Next Phase of Road ResurfacinR Pro.qram
Please be advised that the next phase of the Sebastian Road Resurfacing
Program will commence early next week, with the attached list of streets to
benefit accordingly. The program represents the second phase of
improvements since meeting with Ranger Construction representatives in
December. Once again, other resurfacing projects are to be completed by
early this Spring, which would finalize our existing contract with Ranger
Construction. Soon thereafter, a new bid process will likely be initiated, as
necessary to continue resurfacing efforts in the years to come.
Development of DesiRn Criteria for County Road 512 Alley
Please be advised that I anticipate recommending authorization for Kimley-
Horn to initiate design criteria development to govern the County Road 512
Alley Improvement Program during your February 13th meeting. The alley is
approximately two (2) miles long, whereby funding has been allocated in the
current fiscal year budget and capital improvement program. In addition to
necessary reconstruction activities, drainage enhancements will be
incorporated into the overall program, necessitating substantive design
criteria. As such, Jeff Mullis of Kimley-Horn will once again join us to
discuss respective logistics as the recommendation is presented.
FundinR Application for Police Boat Patrol
The consent agenda for your next meeting will include a recommendation to
authorize submittal of a grant application to the Florida Inland Navigation
District in an effort to seek financial support for a marine patrol boat program
to be implemented by the Sebastian Police Department beginning Fiscal
Year 2002/2003. The idea, if our application is successful, is to more
assertively patrol waterways within the Sebastian Corporate Limits (to assist

with previously reported derelict vessel impoundment efforts and other
enforcement activities. The City of Sebastian will learn of the status of our
application later this summer, commensurate with the Fiscal Year
2002/2003-budget process.
Liberty Tree Dedication
Several weeks ago, I reported that the City of Sebastian would initiate
participation in the National Liberty Tree Program, whereby 50% of
expenses are to be awarded to communities on a first come, first serve
basis. I am pleased to report that the City of Sebastian was successful in
this regard, as arrangements are currently being made to host a brief
dedication next Friday, February 8th at 11:00 a.m. The Sebastian Liberty
Elm will be planted along the Sebastian Riverfront, near the future site of the
Veteran's Memorial. The tree will formally honor victims of the September
11,2001 tradegy, whereby an acknowledgement plaque will positioned near
the tree in the coming weeks as well.
Police Presence Durin.q Re.qular City Council Meetin.qs
As part of the city's mission to enhance security measures in public facilities,
arrangements are being made to have police officer presence during regular
City Council meetings. This arrangement does not involve additional
expenditures, but simply assigns one of three officers working on duty
during the respective shift to participate in City Council meetings. Chief
Davis will begin this program during your next meeting. As such, hopefully
meeting attendees will be encouraged to conduct themselves in a orderly
manner during the course of such meetings. If for any reason conduct were
to become disorderly during sessions, City Council members may feel free
to direct the assigned officer to respond accordingly.
