Status of Pavement Resurfacin,q Pro,qram
Despite recently reported progress relative to implementation of the next
phase of the resurfacing program, officials from Ranger Construction have
been reluctant to cooperate with Department of Engineering and Public
Works schedules, despite numerous commitments during the last several
weeks to do so. As referenced in the attached memorandum as compiled
and delivered by City Engineer Ralph Brescia, approximately 41 miles of
streets have been paved in nearly two years since the program began, with
approximately $250,000 remaining to finance improvements to other "critical
roads" in the community. In fact, representatives from Ranger notified the
Department of Engineering that work crews specifically from their Fort
Pierce office were being positioned to perform respective tasks. However,
on more than one occasion recently, no progress resulted. As such, my
office is now working to commission other contractors to close out this
phase of the resurfacing program. Options under consideration include
solicitation of new bids from other construction companies, as well as
possible "piggy back" proposals via other governmental entities. At this
time, we therefore anticipate resuming the residential resurfacing program
sometime within the next several weeks or so. General Services
Administrator Paul Wagner is currently working with Rich Stringer to likely
inform Ranger Construction, Inc. of contract termination, on grounds of lack
of performance and operational coordination. Ralph has taken the liberty of
speaking with residents anticipating this phase of resurfacing of our
circumstances, and advised them to please be patient, as we are working
diligently to make other arrangements. Feel free to advise constituents the
same, if an opportunity arises. Otherwise, I will of course keep you all
posted as to the progress of reinstating of the program in the coming weeks.
Meanwhile, I am pleased to report that Wayne Perry, inc. Asphalt
Contractors has been commissioned to perform sear coating and parking
space pavement marking operations for the municipal complex this
weekend, including areas behind City Hall, the Building/Growth

Management Department areas, and the Public Works/Engineering
Department buildings. This project is therefore anticipated to be completed
by Monday morning.
Status of Well Monitorin.q Program
I am pleased to report that a meeting has been scheduled next week
between City of Sebastian staff and representatives from the St. John's
River Water Management District to outline logistics relative to reinstating
the well monitoring program here in our community. As such, I anticipate
scheduling a respective presentation during an upcoming City Council
meeting to address relative plans and implementation processes.
Letter and Certification - National Register of Historic Places
I am please to report that our official listing certificate for the National
Register of Historic Places was delivered to our offices earlier this week.
Arrangements will therefore be made to frame and position the respective
certification in City Hall to commemorate this accomplishment.

As we are currently in the midst of this year's holiday season, no information
letters are to be delivered during the remainder of the month/year. I have no
plans to leave the area (other than a possible visit with in-taws on Christmas
Day). I will therefore be available here at the office during regular business
hours, as well as at home should for any reason you may feel the need to

Ranger Construction
On September 20, 1999 the City issued a notice of award to Ranger Construction for Asphalt
concrete resurfacing in an amount not to exceed $2,000,000 per the unit pdces specified.
The scope of resurfacing indicates that under this contract 50 miles of streets are anticipated or
until the earmarked funding is expended. This contract stipulates that under these conditions
the price of asphalt (S-1) is $30 per ton.
At present, approximately 41 miles of streets have been paved and there is $249,002.86 left in
the contract. All assignments have been issued by either work orders or street lists to
accomplish this work.
Since the price of asphalt is currently $45 per ton (approximately), Ranger is reluctant to
continue operations and consequently their efforts over the past few months are unpredictable
and unreliable.
Since we need proper operational coordination and appropriate citizen notification we cannot
continue to operate on an unpredictable schedule.
In discussions with Public Works Director Terry Hill it is recommended that we release Ranger
from this contractual agreement and we develop a new bid package.
