Anonymous Donation to the City of Sebastia.
Please be advised that an anonymous donation was recently made to the
City of Sebastian for purposes of initiating a motorcycle traffic patrol
program via the Sebastian Police Department. A check was recently
deposited by the Department of Finance totaling $18,000 (no hoax, the
check actually cleared). Police Chief Jim Davis will therefore soon
recommend purchasing activities, as well as aspects to implement the
program. At this point, we anticipate the City Council being able to consider
respective authorizations sometime in November. A huge appreciation is
definitely appropriate to the City's 'fairy godparent' (if you will).

Speed Limit on United States Hl.qhwa¥ On,;
Per interest expressed during a recent City Council meeting, please be
advised that a meeting transpired yesterday morning in my office with
representatives from the Florida Department of Transportation (FDOT)
Traffic Operations Division, in an effort to ascertain criterion for permanent
reduction of the speed limit on United States Highway One (US 1) to 35
miles per hour (mph). Assistant District Traffic Operations Engineer Richard
Mitinger committed FDOT's interest id working to honor such a request after
all construction activities on US 1 has been completed. Essentially, traffic
counts and other techniques will then be implemented in order to evaluate
the possibility of reducing the speed limit accordingly. If reduction in speed
limit is not possible, other 'traffic calming' techniques may be employed to
help curtail habitual excessive speeding (i.e. in excess of 60 mph).
Arrangements will therefore be made to initiate respective exercises in this
regard, anticipated to likely begin circa late Summer or Fall 2002.

Spatial Analysis for Possible Future Municipal Facilities
Commensurate with plans to implement an interior restoration program for
Sebastian City Hall as a result of successful procurement of a necessary
grant award from the Florida Bureau of Historic Preservation, arrangements
are underway to solicit Request for Qualifications for architects to work with
city administration to implement a spatial analysis exercise for future
municipal facilities. The purpose of this task will be to ultimately ascertain
future municipal facility needs in the coming years (police, general
government, public works, etc.). As addressed during recent budget
workshops and other meetings, such spatial analysis programs are
commonly implemented in growth oriented communities like Sebastian,
Florida, in an effort to establish guidelines, timeframes and other respective
recommendations. An objective 'road map' is to therefore be outlined, as it
may become necessary to incorporate resulting plans and policies in the
community's Capital Improvement Program. Funding recommendations will
of course, be forwarded, via the budget process, as well as other logical
long-term financial methods. This exercise will obviously involve both City
Council and residents, as a tremendous education process will ensue.
Recommendations for selection will likely be made in the coming weeks.
Concert in the Park - Schedule for 2001/2002
For your information, attached is a copy of the Concert in the Park Series
schedule for 2001/2002, as delivered by Chamber of Commerce Executive
Director Beth Mitchell. As this event is becoming more popular with area
residents, individuals are asking about this year's upcoming performances.
Beth's letter will serve as your personal guide as needed.
Flu Inoculation Program
As part of the City's efforts to promote wellness for all employees, flu
inoculations will be administered by staff from the Sebastian River Medical
Center Tuesday October 30th between 7:30 a.m. and 9:30a.m. This
particular session is not open for the general public, as a second inoculation
gathering is expected to take place in the coming weeks for area residents.
City Council members however, are welcome to participate on October 30th.

I might also mention that we havle scheduled a ninth concert, at the request of Mayor Joel
Tyson, on March 2, 2002, to be held in Fellsmere.
We have asked the Sebastian Rotary Club to be responsible for the Coke sales at the
Concerts and they have committed to the eight concerts in Sebastian.
I have also have had generic signs made up to be posted around town the Monday before
each concert. They simply say "Co '
rice,ts m the Park, Thursday night at Riverview park,
5 30PM',' These signs replace the banners we used last year, and are in a metal flame,
easier to handle.
We are looking forward to successful series this year, and very much appreciate the
partnership of the City of Sebastian!

at no charge. Sebast/an Pdver Medical Center personnel, in the citY Council Chambers,
will admimster the/noculations on Tuesday, October 30, 200~ between 7:30 a.m. mad
9:30 a.m. Please do not arrive in the Council Chambers before 7:30 a.m.; tkis will allow
t/me for the medical staffto set-up for the inoculations.

Dear Representative Mayfield,
SUBJECT: AVIATION FUEL TAX
I am writing this letter with deep concerns regm'ding future funding for capital projects at
airports throughout our state. As you may be aware, several airlines have asked the
Associated Industries to assist them in lobbythg for an 18-month exemption from paying
the state's aviation fuel tax.
The fuel taxes the airlines pay' are placed in the State Transportation Trust Fund and
distributed to airports for capital improvement projects through the State of Florida
Department of Transportation 5-Year Work Program. Should the airlines not have to pay
the taxes, the money currently programmed for many necessary airport improvements
would vanish. This would leave many airports, including Sebastian Municipal Airport, in
a position that severely threatens their economic self-anfficiency. Should airports have to
support these projects independently -which the vast majority cannot-, the i'mancial
burden of their very operation will likely shift to the taxpayer. This is something that
must be avoided.
This Would not only damage the stability of Florida's aviation system, but also adversely
affect the numerous industries that are sustained by it. In addition, countless jobs in
engineering and construct/un firms will be placed in jeopardy as millions of dollars in
capital projects erode.
It is an unfortunate situation where aiding one industry will have the synergistic effect of
further crippling our State's economy. There is no question that the airhne industry is in
need of assistance. Though a fuel tax abatement nray have the appearance of a resolution,
it will in fact, severely wound the very infrastructure that the airhnes need to operate.
Please consider all of these probable implications as you make this difficult decision. I do
not envy your position, as this is a truly difficult time for our entire nation. It is a moment
in which all actions must be carefully premeditated, for any unforeseen circumstances

can become the catalyst £or additional damage to our now, fragile economy. I thank you
