The budget recommends a total reduction in local property millage to the rolled- back rate (to 4.5904 mills, down from the current rate of 5.000). If adopted, the proposed millage would represent the lowest property tax rate in the City of Sebastian in fifteen years. Total appropriations for all funds is recommended to be $15,001,628, a total $2,431,921 or 13.9% decrease from the current year's amended budget of $17,433,549. Both Mark Mason and I are available to address any questions and/or provide clarification regarding this proposal and related goals and objectives. Meanwhile, arrangements are being made in the coming weeks to compile an article for publication in this summer's edition of the Sebastian Pelican Brief, to provide an explanation of not only this year's budget proposal, but also revenue sources, proposed expenditure activity and an overall explanation of the property tax billing process. Proposal for Riverfront Property Acquisition As reported in the City Council Information Letter two weeks ago, the City of Sebastian was successful in securing a $200,000 grant from the Florida Recreation Development Assistance Program (FRDAP) to help finance acquisition of additional waterfront property adjacent to the former Good Guys, Inc. property. The original proposal was to acquire the property for approximately $400,000 via a 50/50 matching contribution from the City of Sebastian and the FRDAP grant. I am pleased to report that negotiations have been successful to date, with a Contract for Sale and Purchase having been assembled for $398,000. As my attached letter to real-estate broker Chuck Cunningham of Bird Realty references, the City Manager's Office will City Council Information Letter July 13, 2001 Page 2 work to formally recommend to City Council purchase of the parcel, commensurate with authorization of the FRDAP agreement in the coming weeks. In addition, as discussed briefly during Wednesday evening's meeting, a public presentation relative to proposed improvements to both respective properties will be made during your August 8th workshop. Any thoughts and/or concerns? Status Report - St. John's River Water Management District Please find the attached letter as compiled and delivered by Mr. Robert Christianson, Director, St. John's River Water Management District (SJRWMD) Department of Operations and Land Resources updating the City of Sebastian as to the status of property acquisition for the development of the Sebastian Stormwater Park by SJRWMD for the City of Sebastian. As you all may recall, both Adams parcels have formally been acquired, to now accommodate construction of a park to total nearly 180 acres (an increase from the initially designated 146 acres). The letter also reminds the City of its commitment of assumption of facility management after the park opens (currently anticipated circa 2003). As also previously reported, the City of Sebastian is involved in the design of the park (to be incorporated in the Sebastian Stormwater Master Plan currently underway with Camp, Dresser and McKee). An intergovernmental management agreement governing all future aspects of this effort is to be delivered to City Hall in the coming weeks. Once the agreement is evaluated and fully negotiated, respective recommendations will be forwarded for your consideration. Acquisition Proposal by Indian River County Please find the attached letter as compiled and delivered by Mr. Roland DeBIois, Indian River County Chief of Environmental Planning relative to a proposal to acquire additional property adjacent to City Hall to expand conservation activity. Interest has been expressed by Indian River County to acquire the Ten(10) acre parcel behind City Hall, also contiguous to the North Sebastian Conservation Area. Essentially, Indian River County is looking to ascertain the City of Sebastian's position regarding the matter (i.e. would acquisition be supported, does the City have other plans, etc.). Currently, the property in question is zoned commercial general. However, City Council Information Letter July 13, 2001 Page 3 real estate professionals in the area opined that commercial development at this site would be quite difficult, if not impossible. I would more than happy to entertain any thoughts and/or concerns of City Council members regarding this matter, as the County is serious considering acquisition. Local Law Enforcement Block Grant Award I am pleased to report that the City of Sebastian's application for financial assistance from this year's United States Department of Justice Local Law Enforcement Block Grant program has been approved. The final award amount totals $10,906, to be used to help finance necessary police equipment purchases in during Fiscal Year 2002. Specific purchase recommendations are also commensurate with police department budget proposals, to be further outlined during your August 15th workshop, as well as via respective authorizations to be considered thereafter. The City of Sebastian has been approved for $200,000, which is a grant for Riverview Expansion. A ceremonial check for your project is enclosed. We encourage a joint evem with your legislative delegation and local elected officials. Your legislative delegation has been notified that your project was funded and that the ceremonial check was sent to you. A sample of the letter sent to legislators is enclosed. We suggest you coordinate with them for a dedication ceremony. To assist you with this grant, we will conduct two Grant Implementation Workshops. The workshops will be held in Tallahassee on July 31 at DEP's Twin Towers Complex and at the Kissimmee Civic Center on August 2. The St. Johns River Water Management District purchased the Adams and Adams li properties in May and December 2000, respectively. The properties were purchased for treatment of stormwater runoff, water storage for flood protection, and public recreational opportunities for the City of Sebastian. As we discussed, we anticipate the City of Sebastian will assume management responsibilities at completion of construction of the stormwater facility. The District will develop an intergovernmental management agreement with the City to delineate our respective responsibilities. Currently, the District is conducting preliminary assessments of the property. Once the assessments are completed, we will send a draft of the intergovernmental management agreement to the City for review by you, your staff and the city attorney.
