A vital component of the plan will include a capital improvement program element outlining projects necessary to enhance the community's drainage system, as well as relevant timeframes for implementation. A final document will be delivered circa one week prior to the meeting, providing you with an opportunity to digest and decipher the report in its entirety, as well as to address any applicable questions and/or concerns prior to the meeting. In addition, relevant financial transaction recommendations are anticipated to be presented December 11th, to include a presentation of options relative to effectively and efficiently funding applicable capital projects (e.g. potential bond financing supported by stormwater fee). If all goes well, respective projects can begin within the next several months. Status of United States Hi.qhwav One Improvement Pro.qral~ Yesterday afternoon, I was informed by Mr. Dewey Oliver, United States Highway One (US 1) Improvement Program Project Manager that both his firm, Keith & Schnars and the Florida Department of Transportation is currently in the process of formally concluding the US 1 project in the Sebastian area. As such, the Department of Public Works will be in position to resume maintenance activities beginning Monday, December 2nd pursuant to terms and conditions of a funding and beautification agreemeni the City enjoys with FDOT. Essentially, the City of Sebastian is responsible for the irrigation system and scheduling, mowing and weeding of US 1 medians located within the Sebastian Corporate Limits. Final landscaping to accommodate an existing median located between Coastline Tire and Strunk Funeral Home is also anticipated to be accomplished in December, City Council Information Letter November 22, 2002 Page 2 via the aforementioned resumption of maintenance, with additional plants and trees being provided and funded by FDOT. It is therefore safe to say that construction along US 1 is finally over (after nearly 16 months). Hopefully, FDOT will not be visiting Sebastian again anytime soon to make additional major modifications to US 1 in our community! As the merger has been successfully implemented, arrangements will therefore soon be made to offer additional technological upgrades to our community's cable system, notably additional channels as well as potential cable (broadband) internet services. Such enhancements are anticipated to begin sometime soon after the New Year. As such, I will be inviting a representative from the Comcast Corporation to discuss respective plans publicly in the coming weeks, so as to offer an opportunity for both staff and City Council to ascertain specific efforts in this regard prior to formal notices outlining such activities are delivered to customers. As a result, AT&T shareholders are entitled to receive 0.3235 shares of the new Comcast Corporation Class A common stock in respect of each share of AT&T common stock they owned at the close of business on Friday, November 15, 2002, the record date for the spin-off, and will continue to hold their shares of AT&T common stock.
