I am happy to report that the City of Sebastian's $25,000 funding proposal to help purchase a police patrol vessel commensurate with implementing the Sebastian Police Department's Waterway Safety and Patrol Program was authorized by the FIND Board of Commissioners early last week. As such, specific goals and objectives pertaining to this program have been incorporated into the Fiscal Year 2003 Recommended Budget, to be discussed and offered publicly during your August 21st workshop. A few weeks after FIND's final budget adoption, a grant agreement will likely be presented to City Council for consideration of authorization. Appointment of Stormwater Utility Engineer Please be advised that the City of Sebastian has appointed the community's first stormwater utility engineer. Ken Jones, a former City of Vero Beach Department of Utilities official brings tremendous experience to our community from both public and private sectors. Relevant service experience includes an appointment by the Secretary of the Department of Environmental Regulation to serve on the Florida Department of Regulations Technical Advisory Committee to offer recommendations relative to wastewater reuse rules. Mr. Jones holds a Bachelor of Science in Environmental Engineering from Florida International University. He will officially begin his duties with the City of Sebastian Wednesday August 21 City Council Information Letter August 2, 2002 Page 2 Sebastian Boulevard Alley Improvement Pro.qram Department of Engineering and General Services Administration staff has recently met with representatives from Kimley-Horn relative to finalizing necessary engineering tasks associated with implementing the Sebastian Boulevard Alley Improvement Program. Respective plans have been completed, as bid invitation packets are being compiled for opening Friday August 23% Our goal is to therefore 'offer both contract and cost appropriation recommendations to implement this project during your September 25th regular meeting. Private Arran.qements to Accommodate Next Phase of County Water Expansion Pro,qram Please find the attached letter as compiled and delivered by Indian River County Department of Utilities Capital Projects Manager Mike Hotchkiss relative to the status of implementing the final phase of the Sebastian Highlands Water Expansion Program. In addition to the notice of water line installation to accommodate the area referenced on the attached boundary map, the City of Sebastian has been notified that the contractor, Tri-Sure Corporation, has obtained permission from a private landowner to use property located on the west side of Starboard Street near the intersection of Genesee Avenue for storage of infrastructure material. Initial construction in this general area is anticipated to begin sometime next month. Mr. Hotchkiss will be glad to address any relevant questions and/or concerns regarding this matter, as city administration was not able to identify any problems with this arrangement. Your refeqsnced project was tentatively awarded $25,000 in assistance funding subject to your receipt of the environmental permits for this project by September 18m, excluding Phase I applications. This funding allocation now becomes part of our tentative FY 2002- 03 budget. The budget must be approved through the District's TRiM pro(ess, and by the Secretary of the Department of Environmental Protection. The 'budget may be modified during the approval process and your funding award could be altered. The final hearing on the budget is tentatively scheduled for September 18th. If you have not received your environmental permits by the time of our hearing, pursuant to program rules, your project will be eliminated from the final budget. The search for a Storm Water Utility Engineer resulted in the appointment of Mr. Kenneth Jones, a Vero Beach resident. Mr. Jones holds an A.S. Degree in Pollution Prevention and Control Technology fi.om Broward Community College and a B.S. Degree in Environmental Engineering, with a minor in Management, fi.om Florida International University. In addition to his academic credentials, Mr. Jones has over 25 years of experience in water and wastewater utility operations and management in both municipal and private sectors. Most notably, Mr. Jones served as the Manager of Maintenance and Field Operations for the City of Yero Beach for approximately 8 years. Mr. Jones was appointed by the Secretary of the Department of Environmental Regulations (DER) to serve on the State of Florida Department of Regulations Technical Advisory Committee to rewrite the State Wastewater Reuse Rules. He also served on the St. Lucie County Water Resources Committee and the Port St. Lucie Chamber of Commerce Water and Sewer Committee. We are pleased to announce that we received some very. attractive bids from excellent contractors. Tri-Sure Corporation out of Auburndale, Florida was the low bidder with a bid of $2,178,576.60. There bid was about $700,000.00 below the engineer's estimate, which is what the preliminary assessment was based on. The), have been involved with this project as either the general or a sub-contractor from the beginning. Jason Chambers with Tri-Sure informed me that they have been successful in obtaining permission to use a private landowncr's property for storage of material. The property is located on the west side of Starboard S~reet near the intersection of Genesee Avenue (see attached sketch). They are finalizing a lease conlract with the owner. Construction should be underway sometime in September. The contract schedule is 330 days. However, Tri-Sure will probably have all of the pipe constracted and cleared for service by April of next year. We look forward to working with you and the City of Sebastian on finalization of the water works to lhe Sebastian Highlands.
