Redevelopment Plan for Sebastian Boulevard Trian.qle
Attached is a draft community redevelopment plan for the Sebastian
Boulevard Triangle (and the industrial district south of the area) as compiled
per our direction by staff from the Treasure Coast Regional Planning
Council. Specific features include plans for light industrial building types as
well as retail and office uses for future facilities. Such planning dynamics
are to be considered during the proposed moratorium period as recently
presented by City Attorney Rich Stringer. Other recommendations are to
follow, including the possibility of establishing a Community Redevelopment
Agency to help fund planning and improvements in the area.
Next Phase of Street Resurfacin,q Program
As mentioned during Wednesday evening's meeting, please be advised that
the next phase of the Sebastian Street Resurfacing Program will begin
during the week of May 6th. Attached is a memorandum as compiled and
delivered by Director of Public Works Terr7 Hill that outlines streets to
benefit from the program, including Sebastian Boulevard between United
States Highway One and Indian River Drive. This particular phase of the
program represents finalization of Ranger Construction's existing
contractual obligation (first authorized in September 1999). As such,
arrangements will be made to solicit bids to continue the program,
commensurate with the Fiscal Year 2002/2003 budget process.
Opportunities for Additional ParkinR at the Barber Street
Sports Complex
A presentation is being scheduled to take place during your May 8th meeting
to provide an overview of options for consideration to expand parking
opportunities at the Barber Street Sports Complex (BSSC). As referenced

in the attached drawings and aerials as compiled by the Department of
Engineering, proposals will include angled parking dynamics to
accommodate Tulip Drive, as well as a tree buffered grass parking lot to
possibly be constructed on the city-owned parcel located in the rear of
BSSC on Fairfield Lane. Of course, I hope to receive some direction as to
how staff is to proceed in this regard. Fortunately, it appears that area
residents support such plans, as concerns about additional facility
construction on the aforementioned property would be alleviated.
Hopefully, a positive response from the audience will be the result.
Radio Station Sponsorship - Independence Day Celebration
Earlier this week, I met with Mr. Wayne Dillon, Management Consultant for
Sebastian's local radio station, WINT 95.9 FM The Point, relative to a
commitment offered to both the Lion's Club and the City of Sebastian to
contribute air time to help promote this year's Independence Day
celebration. This arrangement was established as a result of initiating this
year's fundraising campaign. WINT will broadcast public service
announcements beginning in May to help advertise the event, as well as to
produce three minute long public affairs programming segments, to include
remarks from city officials and representatives from the Lion's Club, in an
effort to provide open commentary about the prosperity of the event as well
as anticipated goals. Mayor Barnes and Lion's Club representative Jerry
Osmundson will likely serve in this capacity. The three minute feature is
anticipated is to be transmitted throughout the month of June. WINT will
also host a booth during July 4th festivities, as well as to provide live
broadcasting during morning hours.

The concept proposed for the development of the industrial area South of

The master plan additionally defines a clear hierarchy of streets and public
spaces.
This hierarchy is organized in what is commonly defined an '55 and B
street pattern".
'55" streets, represented here in red, should be aligned by buildings
,. built up to the property line - loading, parking and unsightly uses
'xx._fihould not be allowed along theses streets.
,Mong "B" streets, the zoning can be more flexible, and
uses that normally would not be allowed on other
streets, can occur here.

By extending and creating new streets, this master
plan creates an environment with unique land forms
and features that satis~ the economic, social and aes-
thetic needs of irs users, visitors and residents.
The proposed additional development will advance the goal of
defining the city's uniqueness, and at the same time, break up the
current pattern of industrial development to the form of a network
of streets and blocks. It will create a positive and memorable image,
visually and functionally linked to the City's major activity centers.

L/ght-industdal types have evolved from
box-type warehouses ~vith parking and load-
ing in the front of the building and 1/ttle or
no concern for architecture, to more flexible
and dynamic types. The building materials
and construction methods are the same - tilt-
up concrete construction: an economical and
fast way to construct concrete walls for ware-
houses,distribution facilities,manufacturing
plants, office buildings, and nearly every type
of one- to four-story buildings. What
changes is the range of uses, siting and
floorplan layout of these new, mixed-use, light-industrial buildings.

Independence Day Celebration.
The Sebastian Broadcasting Company, WINT (95.9 PM), The Point, would
be pleased to contribute air time to promote this year's July 4th celebration.
Our in-kind donation could take the form of conunercial spots asking for
contributions to reach the $13,000 goal, spots actually promoting the
festivities or spots created to mention donor participants, thereby enhancing
the media exposure for your other sponsors.
