Partnerships with the School District of Indian River County
In an effort to address various partnership opportunities with the City of
Sebastian, a meeting took place earlier this week with School District of
Indian River County Superintendent Dr. Roger Dearing. We had Productive
discussions relative to proposed agreements to govern retention pond use
by the City to facilitate stormwater management in neighborhoods north of
County Road 512, as well as shared use of four additional ballflelds in the
community. As such, arrangements will be made in the coming weeks for
both the City Council and School Board to consider respective agreements
to govern activities accordingly. I have spoken with some of you individually
in the past about such possible arrangements, whereby rightful interest
seems to exist. As to be communicated when formal recommendations are
made, relevant program logistics will be beneficial to both parties.
Letters from Con.qressman Weldon's Office
Please find the attached letters as compiled and delivered by Congressman
David Weldon's Office delivered a few days ago in response to our letter as
presented to him personally during your January 9th meeting, in an effort to
solicit his support of our efforts to secure federal funding for various
improvements at Sebastian Municipal Airport, specifically, the reopening of
Runway 9-27. The second letter actually documents his support of the City
of Sebastian's interest in this regard, as the correspondence has been
forwarded to the Federal Aviation Administration Congressional Liaison's
Office in Washington D.C. As previously reported, meetings and sessions
will be scheduled sometime after adoption of the new Sebastian Municipal
Airport (SMA) Master Plan, as necessary to fulfill our efforts to secure as
much funding as possible to benefit SMA and the community's vision. I was
personally happy to receive these letters, as they show, in my opinion, a

sincere initial attempt to assist accordingly. I am therefore even more
confident that we will be successful.
City Engineer Recruitment
I am pleased to report that both the City Manager's Office and the
Department of Human Resources will soon be concluding the recruitment
process for the City Engineer position. During the past week, several
telephone conferences transpired with engineering professionals throughout
Florida and the Southeast United States, yielding a slate of three (3) finalist
invited to meet with both me and an interview panel consisting of members
of the Sebastian Management Team and Ms. Susan Harm, Director of
Public Works for the City of Palm Bay, who has agreed to assist the panel
as an outside, objective civil engineering expert. I have provided you with
copies of resumes of professionals who will be meeting with us Monday
February 4th, I therefore anticipate being able to make an offer of
employment in the following days.
Pelican Island Celebration
Attached you will find the preliminary program for the 2002 Pelican Island
Wildlife Festival to be held Sunday March 10, 2002 at Riverview Park. This
year's celebration will help initiate a formal countdown to next year's Pelican
Island Centennial Celebration, whereby opportunities will exist for visitors to
learn more about respective planned activities. Total attendance for last
year's event was estimated by the Sebastian Police Department to be nearly
7,000. This year's event is anticipated to equal, if not exceed that amount
(weather permitting of course).

9-27 at Sebastian Municipal Airport. As I understand it, the City of Sebastian intends to solicit
Airport Improvement Program (AIP) funding with your agency early this year. I ask that you
give serious consideration to their request and have enclosed their correspondence for your use.
The city believes this action will allow for an increase in the safety of airport operations as well as
provide for the community compatibility and economic growth needed to ensure the quality of life
for their residents and surrounding neighborhoods.

May 2000 - May 2001 Director of Public Works, CiW of Crystal River, Florida
Manage the Department of Public Works for a small town. Responsible for streets, stormwater, parks,
fleet and building maintenance, solid waste, water production and distribution, sanitary sewer collection
and treatment, building inspection, planning and code enfomement. Also responsible for the City's
capital program, from project identification and funding, through planning and design to final inspection.
For FY2001, the capital program included a variety of projects from a $5,000,000 + sewer expansion to a
$4,000 sign for City Hall. Annual operating budget of approximately $3,000,000.
Apd11990 - June 12, 1998 Director of Growth Management. City of Tallahassee. Florida
Manage the activities of the department responsible for the development, implementation and
enforoement of all land development regulations for the City. The Growth Management Department had
four (4) divisions; Administration, Building Inspection, Concurrency Management and Environmental
Services. The regulations under the Department's control included site plan and subdivision;
concurrency; tree protection; stormwater management; landscape; environmental protection; zoning; and
building codes. It was staffed with 73 professional, technical and clerical employees and had an
operating budget in FY98 of $4,378,216.
January 1985 - April 1990 Assr Director Dept of Public Works. City of Tallahassee, Florida
Assist the Department Director in all aspects of the administration of the City's Department of Public
Works. In 1990, the department consisted of eight (8) divisions; Streets and Drainage, Engineering,
Traffic Engineering, Cemetery and Right of Way, Solid Waste, Building Inspection, Environmental
Services and Real Estate. The Department employed 463 people and had an operating and capital
budget of $23,864,756 and $23,082,900, respectively. While in this position I was involved in the
development of the first Storrnwater Utility in the State and drafted a variety of ordinances and standards
related to land development, street and utility installations.
July 1976 - December 1984 Chief of Traffic Enoineedno, City of Tallahassee~ Florida
Responsible for all traffic engineering functions in the Oity of Tallahassee, pop. 125,000. The division
installed, operated and maintained all traffic signals, including a UTCS Computerized System, signs,
pavement markings and parldng meters. Also responsible for the planning, design and construction of
traffic operations improvements, sidewalks, bikeways, new streets and major roadway improvements.
Served in advisory capacity to the City Commission, Metropolitan Planning Organization, Planning
Commission and Board of Adjustment and Appeals on all land use and transportation mattem.
January 1974 - July 1976 City Traffic Engineer, City of Savannah. Geoq:lia
Responsible for all traffic engineering functions in the City. Also responsible for acting in an advisory
capacity to Metropolitan Planning Commission and other City agencies on land use and transportation
planning matters. Supervised staffof 20 planners, technicians, clerical workers and field personnel.
Mamh 1971 - January 1974 Asst Traffic Engineer for Urban Programs, NC DOT, Raleigh, North
Carolina
Responsible for assisting the Traffic Engineer for Urban Programs in implementing TOPICS (Traffic
Operations Program to Improve Capacity and Safety) in North Carolina. This included administering all
phases of TOPICS from plan development to project completion and evaluation. Job involved working
closely with Traffic Engineers and Planners in the urban areas of the State, all departments of the State
Highway Department, the Federal Highway Administration and engineering consultants. Supervised two
(2) engineers and two (2) technicians.
December 1968 - March 1971 Div Traffic Enclineer, NC DOT, Aberdeen, North Carolin~
Responsible for traffic engineering functions on state highway system roads in an eight (8) county rural
