HomeMy WebLinkAbout05/17/2002 1225 Main Street [] Sebastian~ Florida 32958 Telephone (561} 589-5330 [] Fax {561) 589-5570 City Council Information Letter May 17, 2002 Treasure Coast Re ional Plannin Council Position Relative to Pro osed CN Kirrie Land Use Chan e Earlier this week, my office was advised that staff from the Treasure Coast Regional Planning Council (TCRPC) is to recommend opposition to the City of Sebastian's most recent authorization of a land use change to accommodate a light industrial facility as proposed by CN Kirtle, Inc. Essentially, staff feels that concerns about access remain unresolved, which justifies a request to the Florida Department of Community Affairs not to approve the land use amendment. A similar authorization was granted two years ago to no avail, as you will recall numerous revisions were made to the proposal since that time. Representatives of CN Kirrie were therefore notified about this intention, as the recommendation was offered to attend today's TCRPC to clarify the facts regarding the matter. An opportunity therefore exists to also remind TCRPC members that access is typically a site planning function and that minimal impacts to the surrounding environment are likely as a result of the proposed development. Sebastian Well Monitorin Pro ram As referenced in the attached memorandum as compiled and delivered by City Engineer David Fisher, please be advised that the City of Sebastian was directed to reestablish a well monitoring program via employing previously used residential property wells throughout the community. The St. John's River Water Management District is therefore working with staff to designate wells previously used for private home plumbing (homes that now employ county water utility service) for this purpose. This practice will therefore alleviate greater expenses associated with constructing additional wells specifically for this purpose. Arrangements are therefore being made to purchase a water level meter, anticipated for delivery to City Hall circa next Friday. As such, staff presentations will now be provided periodically to City Council Information Letter May 17, 2002 Page 2 City Council relative to water levels throughout the community. The first of such updates will be issued during an upcoming meeting next month, so as to assist policy directives regarding the status of water restrictions and other related matters. Ponoka Street Drainage Issues - Public Workshop Please be advised that a staff workshop will be conducted Tuesday, May 28th at 1:00 p.m. to inform residents of the Ponoka Street area of necessary drainage improvements to be implemented by the Departments of Engineering and Public Works soon thereafter. You will recall presentations by resident Henry Dotan several weeks ago regarding this issue. I am therefore pleased to report that substantive enhancements are to be implemented in the "Tract Y" drainage ditch (analysis of conditions in the area confirm this to be the most appropriate course of action). The meeting will take place in City Council Chambers. Any of you are welcome to attend if interested, as the attached notice in being posted accordingly. Out of the Office Just as a reminder that I will be out of the office beginning Thursday May 23rd to represent the City of Sebastian at this year's Florida City/County Management Association Annual Conference, to take place in Sarasota. This year's conference will mark a special occasion for me professionally, as I was elected an at large member to the association's board of directors and therefore to be officially sworn into office during the respective annual luncheon.
