HomeMy WebLinkAbout03/22/2002 1225 Main Street ~ Sebastian, Florida 32958 Telephone (561) 589-5330 [] Fax (561) 589-5570 City Council Information Letter March 22, 2002 Community Development Block Grant Application Process You will notice in your March 27th City Council Agenda, various recommendations relative to initiating the Community Development Block Grant (CDBG) application process in an effort to solicit necessary funding to implement the Louisiana Avenue Area Improvement Program. Please be advised that another necessary component of this process will take place earlier that day, a fair housing workshop for professionals here at City Hall, scheduled to take place in City Council Chambers beginning at 4:00 p.m. This task involves educating area real estate agents about the city's fair housing policies and the importance of adhering to them to benefit the community. To assist with this matter, as well as the overall application process, the City Manager's Office has retained Florida CDBG consultants Betty Jordan and Associates of Orange Park, Florida (904-264-6203 - currently at no cost to the City of Sebastian). Ms. Jordan will therefore attend both meetings next week, as well as work with staff to complete the proposal itself, to be delivered to Tallahassee by circa April 30th. Derelict Vessel Enforcement Program As referenced in the attached electronic mail message as forwarded to my office computer from Police Chief Davis, arrangements were made this week to initiate the City of Sebastian Derelict Vessel Enforcement Program. As previously reported the State of Florida gives municipalities the authority to implement respective enforcement activities. Our process involves inspection of vessels to ascertain information so as to contact registered owners, to inform them that they have 15 days to remove said boats, or they will be subject to impoundment. As such, the City of Sebastian will be commissioning a boat towing company in the coming days to remove vessels that are not removed per the aforementioned 15 day timeframe. In addition, owners will be assessed/charged applicable daily storage fees. City Council Information Letter March 22, 2002 Page 2 Chief Davis therefore anticipates removal of the existing 18 derelict vessels currently located in the Sebastian Corporate Limits of the Indian River Lagoon by late April 19th. Sebastian Well Monitorin.q Pro.qram I am pleased to report that City Engineer David Fisher is currently working to substantively reinstate the Sebastian Well Monitoring Program. Per direction from the St. John's River Water Management District (SJRWMD)), this process involves the City of Sebastian commissioning a contractor to drill wells in strategic locations throughout the community. Once wells have been installed, officials from SJRWMD will assist city staff in periodically examining and measuring water tables, in an effort to ascertain drought conditions in Sebastian. As such, public reports and updates will soon be offered during regularly scheduled City Council meetings, so as to assist you with both long and short term policy recommendations relative to the community's water conservation program. Pride in Sebastian Award Pro.qram Councilman Joseph Barczyk initiated discussion some weeks ago about the possibility of reinstating an awards program to acknowledge appreciation for businesses working to improve their facilities. The City of Sebastian first initiated the Pride in Sebastian Award Program in the early 1990s (as referenced in the attached background information) in an effort to honor establishments that have contributed to Sebastian's appearance and heritage. As more businesses have located to the community since that time, city administration is working to reinstate this program, whereby both new and pre-existing renovated commercial and industrial properties will be eligible for participation. It is currently anticipated that the Department of Growth Management will be directly involved with the administration of the program, whereby respective award proclamations will be presented during regularly scheduled City Council meetings to property owners and managers. As such, Mayor Barnes may feel free to prepare to facilitate such presentations, beginning in the coming weeks. Their schedule, our schedule, and the weather ail lined up to give us the opportunity to inspect the abandoned vessels within our City limits. We checked 18 vessels of various sizes and conditions. We will now attempt to notify the registered owners and inform them that they have 15 days to move their vessels or have them impounded. The boats are a hazard in navigable waters and should be moved to prevent other boats and personal watercraft from running into them. They are also not lighted at night as required. I will arrange with Sea-Tow or some other boat towing company to remove the boats and store them while charging the boat owner a daily fee. If this goes well, we should have all of the boats removed by April 19,2002. If you see any problem with this plan please let me know.
