Appointment of New City En.qineer
I am pleased to report that I have selected Mr. David Fisher to serve as our
community's next City Engineer. As referenced in the attached resume, Mr.
Fisher possesses tremendous background both public and private sector
civil engineering, including a previous interim tenure with the City of
Sebastian (1990 to 1992). Mr. Fisher resides with his family in the Winter
Beach area of Indian River County. He holds a Bachelor of Science in Civil
Engineering degree from Michigan State University and is a State of Florida
Registered Professional Engineer. Interestingly, although most of his career
has been devoted to the practice of civil engineering, Mr. Fisher was also
awarded a Juris Doctorate degree from the University of Michigan School of
Law. The success of this appointment was the result of initiating a second
recruitment effort, after neither of the previous finalist were offered the
position. I am confident that you will find Mr. Fisher to be a pleasure to work
with, as he is very much interested and qualified to implement various
capital improvements and effectively help manage the city's numerous
stormwater issues. Department orientation for Mr. Fisher actually began
today (his first day officially reporting to the office). He will be introduced
publicly during your March 13th meeting. However, any of you may feel free
to stop by his office next week to meet him personally.
Latest Proposal to Skydive Sebastian
As interest was expressed during your February 13, 2002 regular meeting to
resolve outstanding issues with Skydive Sebastian, the attached letter was
delivered yesterday afternoon offering availability of property adjacent to the
future parachute landing area at Sebastian Municipal Airport (SMA). You
will recall that the primary concern of Skydive Sebastian was that any
landing area needed to adjoin their facilities in order to sustain a successful
business venture. As referenced in the aforementioned letter, the

City of Sebastian has conceded to reserve property adjacent to the
respective landing zone. As their attorney Peter Feaman stated during his
presentation at the meeting, Skydive Sebastian is willing to relocate facilities
as necessary, at their expense. As such, this arrangement easily resolves
primary issues accordingly, as well as offers the safest alternative for future
operations at SMA.
Airport Development Proposal
During the past few weeks, Airport Manager Jason Milewski and I have
been meeting with representatives from Holland-Shelter Aviation Group to
discuss potential public/private sector partnerships to help initiate more
assertive economic development initiatives at Sebastian Municipal Airport
(SMA). As referenced in the attached follow up letter as compiled and
delivered by company senior vice president Todd Anderson, Holland-Shelter
is interested in leasing and managing t-hangars to be constructed in the
near future at SMA. Currently, we are all working to review and analyze
respective cost and fee dynamics, including the prospect of initial
investment fees to be made payable to the SMA Enterprise Fund. In the
coming weeks, you will have an opportunity to learn more about this
possible relationship, as you will also consider a respective agreement to
govern activities accordingly.
Marina Feasibility Study
After formally assigning Kimley-Horn compilation of engineering design for
the riverfront pier project, it was determined that it would be necessary,
should substantive interest exist to plan for a future city marina, to
incorporate a full scope feasibility study for this purpose. Once completed,
this task will essentially outline respective strategies, as well as provide
definitive direction for final "flexible" design criteria (the idea being that once
piers are constructed, plans will also be established to govern applicable
dredging activities, permit revisions, installation of additional infrastructure
and facilities, etc.). In addition, an area market research study would be
performed, to determine the clientele for the respective location, anticipated
visitor use, prevailing weather and water conditions, and other aspects as
listed under the scope of services section of the attached proposal as
delivered by Brandy Marine, inc., a subconsultant to Kimley-Horn. This

matter will be formally presented during your March 13th meeting, as
respective recommendations will also be forwarded for your consideration.
Practice Burn on Recently Acquired Properties
Please be advised that the Indian River County Department of Emergency
Services will be conducting a controlled burn drill Wednesday March 6th at
the recently acquired city property located at Harrison Street, south of
Riverview Park. Soon after this exercise is completed, the Department of
Public Works will commence with final demolition and clearing activities,
necessary to initiate improvements expected to begin early in Fiscal Year
2003.
Sebastian Skateboard Competition
Among the City of Sebastian's numerous fundraising activities to benefit the
American Cancer Society, please be advised that we will host the Sebastian
Spring Break Skateboard Competition at the Barber Street Sports Complex
Saturday March 23rd beginning at 10:00 a.m. Individual entry fees of $15
will assist both event operations, as well as a sizable contribution to the
city's Relay for Life Fund, whereby dollars raised are to be delivered in April.
Various business sponsors will be assisting with this effort, including The
Bike Depot, Deep Six Dive and Water Sports, Vans, and Inner Rhythm Surf
and Sport, to award prizes for first, second and third place contestants in
five categories. The attached flyer and entry form is therefore being
circulated throughout the community, as well will hopefully enjoy a sizable
attendance.

As the City Council recently adopted the newly revised Sebastian Municipal Airport
Master Plan, as well as formally offered you the opportunity to work with city
administration to adjust to respective realities outlined in the plan, I wish to address
various opportunities available to assist Skydive Sebastian of South Florida, Inc. with the
transition to the future designated parachute landing area.
A primary concern presented by you and your representatives involved the necessity for
the parachute landing area to be adjacent to your facility. You will be pleased to know
that property is available adjoining the redesignated area, large enough to accommodate
your existing facilities. The City of Sebastian therefore has the ability to reserve this
property for Skydive Sebastian, should there exist interest to relocate any necessary
structures at your expense. In addition, my office is willing to work with your
organization to formalize a modified lease agreement to this effect. As such, you may

KISSIMMEE MUNICIPAL AIRPORT
Aircraft T-Hah§ar Complex
Sheltair has been approved by the City of
Kissimmee to construct and manage individual
T-hangar units at Kissimmee Municipal Airport's
eastside airfield property.
This new hangar site has easy runway access,
and consists of 56 nested, full-size T-hangars,
capable of accommodating single and
light-twin aircraft with a clear door width of
42' with a 32' depth. In addition, ten
individual 40' x 40' box hangars will be
constructed on the site. Facilities to be

Controlled Burning
Dan Dietz of the Indian River County Fire Department called and said he will do the controlled
burn on the Harrison Street property on Wednesday, March 6th, He did not state a time for this
event only the date. Staff will watch for them and report accordingly.
As to the other structures the Public Works Department will be demolishing them in the very
near future, as this will clear the property for park expansion.

A special thanks to The Bike Depot, Deep 6 Dive and Watersports, Van's 5kate
park, and Inner Rhythm Surf and 5port for donating skateboards and accessories
to be awarded to the winners.
