City Council Information Letter

Fundin.q Via Community Development Block Grant Program
Late last week, my office has received word from the State of Florida
Department of Community Affairs relative to the status of the City of
Sebastian's Community Development Block Grant (CDBG) application
seeking financial assistance to help implement the Louisiana Avenue Area
Improvement Program. An initial Fiscal Year 2002 program budget totaling
just over $10.2 million in the neighborhood revitalization category of the
Florida Small Cities CDBG Program will be awarded to 16 communities
ranked 1 through 16, via the extremely competitive application scoring
process administered throughout Florida (a total of 35 applications for
funding in this category were delivered by various communities statewide).
Ancillary funding for neighborhood revitalization projects totaling an
additional $2 million from the agency's carry over/deobligated fund will also
become available to help accommodate proposals ranked between 17 and
19. I am pleased to report that the City of Sebastian's final score totaling
675.98 ranks our application 17th, making us eligible for a portion of the
aforementioned discretionary allocation to cover our request for $700,000.
As such, compilation of respective funding agreements will be initiated
sometime after the New Year. Interestingly however, the State of Florida
has the option of utilizing this specific resource to help finance emergency
response needs in Iow-income areas throughout Florida. For instance, if a
tornado, hurricane and/or any other natural disaster were to cause
significant damage to a Iow income community, the Department of
Community Affairs could choose to authorize expending financial resources
from the discretionary portion of the Neighborhood Revitalization CDBG
program budget, effectively postponing funding for appropriately designated
projects like Sebastian's Louisiana Avenue Area Im

having to expend CDBG funds for anything other than respective eligible
projects. Nevertheless, as a precautionary measure, I wish to formally
recommend that the City of Sebastian formally submit its original CDBG
proposal to also target the Fiscal Year 2003 Florida CDBG Neighborhood
Revitalization Budget. An additional $10 million will become available via
an application cycle that begins today and ends Thursday December 19th.
To accomplish such, two advertised public hearings will have to be
conducted, both to be scheduled during your November 13th and December
11th regular meetings respectively. In addition, a discussion with the
Community Advisory Task Force will be scheduled to take place just prior to
your November 13th session, so as to provide an update relative to our
progress to date. The consultant who assisted the City with compiling the
application, Ms. Betty Jordan of Jordan and Associates will also join us to
facilitate the necessary public hearing process. No additional tasks will
have to be accomplished to implement this recommendation. Finally, as
various engineering design compilation exercises are underway to develop
plans to govern specific improvements, no significant changes with respect
to project implementation timeframe are anticipated (to begin circa
Spring/Summer 2003). Essentially, the idea is to secure dollars from two
funding sources as opposed to just the aforementioned arrangement we
currently enjoy; in the event that something unforeseeable occurs.
Retirement of Police Lieutenant Gene Ewerf
Please be advised that one of the Sebastian Police Department's (SPD's)
longest tenured employees Lieutenant Gene Ewert will be retiring from the
force effective December 31, 2002. The Department of Human Resources
has compiled for both my and Lt. Ewert's signature, the necessary
personnel action memorandum to govern this arrangement. As such, the
retirement transition process will be initiated effective today. Chief Davis
has no immediate plans to conduct a search process to fill the respective
vacancy, as he and other members of his command staff have an
opportunity to perform needs analysis relative to SPD's organizational
structure.
Revised Proposal for Environmental Site Assessment
As referenced in the attached cost estimate as compiled by staff from Foster
Wheeler Environmental Corporation, please be advised that the Florida

Department of Environmental Protection (FDEP) is anticipated to
reauthorize environmental site assessment activities in the coming weeks to
address conditions in the vicinity of the former CAVCORP property located
in the Sebastian Riverfront District. As previously reported, Foster Wheeler
was originally commissioned by FDEP to resolve any outstanding
environmental issues that may have resulted from fuel tank facilities that
were positioned on the property many years ago. All parties involved still
remain optimistic that no adverse impacts and adjustments to the parcel are
anticipated. Essentially, this arrangement may result in nothing more than a
state certified "clean bill of health" designation, which should have likely
occurred when tanks were permanently removed in previous decades, the
most recent having occurred circa 1991, several years prior to the City of
Sebastian having acquired the property.
Countywide Telecasts of Sebastian City Council Meetin?,s
Earlier this week after initiating a follow up telephone call to Indian River
County Director of Telecommunications Terry Smith to discuss the status of
our request to facilitate regularly scheduled prerecorded broadcasts of
Sebastian City Council meetings via the countywide government station, I
was asked to offer our request formally in writing to Assistant County
Administrator Joe Baird. As such, the attached letter was compiled and
delivered to this effect. Frankly, I never anticipated that such a
straightforward request would result in so much formality. However, I do
hope to receive a succinct response to our request in this regard soon (the
letter also mentions the fact that the City of Sebastian has and continues to
assist Indian River County with information telecasts on their behalf via
Sebastian Channel 25)!

