City Council Information Letter

A ointment of Technical and Citizen Adviso Committee
Please find the attached letter as compiled and delivered by Robert 'Bob'
Keating, indian River County Director of Community Development and
Metropolitan Planning Organization (MPO) staff director relative to the
appropriateness of appointing additional Technical Advisory Committee
(TAC) and Citizen Advisory Committee (CAC) members to formally
represent the City of Sebastian. As the MPO recently amended its bylaws to
add two new members, one from the City of Sebastian and another to
represent indian River County on the MPO governing board, respective
designation on the aforementioned committees increases as well. As such,
the City of Sebastian has the opportunity to appoint two additional TAC
members and one additional CAC member. Currently, Director of Public
Works Terry Hill serves as a TAC member. During your next meeting of
December 11th, I anticipate recommending that the two additional seats be
occupied by Director of Growth Management Tracy Hass and Airport
Director Jason Milewski, for a total of three TAC members serving in
technical capacities representing our community. Such an arrangement
would fulfill MPO recently revised bylaw requirements. As also referenced
in the attached correspondence, the City Council has an opportunity to
appoint a second CAC representative to join Herb Munsart to serve the City
of Sebastian in this capacity. Each of you may therefore wish to consider
recommendations to be offered publicly for this position, to also be made
possible during your next meeting.

As you will recall, the Iler Planning Group was recently commissioned by the
City to assist the Department of Growth Management with compiling an

updated Sebastian Comprehensive Plan, pursuant to requirements of the
1985 Florida Growth Management Act. An initial recommendation to be
forwarded to City Council for review and consideration during your
December 11th meeting will be an update to the Capital Improvement
Element of the Comprehensive Plan. This process simply involves City
Council authorizing a revision of this element to more accurately and
consistently reflect the community's annual capital improvement program
(CIP) as adopted via the Fiscal Year 2002/2003 Annual Budget. No
substantive changes to the CIP are anticipated as a result of this action.
Such an arrangement will simply foster consistency with regards to planning
and implementing necessary capital projects and programs.
School District Capital Improvement Program
Earlier this week, the attached copy of the School District of Indian River
County Facilities Five-Year Work Program was delivered to my office for our
records, education and edification. Numerous improvements to school
facilities in Sebastian have been programmed. Such information may prove
to be useful to any of us being that requests are oftentimes made to the City
of Sebastian relative to implementing capital projects to enhance area
schools. Recent notable examples in this regard include a safety rail/bus
loop installation project at Sebastian Elementary School and covered
walkways to accommodate Pelican Island Elementary School; both activities
are planned to be implemented later this fiscal year. Although it is not the
City's responsibility to finance and implement such efforts, the attached
schedule may become useful if any applicable citizen inquiries are made.
Stormwater Utility Special Notice Process
One of the functions of the recently established Stormwater Utility Division
involves assigning crews to maintain and enhance ditches citywide so as to
more effectively facilitate the flow of stormwater discharge, as well as
increase the speed of maintenance of ditches and afford a more frequent
cleaning, clearing and mowing schedule. Oftentimes applicable processes
require cutting and/or removal of vegetation within respective easements,
including plants that homeowners in respective areas may find desirable.
The attached door hangar style special notice essentially informs
homeowners that vegetation removal may become necessary to accomplish
the aforementioned objectives (as well as provide advance notice that work
will soon be initiated in respective areas).

Dear Mr. Moore:
Recently, the MPO amended its bylaws to add two new members, one from the City of
Sebastian and the other from the Board of County Commissioners, to the MPO
governing board. The amended bylaws also include revisions to the membership of the
MPO's advisory committees, the TAC and CAC.
Tracy Hass Of the GroWth Management Department currently represents the City of
Sebastian as the City's TAC voting member. MPO staff is asking your assistance in
appointing t_wo (2) additional TAC voting members, giving the City a total 0fthree (3)
voting members. In accordance with the revised bvla~vs, one of the additional members
will represent the City's .Engineering Departm'ent, while the other member will
represent the City's _Airport Department.
The TAC/is coraposed of technically qualified representatives of local governments.
such as ,e~ginee~s, planners, and law enforcement personnel. Responsibilities of th~
TAC incli~de reviewing MPO plm~s and documents and providin technic '
the MPO. XThe TAC meets monthly, on the fourth Friday of the ~nonth atall0g:;~daaTmC~ in°
the County Administration Building.
With respect to the CAC, one member, Herb Munsart, currently represents the City of
Sebastian as the City's CAC voting member. MPO staff is asking your assistance in
appointing one (1) additional CAC voting member, giving the City a total of two (2)
voting members. The CAC is composed of local residents and makes sure that the
public is heard on all MPO transportation decisions. The CAC meets monthly, on the
first Tuesday of the month at 2:00 p.m. in the County Administration Building.
Please inform me as soon as the City appoints the new advisory committee members. If
