Sebastian Boys and Girls Club Proposal - Status!
I recently met with officials from the Boys and Girls Club of Indian River
County to discuss various logistics associated with the Sebastian club
proposal. Essentially, arrangements are underway to negotiate and compile
an agreement between both parties, to outline appropriate lease provisions
as well as respective fund raising efforts. As previously reported, interest
exists to house a facility in a seldom used practice field in the rear of the
Barber Street Sports Complex, the ideal benefit to the City of Sebastian
being the establishment of an indoor facility for youth in the community to
enjoy. Club president Ken Felten and Executive Director Leisa Smith-Fulton
will be present during your June 13th meeting to further summarize the
overall plan. In addition, we will provide a preliminary location map to
identify respective location aspects. Please feel free to prepare and ask
relevant questions, as I will formally seek direction as to how we should
proceed regarding this worthy effort.
Stormwater Master Plan Timeline
Earlier this week, representatives from Camp, Dresser, McKee (CDM) met
with staff in my office to initiate development of the Sebastian Stormwater
Master Plan, including compilation of a realistic timeline of respective tasks,
reports and updates. As such, please find the attached project schedule, as
well as be advised that arrangements were made to extend our contract with
the St. John's River Water Management District (SJRWMD) until December
2002 (The original plan as authorized last year called for completion of these
task by later this year. However, as you all realize, a contract with CDM was
just recently executed, whereby SJRWMD also assisted with the facilitation
of respective recommendations).

Amendment for Airport Improvement Grant
You will note in next week's City Council Meeting Agenda a
recommendation to modify the use of grant funding, recently awarded by the
Florida Department of Transportation (FDOT) Aviation Section, from taxiway
rehabilitation to construction of T-hangars and augmentation of runway
lighting. The premise of this recommendation is simple: funding would
become available to finance construction of facilities to be leased to future
tenants, enhancing revenue opportunities for the Airport Enterprise Fund as
well as sound economic development practices at Sebastian Municipal
Airport (SMA). In addition, as we are now fully committed to the reopening
of Runway 9-27 to promote better and safer flight patterns and land
availability for a future industrial/commercial park at SMA, future funding
opportunities are being programmed for respective runway and taxiway
rehabilitation efforts (including possible future allocations/grant awards from
the Federal Aviation Administration). I have asked Dr. Mohsen Mohammadi
from the LPA Group to join us during next week's meeting to help further
outline and clarify this recommendation, as well as to explain how this
arrangement is consistent with master planning, both present and future
logistics.
Skate Park Grand OpeninR
Just a reminder that the City of Sebastian Skate Facility is still on schedule
to open Monday at 4:00 p.m., via grand opening festivities to include skating
tips and demonstrations, as well as refreshments to be provided by Bono's
Barbecue Restaurant. These activities are possible as a result of a $500.00
donation from the Indian River County Department of Health Students
Working Against Tobacco (SWAT) program. In addition, a ribbon cutting
ceremony will begin promptly, in which I would like to introduce members of
City Council to perhaps say a few words of gratitude and commitment
(please join me and don't be shy). Staff anticipates a fairly large
attendance, including numerous visitors from other communities. As such,
this official opening will be entirely celebratory, whereby no admission fees
are to be collected until the following day. Feel free to bring the kids (if I
recall correctly, a least two of you have children who are anxiously awaiting
this event).

Aviation in Florida
Attached is a personal copy of 'Aviation in Florida - Vital to Florida's
Economy', an informational pamphlet published by the FDOT Aviation Office
that outlines various fiscal, trade and industry contributions that airports
(both commercial and general aviation) make to state and local economies.
Jason Milewski recently secured this information, as he thought it was very
solid literature to be shared with all of you. Numerous interesting facts not
realized by many!
Out of Office
Just a reminder that I will be out of the office both Thursday and Friday May
24th and 25th respectively to represent the City of Sebastian before the State
of Florida Historic Preservation Nomination Committee in an effort to
forward our nomination for Sebastian City Hall to be included on the
National Register of Historic Places. As such, no information letter will be
delivered next week. I will return to Sebastian immediately after my
presentation Friday evening with plans to enjoy the Memorial Day weekend
in the area. To all of you in advance, HAVE A HAPPY AND SAFE
MEMORIAL DAY WEEKEND!
