HomeMy WebLinkAbout04/12/2002 1225 Main Street [3 Sebastian~ Florida 32958 Telephone {561) 589-5330 [] Fax (561} 589-5570 City Council Information Letter April 12, 2002 Traffic LiRht Installation at Barber-Schumann Intersection As referenced in the attached memoranda as compiled and delivered by City Engineer David Fisher and Construction Inspector Jody Bricker, please be advised that arrangements are now underway to install traffic lights to accommodate the recently widened Barber Street/Schumann Drive intersection, pursuant to terms and conditions of an Intedocal Agreement between the city and Indian River County as authorized in April 2000. Respective tasks will be initiated Tuesday April 16th, with the installation of two 55' concrete poles by the Florida, Power and Light Company. This task will require closing the intersection temporarily (please reference the attached detour map). This overall phase of the program is anticipated to take approximately one month, with the intersection projected to be fully operational by circa May 15 th. Police Pension Board Presentation As mentioned to you individually some weeks ago, the Sebastian Police Pension Board is interested in offering recommendations to the City Council relative to adjustments to the pension multiplier. Deliberations will therefore be made during your April 24th meeting, to include presentations from Attorney Lee Dehner and representatives from the Ward Foster actuarial firm. Staff will be present to offer complementary recommendations, the idea being to offer a most competitive rate as cost effective as possible to the community. This process may involve multiple meetings, in that if City Council offers some level of affirmative direction, ordinance revisions will likely become necessary. City Council Information Letter April 12, 2002 Page 2 Historic Preservation Policy Development Opportunities As mentioned during your March 27th meeting, arrangements are being made to compile options for your consideration relative to historic preservation policies in the City of Sebastian. Historic preservation consultant Anna Jackson has therefore been in contact with the State of Florida Bureau of Historic Preservation on our behalf to ascertain respective possibilities, namely the establishment of a core district and/or the adoption of a historic preservation ordinance to ultimately govern improvements to significant structures in the community. Ms. Jackson has therefore been scheduled to join us during your May 8th meeting to present the most appropriate options available in this regard. You will therefore have an opportunity to offer direction accordingly. Banner Pro,qram Please be advised that CGI Communications, inc. will be initiating installation of banners throughout Sebastian beginning later next month. Approximately 120 banners will be positioned on light poles along United States Highway One, Sebastian Boulevard and Indian River Drive (to be spread out evenly and tastefully). Per the City of Sebastian's agreement with CGI Communications, the three-year program will feature design changes annually. As seen on the attached electronic mail printout, this first year banners feature a patriotic theme, each sponsored by private participants. Again, aside from assistance by the Department of Public Works to direct assembly of banners to poles throughout the aforementioned areas of the community, no direct costs to the City of Sebastian are to be incurred to implement this effort. Any of you may therefore feel free to update business owners participating in the program who may have made inquiries regarding this matter. BOIff~ OF PELIr-AN ISI2d~D Memorandum To: From: Date: Re: David Fisher, P.E., City Engineer Jody Bricker, Construction Inspector~/~ April 11, 2002 Barber Street & Schumann Drive Intersection The Barber Street and Schumann Drive Intersection Project is about four weeks from completion. The intersection has been widened, paved, and the contractor is completing the striping. The swales are near complete and sod laid for drainage. FPL is installing two 55' concrete poles starting Tuesday, April 16, 2002. This will require closing the intersection. A detour plan is attached. FPL has removed their lines from the east side of Schumann Drive and will install the service on the west side of Schumann Drive after installation of the two 55' concrete poles. Chris Mora of Indian River County Traffic Division advised us today that the County is scheduled to complete their pole installations and traffic signals two weeks after FPL has completed their par[ of the construction. The intersection should be fully activated within three days following completion of IRC signal activity. We currently project the intersections will be in full operation by 15 May 2002.
