relative to the well monitoring
program to be implemented in conjunction with the St. John's River Water
Management District, please find the attached memorandum as circulated in
the Department of Engineering relative to our efforts to implement the
previously discussed well monitoring program in Sebastian. Agency staff
member Bill Osburn has been directed to work with the City of Sebastian in
this regard, as he recently reported that it is possible that the program can
be initiated after relevant research has been completed in about one month.
I therefore plan to provide a update after the aforementioned research has
been completed. Otherwise, we cannot imagine to be concerned about
impediments regarding this matter.
Plannin.q for Implementation of Stormwater Passive Park
Later this afternoon, a meeting will be held with St. John's River Water
Management District officials to further discuss and outline strategies
associated with the construction of the Sebastian Stormwater Passive Park,
including possible compilation and submittal of an Environmental Protection
Agency 319 grant application. I anticipate delivering individual copies of a
site plan to each of you next week, as a result of today's meeting. Other
recommendations will follow for your review and consideration, including
possible resolutions to govern the aforementioned joint application
submittal, as well as other pertinent partnerships.

Sebastian Historic District Exercise
Per interest expressed by some of you as well as various residents, please
be advised that the Office of the City Manager will be initiating tasks to
evaluate to possibility of establishing a historic district in the City of
Sebastian. My office will likely be retaining the services of Ms. Christiana
"Anna" Jackson, the local historic preservationist who assisted our efforts to
secure the National Register of Historic Places designation for City Hall. An
initial undertaking involves updating existing historic property survey for
older buildings located on Main Street (east of City Hall), Louisiana Avenue,
Palmetto Avenue, as well as an approximate 2 mile portion of both United
States Highway One and Indian River Drive north and south of Main Street.
After this exercise has been completed, respective recommendations will
follow, most likely to include a resolution authorizing a relevant proposal to
be delivered to the State of Florida Bureau of Historic Preservation and the
United States Government.

Wells
Mr. Bill Osburn, is the representative from St. Johns River Water Management District
investigating the wells.
On Oct. 9th, I spoke to him in regard to the wells. He informed me that it would be
approximately one month before he will be finished reviewing the information. At that time he
will send his findings to the City and also to his boss at St. John's River Water Management.
From that point on a decision will be made on how to proceed.
