Sebastia~al Airport Master Plan
As the Federal Aviation Administration (FAA) and the Florida Department of
Transportation (FDOT) Aviation Section are currently finalizing their review
processes for the proposed, revised Sebastian Municipal Airport Master
Plan, arrangements are being made to host a presentation regarding
respective logistics during your February 13th meeting. Representatives
from the LPA Group, Inc. will assist both Airport Manager Jason Milewski
and I with the presentation, as a formal recommendation for adoption is
anticipated as well. Recent discussions with FAA and FDOT officials
regarding this matter yielded direction relative to future positioning of the
airport's designated parachute landing area/drop zone. After consideration
of various alternatives, including proposals from Skydive Sebastian, it has
been determined that the best arrangement remains to designate a new
parachute landing area for Sebastian Municipal Airport (located in the
approach area of Runway 13, as originally proposed via the 1993 Airport
Master Plan and Community Compatibility Study). This recommendation is
consistent with authorizations by and discussions with representatives from
both FAA and FDOT, as other suggested locations posed greater safety
concerns. Essentially, the new location would represent a mere increased
walking distance of less than 400 feet from the existing Skydive Sebastian
facility. As such, Skydive Sebastian will remain welcome to utilize the
present landing area until such time that the airport requires use of the
property, which is not anticipated until sometime after the closure of Runway
13-31.
Derelict Vessel Compliance Efforts
Please be advised that the Sebastian Police Department is currently
working to implement a program to combat the community's continuing
derelict vessel problem in the Indian River Lagoon. A Florida Statute has

been authorized to essentially give municipalities the ability to seek
appropriate legal action against individuals who abandon vessels "in the
waters of the state" (the same law makes it unlawful for any person, firm, or
corporation to store or leave any vessel in a wrecked, junked, or
substantially dismantled condition or abandoned upon any public
waters.., see attached). As such, arrangements will soon be made to
impound such vessels in the Indian River Lagoon, or for that matter, any
body of water in the Sebastian Corporate Limits. Police Chief Jim Davis is
currently awaiting confirmation and endorsement from the United States
Coast Guard in this regard, so as to be able to proceed accordingly.
Barber/Schumann Intersection Im rovement Pro ram
Please be advised that construction will begin at the Barber Street -
Schumann Drive intersection Monday January 14th. AS authorized during
your October 24, 2001 meeting, Tim Rose Construction is to widen the
intersection to accommodate traffic light infrastructure to be installed later,
as well implement numerous other enhancements, including sidewalk and
drainage related improvements. The attached construction schedule has
been compiled with the idea of minimizing inconveniences to patrons of
Pelican Island Elementary School. You may reference in the schedule
various elements of the project, including respective timeframes.
Completion is anticipated circa middle to late April.
Florida Power and Li ht Feeder Pro'ect
A few weeks ago, representatives from Florida, Power and Light Company
initiated a meeting in my office to discuss logistics associated with installing
new Feeder lines in the City of Sebastian. As referenced in the attached
letter as compiled and delivered by area account manager Jim Quinn, the
purpose of new lines is to meet the overall growing demand for electricity in
our community. Benefits to the city include delivery of three-phase power to
Sebastian Municipal Airport to assist future economic development efforts
and reduced costs for street lighting. Feeder line installation will take place
on portions of Fleming Street, Orange Avenue, Englar Drive, Schumann
Drive, Roseland Road (adjacent to the airport) and Airport Drive. The
project is to begin in the coming weeks, with anticipated completion
scheduled sometime this summer.

Presentation to Indian River~ County
Commissioner Re ardin Discre~ Sales Tax
Please be advised that arrangements have been made for both Mayor
Barnes and I to appear before the Indian River County Board of County
Commissioners to address the matter and importance of maintaining the
Discretionary Sales Tax throughout Indian River County. Some of you may
recall that in 1999 the attached Resolution was authorized by the Sebastian
City Council supporting continuation of the Discretionary Sales Tax in Indian
River County. However, no direction has yet been provided to include this
matter for consideration by voters via referendum. A 2005 reinstatement of
the Discretionary Sales is of paramount importance to this community, not
only because of the opportunity to maintain the lowest property (millage)
rates possible, but to also help the City more effectively plan for future
capital expenditures. I wish to personally encourage other City Council
members who are able, to attend this important session. Myself, along with
other members of the Management Team are hoping that arrangements are
made to include this item in the November 2002 ballot, as ample time would
be available to initiate and administer an education process to the
community relative to the importance of levying this revenue source.
Environmental Contractor for Contamination Clean U
Last week I reported to you about the Florida Department of Environmental
Protection's action to initiate contamination cleanup in the City of Sebastian.
I am pleased to report that a designated contractor has been selected.
Imperial Testing, based in Lakeland, Florida was referred to work with the
City in this regard. The contact person is Mr. Ralph Occhiuto, Jr. (863) 647-
2877. I spoke with a company representative earlier this week about the
importance of working together to successfully implement this program.
Once again, I will of course notify and keep you abreast as to the project
schedule on a continual basis.
Public Meetin.cl to Address Hardee Park Trail Improvements
As the City Council recently authorized submittal of a grant application to
solicit funding to implement improvements to the Hardee Park Trail, please
be advised that we will host a public session Tuesday, January 15th, 5:30
p.m. here at City Hall City Council Chambers to offer interested residents an

opportunity to discuss ideas for improvements with staff. This arrangement
is actually recommended by the National Recreational Trails Funding
Program, to essentially assist our efforts to compile the most competitive
application possible. Any of you are welcome to attend, as such meetings
are typically very positive.

