Grant Award from the Federal Aviation Administration
I am pleased to report that the Federal Aviation Administration (FAA) is
currently in the process of awarding the City of Sebastian its first substantive
grant award in quite sometime. As referenced in the attached letter as
compiled and delivered by W. Dean Stringer, Manager, FAA Orlando
Airports District Office, the United States Congress is expected to
appropriate $300,000 to help fund project and development initiatives at
Sebastian Municipal Airport. My office has already informed FAA of our
plans to accept these funds this fiscal year, as we will soon be able to also
publicly communicate exactly how the award is to be employed.

and Implementation of Petroleum Contamination Cleanup
Some of you may recall various issues relative to possible petroleum
contamination in the Sebastian Riverfront District due to existing odors near
area filling stations and other properties. Nearly two years ago, the Indian
River County Department of Health was informed of respective concerns,
prompting involvement and investigation by the Florida Department of
Environmental Protection (FDEP), as well as programming full funding to
correct problems accordingly. My office was recently informed by FDEP (via
the attached letter), that arrangements are being made to commission
necessary cleanup effort in the area, possibly to include portions of the
adjacent former CAY Corp. property now owned by the City of Sebastian.
As such, FDEP is currently working to commission a contractor to work with
City of Sebastian staff and officials to proceed. Work programs are
therefore anticipated to begin sometime during this first quarter. I will of

course keep you posted as to progress accordingly, as well as inform you as
to who will be the designated contractor, once selected.
Status of Well Monitorin.q Proflram
A meeting took place nearly two weeks ago between St. John's River Water
Management District (SJRWMD) officials and City of Sebastian Department
of Engineering representatives in an effort to outline logistics associated
with reinstatement of the well monitoring program in our community. As
previously reported, a number of deactivated wells exist in Sebastian. As
such, respective wells are to be tested to ascertain ability of utilization, and
establish computer models to determine the most effective locations for new
monitoring wells throughout the community. Although this effort is
predominantly a function of SJRWMD, it is expected that the City of
Sebastian is to incur nominal costs associated with additional necessary
well construction. Therefore, I currently anticipate being able to make
formal recommendations in the coming weeks relative to our 2artnership
with SJRWMD in this regard.
New Lights at Schumann Park
Please be advised that Davco Electrical Contractors are planning to install
new lights at Schumann Park Tennis Courts 5 and 6 beginning within the
next two weeks. Lights are therefore anticipated to become operational by
February 1st. I took the liberty of informing Ms. Vicki Moss, President,
Sebastian Friendly Tennis Group of this matter earlier this week, who was
very delighted of the prospect of this arrangement, as well as pleased with
recent improvements implemented at Schumann Park to date to help
elevate tennis activities.
Participation in Liberty Tree Pro.qram
A non-profit organization known as the Elm Research Institute (ERI) based
in Westmoreland, New Hampshire is currently searching for cities interested
in planting ceremonial disease-resistant American Liberty elm trees in
prominent public places to commemorate America's founding and its
freedoms. This program has recently been expanded to allow communities
to express sympathy and patriotism after the September 11, 2001 tragedies.
The City of Sebastian has therefore recently initiated an application process

to participate in this program. Cost, including freight, is $600, but ERI has
recently established a donation effort, whereby half of this expenditure may
be awarded to cities on a first come, first serve basis. Interestingly, other
Florida communities have all recently planted Liberty elms, notably,
Deerfield Beach, Lake Mary, Lakeland, Lynn Haven and Sarasota, with
more than 250,000 elms having been planted nationwide. We will learn of
our status of participation soon, as we are also working to establish a
location for planting.

It is expected that the United States Congress will soon appropriate this year's airport
improvement grant program that will include $300,000 specifically available for
planning and development work at your airport. These funds will be available for two or
three years. You will need to identify which year you desire to use the funds, if at all. If
you desire to use the funds this Federal fiscal year (FY), please notify us by January
15, 2002. For your convenience you can check off the appropriate box below and
return the letter in the enclosed envelope. If we do not hear from you by this date we
will carry the funds over to be available for your use in the next one or two FY's years.

Dear:Mr. Moore
The above referenced site is eligible for State funding assistance for the clean up of the
reported petroleum contamination. The Florida Department of Environmental Protection
(Department) is required by statute to preapprove the scope of work and cost for the cleanup of
a petroleum contaminated site if state funds will be used to pay for that cleanup
(Section 376.3071 l(1)(b), Florida Statutes (F.S.)). The Department is further required to clean
up petroleum contaminated sites in priority order as established by the Petroleum Cleanup Site
Priority ]~ anking Rule, Chapter 62-771, Florida Administrative Code (FAC).
This site has been assigned a priority score of 41. Currently funding is available for all sites
with a priority score of 30 or greater. Therefore funding is available for work on this site under
the Preapproval Program. In the Preapprovai Program the Department works directly with the
contractor selected by the property owner or other responsible party to determine the scope and
cost for cleanup work. The Department promptly pays the contractor directly, as work is
completed.
The property tax appraiser's office indicates that you are the Real Property Owner of this site.
Please note that the "Real Property Owner" should complete this form provided there is no
legal agreement between you and another party delegating site cleanup responsibility. If you
believe you have been contacted in error, please notify me as soon as possible and provide ns
with any information you may have on the appropriate party to designate a cleanup contractor.
Please select a contractor by completing and returning ~e~nclosed "Contractor Designation
Form" (CDF.) If you do not want to designate a contractor, or would prefer that the State
manage the cleanup of your site, complete the enclosed CDF and designate "State" as the
contractor. If you would prefer that we coordinate our efforts with your representative, then
please indicate this person on the "Real Property Owner Designated Contact" line.
A list of qualffied contractors can be located at the Bureau's web site
www.dep, state .fl.us/dwm/_nro~ams/pcp/preapproval.htm
Then under "General Information", choose the Qualified Contractors List.
If you have previously submitted a Contractor Designation Form, we are requesting that you
complete the revised form because it includes important program information. Please take a
few minutes to read and understand the information presented on the form because it may
affect the cleanup of your site. We do not accept previous versions of this form.
Please respond to this request within 30 days from the date of this letter. Your failure to
timely respond will result in the Department selecting a clean up contractor. Once the
Department selects a designated contractor you will be unable to change that contractor. This
will result in your inahili _ty to select the contractor working on your property.
The real property owner's or responsible party's signature must be notarized and the original
form returned to me at, Mail Station 4540 at the letterhead address. If you have any questions

Status of new lights for Tennis Courts
I met with representatives from Davco Electrical Contractors Corp. on Tuesday,
December 18, 2001. Davco is the contractor for Musco Sports Lighting to install
new lights at Schumann Tennis Courts #5 & 6. They informed me that the
construction would begin in the middle of January and have the lights operational
before February 1, 2002. Councilman Macher asked me about the status of this at
the clock dedication. Please include this information in your weekly newsletter.
