As the report indicates, the need to expand municipal facilities to efficiently accommodate both present and future services to the community is not a question. The issue of course is the City's ability to recommend respective financial dynamics to fund capital improvements of such magnitude. In the near future, I anticipate offering said specific recommendations - in which I will not be inclined to offer proposals that will adversely impact ad valorem rates. As presented during your July 10th meeting, an opportunity for respective capital improvement programming will be commensurate with successful continuation of the Discretionary Sales Tax Program. Mr. Rick Gonzales, Principal, REG and Associates will appear before you during a regular meeting in September to provide an opportunity for both you and attendees to learn more about prospective options, as well as entertain specific questions and/or concerns accordingly. Conceptual Drawin,qs - Riverview Park Recreational Piers Attached are conceptual engineering drawings as compiled and delivered by staff from Kimley-Horn and Associates relative to the near future construction of two recreational piers along Indian River Drive at the former Good Guys, Inc. property. This revised plan was compiled in response to direction and commentary offered during the June 26th workshop via presentation from the Brandy Marine Marina Feasibility Study. This plan incorporates six (6) foot wide structures extending from the shoreline to a distance of approximately 225 feet. In addition, floating dock components are being considered, with the north pier to accommodate fishing and other pedestrian activities and the south pier for temporary mooring of smaller vessels (based upon market analysis recommendations by Brandy Marine, City Council Information Letter August 9, 2002 Page 2 18 boats slips are to be constructed initially on the south pier to service vessels no more than approximately 26 feet in length). In addition, fish cleaning stations will be provided at the end of each pier, provisions for canoe and kayak access, as well as both water and electrical utilities for the main access piers. Prior to completing final plans to solicit bid proposals, a Johnson Seagrass survey will have to be performed, as required by various permitting agencies. If no concerns arise from this process, arrangements will be made to modify existing permits as necessary to implement this project. Meanwhile, I will be more than happy to meet with any of you individually to address any additional questions and/or concerns you may have regarding this effort. Sebastian Stormwater Passive Park Project Earlier this week, a meeting transpired with representatives from the St. John's River Water Management District (SJRWMD) relative to the status of the construction of the 166+ acre Sebastian Stormwater Passive Park. Various regulatory agencies are currently making final arrangements to issue necessary permits to proceed with the project. As such, SJRWMD representatives are scheduled to attend your September 25th meeting to provide what will hopefully be a final presentation about the overall project scope, immediately prior to initiating construction. Florida Lea,que of Cities Annual Conference As most (if not all) of you are scheduled to attend this year's Florida League of Cities Annual Conference next week, I will not be delivering an information letter on Friday August 16th. Although I will not participate in the conference, I may have an opportunity to see some of you during the day next Friday, as a Florida City/County Management Association Board of Directors meeting will be held at the Boca Raton Resort and Club beginning at noon.
