HomeMy WebLinkAbout02/15/2002 1225 Main Street [3 Sebastian~ Florida 32958 Telephone {561) 589-5330 ~ Fax ~561) 589-5570 City Council Information Letter February 15, 2002 Incorporation of "Bulb Outs" - United States Hi.qhway Improvement Pro,qram I am pleased to report to you, after numerous discussions with various State of Florida officials, the Florida Department of Transportation is consenting to incorporate installation of "bulb outs" into the United States Highway One (US1) Improvement Program currently underway. Respective enhancements will be implemented in approximately 16 locations within the Sebastian Corporate Limits along US1 recently determined viable in this regard, while concurrently, not to impede drainage flow dynamics. This accomplishment was the result of a meeting I had with State Representative Stan Mayfield several weeks ago, whereby the recommendations of the Treasure Coast Regional Planning Council were discussed. From this meeting, contact was made with Florida Deputy Commissioner of Transportation Rick Chesser to discuss possibilities of bulb out improvements. Direction was then provided to project managers based at FDOT District IV headquarters to make necessary adjustments. As such, respective contract amendments are currently being processed. Bulb outs will feature both shrubbery landscaping and paving brick installation. Once again, primary rationale for installing bulb outs along US 1 is to assist traffic calming, as well as help to preserve (for as long as possible anyway) positioning of the four lane highway arrangement currently enjoyed in the community. Motivation for pursuing this possibility simply involved employing the notion that it makes sense to address additional modifications at this time, while construction activities are underway, as opposed to the City actually implementing enhancements during a later time after construction, preventing a "second inconvenience" for users of US1. Please be advised however, that overall construction activities may be expanded a few more weeks as a result of incorporating this program. I will therefore not be recommending to City Council pursuit of the Highway Beautification Council Grant Program, as originally intended for later this year. City Council Information Letter February 15, 2002 Page 2 Status of Filbert Street Property As briefly mentioned during Wednesday evening's meeting, arrangements are underway to remove water expansion construction infrastructure from the city owned Filbert Street parcel. As such, the attached letter was delivered earlier this week to Mr. James Chambers, President, Tri-Sure Corporation, the contractor currently implementing the program on the County's behalf in Sebastian. A final deadline of March 31st has been established for the Tri-Sure Corporation to vacate the property once and for all. This timeframe was deemed fair during a meeting that recently took place with officials from the Indian River County Department of Utilities. Residents in the area of the Filbert parcel can soon therefore feel rest assured that the property will not be used again for storage purposes, as arrangements will soon thereafter be initiated develop a passive park. ~tion/Auction of Former Davis Pro ert Please be advised that the Laurel Corporation, a high-end residential construction company based in Vero Beach, acquired the former 80-acre Davis parcel recently annexed into the Sebastian Corporate Limits, via auction late last week. Company vice president Debb Robinson (234-4106) met with both Tracy Hass and I to discuss various issues relative to development criteria. Agents from Laurel currently anticipate developing the property at a lower density scale than originally addressed with the Davis Brothers, including the possibility of constructing a deed restricted subdivision containing approximately two single family units per acre, a private curb and gutter drainage system, sidewalks and street lights. As these proposals are still preliminary, both you and the Planning and Zoning Commission will be updated as soon as more final details become available. Just a reminder that City Hall will be closed Monday February 18TM in observance of President's Day. Although the initial timeframe for this purpose was formally established to last until Summer 2001, Tri-Sure was able to enjoy services far beyond the respective period. As the City of Sebastian is currently in the process of initiating plans to implement construction of a neighborhood park on this property, your organization is hereby required to vacate the Filbert Street parcel by Sunday March 31,2002. Both myself and Director of Public Works Terry Hill have spoken with Eric OIson and Mike Hotchkiss of the Indian River County Department of Utilities relative to this matter earlier today, as they are currently positioning themselves to assist you and your organization with this transition process accordingly.
