HomeMy WebLinkAbout01/18/2002 1225 Main Street [] Sebastian, Florida 32958 Telephone (561~ 589-5330 [] Fax (561) 589-5570 City Council Information Letter January 18, 2002 Citizen Advisory Task Force Meeting Community Development Block Grant Application Process Please be advised that arrangements are being made to host Sebastian's next Citizen Advisory Task Force (CATF) meeting for purposes of updating the City's progress relative to the Louisiana Avenue Area Improvement Program. As previously reported, the City of Sebastian was advised by staff from the Florida Department of Community Affairs to resubmit its Community Development Block Grant (CBDG) proposal as a result of a penalty placed against the City in 1998 being removed a few months ago, enabling the community to compete for neighborhood revitalization funding. In addition, my office has received seven proposals from engineering firms interested in compiling design plans for the entire project, a necessary component of the CBDG program participation (funded via the current year's budget). Firms will be interviewed for potential selection within the next couple of weeks or so, with respective recommendations being forwarded to City Council for consideration. The CATF meeting will take place Monday February 11th in City Council Chambers, beginning at 5:30 p.m. to discuss aspects of the program. Afterwards, two necessary public hearings will be scheduled via upcoming City Council meetings in February and March respectively. Clarification Regarding Site Planning Processes As concerns are still periodically raised in the community relative to site planning authorizations for new commercial construction projects throughout the city, I have asked Tracy Hass to prepared the attached memorandum in an effort to offer clarification relative to the Ameritrend Commercial Development project currently underway on County Road 512. As the project was properly authorized by the Planning and Zoning Commission, landscaping regulations require a minimum of 38 canopy trees, 45 City Council Information Letter January 18, 2002 Page 2 understory trees, and a hedgerow to accommodate frontage directly adjacent to County Road 512. Trees are also required to be Florida Grade 1, with a minimum overall height of 12' at time of planting. As far as concerns relative to removal of preexisting trees, the developer agreed to leave some existing vegetation along the 512 frontage, so as to provide a vegetative buffer during construction. Unfortunately, relocation of trees was necessary due to construction of parking and driveways in respective locations, consistent with approved site plan standards. Essentially, all but two trees have been relocated to the perimeter landscaping areas. Although the Planning and Zoning Commission is legally designated to authorized site plans in the City of Sebastian, City Council members and other residents of the city individually enjoy the opportunity to review respective documents to ascertain anticipated progress accordingly. Information about such projects is provided to you via Planning and Zoning Commission Meeting Minutes for your respective edification. Once site plans have been approved, they become available for public review and observation. As such, both Tracy and myself would be more than happy to meet with you and/or any other Sebastian citizen(s) to jointly review any site plan in question, so as to help educate facts accordingly. Temporary ParkinR for Commercial Vehicles Education and Enforcement Per concerns raised by Councilman Joseph Barczyk during last week's meeting relative to commercial vehicle parking issues, namely landscape contractors, Police Chief Jim Davis has compiled the attached letter to be delivered to registered lawn care service providers in Sebastian. The letter serves as a follow up from previous meetings with service providers about respective parking requirements and necessary enforcement efforts. This is simply an effort to continue to solicit voluntary compliance in this regard, as well as provide additional education in the community (Lawn care companies operate very transiently, making it necessary to continuously formally provide such information). Otherwise, applicable enforcement efforts are to be augmented. Presentation to Indian River County Board of County Commissioner Re.qardinR Discretionary Sales Tax In last week's update relative to our presentation to the Board of County Commissioners about the importance of reestablishing the Discretionary City Council Information Letter January 18, 2002 Page 3 Sales Tax, I failed to communicate the respective meeting date. Mayor Barnes and I will appear before the County Commission this Tuesday, January 22nd. We have been scheduled to speak under the Public Discussion Items section of the agenda. I learned this week that some of you, because of my error, were under the impression that our presentation was to take place during this past Tuesday's meeting. As such, I apologies for the inconvenience. This memo is being written in an effort to clarify the landscaping requirements for Ameritrend's commercial development along County Road 512. As you are well aware, the first phase of development is nearing completion. As such, landscaping has recently been installed along the 512 frontage, the entrance road, as well as approximately 160 feet of the East and West property lines. During construction, the developer agreed to leave some existing vegetation along the 512 frontage, so as to provide a vegetative buffer during construction. Unfortunately, relocation of the trees was necessary due to the trees being located in an area designated for parking and driveways. The vegetation was only to remain temporarily during construction, and all but two of the trees have been relocated within the perimeter landscaping strips. The landscaping regulations require a minimum of 38 canopy trees, 45 understory trees, and a hedgerow to be included along the 512 frontage. The trees are required to be Florida Grade 1 with a minimum overall height at planting of 12'. The developer agreed to landscape the entire 512 frontage, and 160'+/- of the East and West property lines during phase 1, so as to provide a vegetative buffer, mad to allow the landscaping sufficient time to "fill out" while construction continues on the subsequent buildings. As each subsequent phase is completed, the perimeter landscaping strips, and interior/foundation plantings, will be completed as required by the approved site plan. The following section of the ordinance pertains to lawn maintenance service providers. Commercial vehicles rendering services to residences of the city, such as lawn care trailers or mobile vendors, shall be allowed to park on the shoulder adjoining the lot being serviced, so long as the operator of such vehicle parked in the right-of-way places at least three traffic cones along the side of the vehicle facing the travel lane. Said cones shall have a minimum height of two feet, shall be orange or such other color as approved by the city engineer, and one shall be placed a minimum ten feet from the end of the vehicle that traffic approaches. This letter is being provided to you to make you aware of the existing requirements as they pertain to the lawn maintenance service providers and to request your compliance so as to avoid a traffic citation and resulting fine.
