This arrangement will also incorporate additional plantings to accommodate and beautify Schumann Drive medians and the thoroughfare itself. Work is anticipated to take approximately five weeks. By contract however, Irrigation Consultants Unlimited, Inc. has six weeks to complete the job. Runway 4-22 Li,qhtin.q Installation As referenced in the attached second Notice to Proceed, please be advised that the Sebastian Municipal Airport (SMA) Runway 4-22 Edge Lighting Program will begin Tuesday July 23rd. This project will take a considerable amount of time to implement, approximately five months or so. As such, Runway 4-22 will cease operations for brief periods of time during construction. In addition, all SMA runways may have to be closed for a few hours to accommodate specific improvement activities between the Runway 13-31 and 4-22 intersection. Airport Director Jason Milewski will maintain communication with all tenants and airport users for the duration of the project, so as to provide continuous updates accordingly. Lund Property on Louisiana Avenue- You will recall a presentation during your last meeting by Louisiana Avenue resident Mark Lund relative to his request to have the City of Sebastian City Council Information Letter July '19, 2002 Page 2 waive a four-year-old $7,500 lien levied against his single-family residence located at 1053 Louisiana Avenue. My office has recently learned that the house is for sale. As such, in addition to his unwillingness to work with the Code Enforcement Division to address additional violations that may exist at and around his property, I cannot recommend working with his family to forgive the lien. As I am sure that you are aware, liens and other assessments are typically required to be satisfied prior and/or during such real estate transactions. Accordingly, the City of Sebastian should not be subjected to a contrary practice. Parks Improvement Public Workshop Various staff members, including myself will likely participate in tomorrow's Parks and Recreation Advisory Committee Workshop. This arrangement will be extremely helpful in that specific plans can be formally considered by administration in compiling cost figures and overall scope of development for future parks. Such dynamics are necessary to incorporate respective final recommendations into the City of Sebastian's Capital Improvement Program and Fiscal Year 2002/2003 Recommended Budget. As such, you will notice a Parks and Recreation Advisory Committee report regarding the July 20th workshop listed in your July 24th meeting agenda. Hopefully, both meetings will foster solid productivity. AN I~LAND NOTICE OF AWARD NOTICE TO PROCEED Schumann Drive Irrigation DATE: July 17, 2002 TO: Ruben Koch, President Irrigation Consultants Unlimited, Inc. d/b/a Ra nforest Irrigation 125 43rd Avenue Vero Beach, Florida 32968 You are hereby notified that the City of Sebastian City Council awarded the Schumann Ddve rri,qation Proiect to your firm on June 26, 2002 as had been conveyed to you verbally on prior occasion. Further, you are hereby notified to commence work on July 22, 2002 (as agreed verbally) pertaining to the signed Agreement dated July 17, 2002, in the amount of $48,468.52. Your signed proposal warrants completion time of not to exceed 6 weeks from the commencement date stated herein. Therefore, your attention is called to the Liquidated Damages clause in the amount of $150.00 per day for each day the project completion date is late. The completion time shall be extended by the City contingent on the City providing power as required by the Contractor. The Project Manager is Mr. Chris McCarthy, Parks & Maintenance Supervisor. Green, President Jaco Airfield Construction, Inc. 1071 Greensboro Road, N.E. Eatonton, Ga. 31024 You are hereby notified to commence work on July 23, 2002 as agreed in the Pre-Construction Meeting held July 16, 2002, pertaining to the signed Agreement dated June 29, 2002, in the amount of $236,886.44. The agreement warrants completion time of 150 consecutive calendar days from the commencement date stated herein. Therefore, your attention is called to the Liquidated Damages clause in the amount of $250.00 per day for each day the project completion date is late. The Project Manager is Mr. Jason Milewski, Airport Director. All substantial communication pertaining to this project should be directed to him. We look forward to working with you on this project.