Dear Mr. lannaccone:
Since our last meeting that took place in my office Wednesday October 31,2001,
officials from the City of Sebastian initiated a thorough review and analysis of
various options in an effort to work amicably with Skydive Sebastian of South
Florida, Inc. to resolve concerns relative to the Sebastian Municipal Airport
Designated Parachute Landing Area/Drop Zone. Logistics in this regard included
meetings and discussions with representatives from both the Federal Aviation
Administration and the Florida Department of Transportation Aviation Section, as
well as research and reviews conducted on our behalf by staff from the LPA
Group, Inc., the City's consultant assisting our community with the current master
plan exercise.
At this time, it becomes imperative to once again clarify that the City's decision to
designate an alternate parachute landing area was actually initiated circa 1993
via the previous master planning and community compatibility exercises. Due to
this possibility, respective provisions were authorized in the lease agreement
between the City and Skydive Sebastian of South Florida, Inc.
Via our efforts to address your concerns, we all agreed to consider the south
infield triangle as a possible parachute landing area. However, it was determined
that this location would pose significant safety hazards to patrons of Sebastian
Municipal Airport, Skydive Sebastian, and the surrounding community by
concentrating aircraft and parachuting activity in the same confined area. We
have also considered your request to leave the parachute landing area in the
current location for a defined period of time. This is not possible for similar safety
and operational reasons, namely the close proximity to what will become the
airport's preferred use runway.

It is therefore anticipated that the newly proposed Sebastian Municipal Airport
Master Plan will not change the manner in which these issues have been
previously addressed. While it is a given that the new landing area cannot be
activated until Runway 13-31 is closed (and Runway 9-27 is activated), that
event does not necessarily require immediate activation of the new drop zone. At
this time, we do not have a precise timeframe for when airport development
activities will make relocation of the landing area a necessity.
Respectfully, it is my professional judgement that the manner in which the
existing master plan addresses the issue of .the parachute landing area best
fulfills the overall interest of Sebastian Municipal Airport, its patrons and tenants,
as well as the citizens of Sebastian, Florida. This matter has now been
thoroughly examined twice during the past decade by this community and
aviation experts. For these reasons, it is my duty to make respective
recommendations to the City Council, and I have found no justification to change
this element of the plan. However, should your organization need help in
adjusting to this eventuality, we will be available to assist accordingly.

Re: Construction of new FPL Feeder Line #5765
Dear Mr. Moore, :
Per our recent conversation, this letter describes the benefits, timetable and the path of the
new FPL Feeder line.
The purpose of the new line is to meet the growing demand for electricity of the
Sebastian Area. The benefits to the City are as follows:
-Assists with the Economic Development of the
Sebastian Airport by providing 3 Phase power
for future development
-Improves Electrical System Reliability
-Provides a more flexible Grid System
-Reduces load on existing lines
-Eliminates billing for 15 Street Light Poles
The path the Feeder will follow is on the attached map. Please review this map and
provide FPL with any feedback from the city.
We are looking forward to starting this project in the first quarter of 2002 in order to
complete it in time for the summer loads in July 2002. Please call me if you have any

A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER
COUNTY, FLORIDA EXPRESSING SUPPORT FOR CONTINUATION IN
INDIAN RIVER COUNTY OF THE LOCAL OPTION ONE-CENT SALES
TAX AUTHORIZED PURSUANT TO CHAPTER 212.055, FLORIDA
STATUTES; PROVIDING FOR AN EFFECTIVE DATE.
WItEREAS, the 1987 Florida Legislature passed Section 212.055, Florida Statutes,
authorizing a county discretionary sales surtax of up to one cent for a period of up to fifteen years,
if approved by voters of a county, for the funding of infrastructure of the county and municipalities
within the county; and
WI~RE~S, voters of Indian River County approved the one-cent discretionary sales surtax
for a period of fifteen years at a referendum held March 14, 1989; and
WlllEREAS, this shared revenue has helped reduce the burden on property taxes; and
WltEREAS, a continuation of the tax beyond its expiration date of 2004 will be in the
general public interest by allowing tourists and other visitors to our county to help pay for some of
the amenities which they enjoy here; and
Wl][EREAS, Indian River County has asked each municipality in the County for its support
in the continuation of this tax;
NOW TE[EREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
SEBASTIAN, as follows:
~ ONE-CENT SALES TAX. The City Council of the City of Sebastian
endorses the County's effort to continue the local option one-cent sales tax and recommends that the
County take the steps necessary to continue this tax.
CONFLICT. All resolutions or parts of resolutions in conflict herewith are
hereby repealed.
EFFECTIVE DATE. This resolution shall take effect immediately upon its
adoption.
