I am pleased to report that this meeting was extremely productive, yielding tremendous support of our efforts to date. As such, we anticipate no problems with approval via their review process, as well as that of the Flodda Department of Transportation Aviation Section. In addition, both agencies fully endorse the City of Sebastian's plans that will not only foster sustainable economic growth, but greater community compatibility and safety. At this time, both Jason Milewski and I are working to forward a recommendation for adoption of the plan to be considered by the City Council during the first quarter of the New Year. Pro.clress Report Presentation - United States Hi.qhway One A meeting transpired earlier this week with representatives of Keith and Schnars Engineers, Planners and Surveyors to discuss updates relative to the progress of the United States Highway One Improvement Program. Arrangements have been made to host a presentation during your January 9th meeting, not only to provide a status report, but to also address issues that may require clarification, such as the twenty five foot intersection space requirement to facilitate traffic safety. During our meeting, we also had an opportunity to address implementation of "bump outs" adjacent to parking spaces along the thoroughfare, as well as previous efforts to encourage the Florida Department of Transportation to incorporate this feature into the overall program. City Council Information Letter December 7, 2001 Page 2 Clarification Re.qardin.cl Island Bonfire,~ Please find the attached memorandum as compiled and delivered by Terry Hill in an effort to clarify concerns as raised by Councilman Joe Barczyk during your last meeting relative to island bonfire(s) that have recently taken place on an island in the Indian River Lagoon. This matter was directed for investigation by my office, which concluded that the island in question is in fact one not within the Sebastian Corporate Limits. Mr. Barczyk was correct when he stated that this particular island was the same one used to launch this year's Independence Day fireworks. However, permission had to be granted by the United States Army Corp of Engineers for this purpose. The city limits in the Indian River LagOon begin north, just east of the Intracoastal channel, then south, to include one large island near the north limit and one small island near the southern limit. In essence, the aforementioned issue and concern raised is not a matter for the City of Sebastian to address. Program by University of Florida Extension Servicr)_ Please be advised that arrangements have been made to have the University of Florida, Indian River County Extension Service host their Master Gardener Clinic here in City Hall Council Chambers. As referenced in the attached letter as complied and delivered by Director Daniel Culbert, the Sebastian clinic is normally held on Wednesdays, from 10:00 a.m. to 12 noon at the North Indian River County Library. However, due to the current expansion activity, my office has authorized the aforementioned use during the next several months, until library improvements have been completed. Televised Political Debate Per direction provided during your last meeting, please be advised that arrangements are being made to facilitate a televised debate for candidates seeking election and/or reelection to the Sebastian City Council for Tuesday February 19, 2002, 7:00 p.m. I had an opportunity to discuss this prospect with Sebastian River High School Television Production Coordinator Reginald Reynolds, as he agreed that both he and his student's participation would not be a problem. City Council Information Letter December 7, 2001 Page 3 Reminder- Clock Tower Ribbon Cuttin.q Ceremony I am pleased to report that the Sebastian Millennium Clock Tower was finally delivered to the public works compound a couple days ago, via shipment from the Electric Time, Inc. assembly plant in Massachusetts. As such, we are in excellent shape to host next Wednesday's unveiling ceremony beginning at 10:00 a.m. This celebration is currently being advertised on the Sebastian Government Channel, as I am sure that numerous people in the community are anxiously awaiting completion of this project. For those of you who are able, please join us, as refreshments will also be served. Hill, Public Works Direct~r/~/ December 5, 2001 Island Bonfires At the November 28, 2001 City Council meeting Councilman Barczyk stated there was a bonfire on one of the spoil islands and the city attorney said technically, there is no open burning allowed within city limits and the islands are within city limits. After investigating this matter, it was determined that the island in question is on the east side of the Intercoastal channel and outside city limits. These islands are the property of the Army Corp. of Engineers and the City has no jurisdiction over them. The island in question is the same island used for the Fourth of July fireworks launching and the lions club has to get permission from the Corp. to use it. The city limits run from the northern limits east to the Intercoastal channel, south to the southern city limits and this includes one large island near the north limit and one small island near the south limit. Moore: December 4, 2001 We would like to express our sincerest thanks and appreciation to the City of Sebastian for letting the Master Gardeners of Indian River County use the Sebastian Council Chambers to conduct their Master Gardener Clinic. The clinic in Sebastian is normally held on Wednesdays, fi.om 10:00 a.m. to 12 noon at the North Indian River County Library. Due to the expansion of the library, the Master Gardeners needed to find a temporary location to hold this clinic for about 6 months to a year. This dedicated group is glad to support the citizens of Sebastian and they are grateful that they now have a place to answer horticultural questions.