Re: Periodic Countywide Telecasts of Sebastian City Council Meetinq;,
Dear Mr. Baird:
Per a telephone conference with Indian River County General Services Administrator Thomas
Frame yesterday afternoon, the City of Sebastian wishes to formally request indian River
County's assistance in securing pem~ission and cooperation to facilitate countywide broadcasts of
Sebastian City Council meetings on a pedodic basis. The idea of implementing such an
arrangement was recently discussed publicly during a regular City Council meeting. The benefit
of such a program is to afford residents of both central and southern Indian River County the
opportunity to learn about vadous policy, project and program initiatives being directed in the City
of Sebastian, as residents in our community have had a similar opportunity to learn and keep
abreast of respective matters of other local governments for quite sometime now, notably via area
wide telecasts of Indian River County and the City of Vere Beach governing board sessions. In
addition, since the City of Sebastian began directly administering its Channel 25 government
station in March 2001, we have amicably allotted time to transmit information on behalf of the
Indian River County Board of County Commissioners. Most recent examples in this regard
include the Department of Utilities 2001 Annual Water Quality Report, as well as countywide
benefits associated with the Discretionary Sales Tax Program.
As you may recall, Sebastian Regular City Council meetings are held every second and forth
Wednesday each month, beginning at 7:00 p.m. Meetings typically last anywhere between 2 to 3
hours long. Since last year, we have been able to offer both live broadcasts while simultaneously
videotaping meetings for later repeat telecast. Our interest is to therefore transmit prerecorded
meetings countywide, twice monthly to accommodate both aforementioned second and forth
weekly sessions, absorbing not more than an average of six hours of airtime per month.
The City of Sebastian looks forward in receiving full cooperation and assistance regarding this

Foster Wheeler Environmental Corporation (Foster Wheeler) is pleased to submit this revised
proposal for site assessment activities at the CAV Corporation site located in Sebastian, Florida. In
accordance with our discussion we have revised our initial proposal and broken the proposed site
assessment activities into to events described below.
Field Event I - Soil Sampling
The location of the two suspected source areas will be approximated based on the historical
information obtained to date. Since the exact location of the two sources is not known at this time, a
larger area will be designated for assessment. Initially, a 100-foot long by 100-foot wide area will
be designated for both areas. Both areas will then be subdivided using a 20-foot long by 20-foot
wide grid system. A combination hand augur/direct push soil boring will be installed at the comer
of each 20-foot by 20-foot grid section (36 assessment points per source area; 72 total). A
continuous soil sample core ~vill be collected from each boring from one foot below surface to a
depth of approximately 10 feet. The water table is estimated to be less than three feet bls. Soil cores
will be screened in one-foot increments (e.g., 1 foot and 2 feet bls) with an organic vapor analyzer
(OVA) and recorded in the filed logbook. The soil sample that exhibits the highest corrected OVA
measurement from each boring (72 san~ples) will be retrieved and submitted for laboratory analysis
for BTEX + MTBE by EPA Method 8021B and naphthalene's only using a mass spectrometer
(MS) method. One set of soil samples from each source area will also be retrieved from the boring
location exhibiting the highest corrected OVA readings and submitted to a laboratory for Kerosene
Analytical Group (KAG) m~alysis.

Field Event 1 - Groundwater Sampling
A groundwater sample will be retrieved for laboratory analysis from each direct-push boring
location (72 total). These samples will be analyzed for BTEX + MTBE by EPA Method 8021B and
naphihalene's only using a MS method. The groundwater samples will be retrieved after purging
the temporary well points with a peristaltic pump while monitoring field parameters in the
discharge stream in accordance with the requirements of the DEP Quality Assurance Section
Standard Operating Procedure for Groundwater Sampling. However, due to the fact that these are
temporary wells, it should be noted that higher turbidity is expected in the samples and complete
stabilization of the other field parameters (e.g., dissolved oxygen, temperature, specific
conductance, and pH), may not be achieved. We estimate that it will take approximately one hour to
90 minutes to collect each water sample and that we can collect an average of 14 samples per day.
Therefore we have budgeted five days for this event (e.g., 72 divided by 5 = 14.4 samples per day).
To achieve this rate Foster Wheeler will be purging and sampling two to three temporary wells
simultaneously. The direct-push subcontractor included in their bid price the cost of having up to
three sets of temporary wells screens and direct-push drill rods in the ground simultaneously to
support this effort.
Field Event 2
The results from the direct-push soil and groundwater samples collected during Field Event 1 will
be evaluated and used to determine appropriate locations for the installation of permanent direct-
push monitoring ~vells. Five shallow and one deep (vertical extent) permanent direct-push
monitoring wells are planned for each source area. Foster Wheeler will review the data and prepare
a few simple tables and figures for DEP review during a conference call to finalize the location of
the permanent monitoring wells before field mobilization for the second event is scheduled.
After the permanent monitoring wells are installed Foster Wheeler will collect groundwater
samples from each well for laboratory analyses. Each well will be purged and sampled in
accordance ~vith approved DEP procedures. The samples will be shipped of/~site to an approved
analytical laboratory. Each sample will be analyzed for the constituents in the KAG.
Report Preparation:
A report summarizing field activities, analytical results, the results of a potable well survey and
including boring logs, tables and figures, ~vill be prepared and submitted to the DEP within two
months of the completion of filed activities (approximately four months after the receipt of the
work order).
The cost to conduct the field activities outlined above and to prepare the report were calculated
using the DEP's spreadsheet template.
