Update Relative to En.qineer Desi.qn Process for Louisiana
Avenue Area Improvement Pro.qram
Several weeks ago, I provided an update relative to initiating engineering
design processes for the Louisiana Avenue Area Improvement Program
proposed earlier this year. An original idea was to commission the City's
consulting engineering firm Kimley Horn to implement this exercise.
However, the State of Florida's Consultants Competitive Negotiations Act
(CCNA) requires that the City of Sebastian administer a formal bid process
specifically for design activities that will ultimately govern large scale
projects. The rationale from a legal perspective is that actual construction
costs will likely exceed the $500,000 thresh_old as outlined and ordained by
CCNA. As such, this process will begin in the coming days, with a
recommendation to hire an engineering firm specifically for this purpose
anticipated to be forwarded to City Council within the next few months.
Once authorized, the design exercise would likely take several months, a
good timeframe as we will concurrently work to pool respective funding
sources to implement the program beginning next fiscal year.
Next Phase of Sebastian City Hall Restoration Program
I am pleased to report that the City Hall Window Replacement Program is
coming to a close. As previously communicated, this process is rather
tedious and time consuming in that as the facility is now listed under the
National Register of Historic Places, restoration of windows to original
condition (as close as possible anyway) is most imperative. The next phase
of the overall restoration program is exterior painting. The color will be very
similar to its present state, as this shade is consistent with the building's late
1920s Mediterranean architectural style. My office is currently evaluating the
feasibility of either contracting this exercise or implementing via employment

of Department of Public Works staff. Painting will likely be the final activity
until we are positioned to initiate the interior restoration phase.
Invitation from Florida Trust for Historic Preservation
Please find the attached letter as compiled and delivered by Heather
Mitchell, Executive Director of the Florida Trust for Historic Preservation,
offering the City of Sebastian congratulations on our recent special category
award for the City Hall Interior Restoration Program, as well as extending an
invitation for Sebastian officials to participate in the State of Florida's
HistOric Preservation Day festivities, February 13th and 14th. Unfortunately, it
may not be possible for any of us to attend the program, being that February
13, 2002 happens to be a regularly scheduled City Council meeting.
Opportunities however exist for officials to Participate in activities February
14th, including a reception/breakfast with Secretary of State Katherine
Harris. Personally, it would not be wise for me to attend, being that my wife
and I are expecting delivery of our son in the coming days thereafter
(physician's orders, no travelling distances beyond 100 miles or so from
home). I may in fact make arrangements for staff members to Participate,
as it is most appropriate to have representation at this event given the
aforementioned success to date. If any member of City Council feels that
they could Participate in this activity (February 14th) please let me know so
that arrangements can be made.
Philanthro ic Efforts from Sebastian Wal-Mart
I was advised earlier today that the Wal-Mart Corporation has authorized the
Sebastian store to donate this Saturday's sales proceeds to finance special
program activities for the Sebastian Police Department, as well as the Boys
and Girls Club of Indian River County Capital Fund Campaign for the future
Sebastian facility. We should therefore acknowledge the Wal-Mart
Corporation and specifically Sebastian store co-manager Greg McCarty for
their commitment to our efforts to improve quality of life in the community. I
will therefore make arrangements with City Clerk Sally Maio to compile a
proclamation to this effect, to be presented during an upcoming City Council
meeting. If any of your require to go shopping this weekend, you may wish
to consider doing so this Saturday at Sebastian Wal-Mart.

..Have a Happy Veteran's Day Weekend
Just a reminder that City Hall will be closed Monday November 12th in
observance of Veteran's Day. Although most ceremonial activities are
slated for the actual holiday this Sunday, municipal, state and federal
governments, as well as banks and school districts will be closed Monday
throughout the country. My personal contribution to Veteran's Day festivities
will be a brief speaking engagement at the Sebastian American Legion
ceremony Sunday, beginning at 11:00 a.m. In addition, I plan to unveil and
present engineering schematics and site plan for the future Sebastian
Veteran's Memorial during the event. No matter what your personal plans
are for this extended weekend, please be safe and make it enjoyable!
