BOARD MATTERS: Glenn Walker/Complete Electric
The Board Secretary told the Board that they could not pursue taking action against
Glenn Walker since he does not hold a license with Sebastian.
In regards to Complete Electric Chmn. Fox noted that she felt he misrepresented the
verification of experience concerning Mr. Walker.
A lengthy discussion followed conceming Complete Electric. The Board felt a hearing
should be held.
The Board Secretary explained that because the qualifier holds a State Certified License
that the only action the Board could take was to withhold permit pulling privileges - only
the State could take any kind of disciplinary action.
MOTION by Wolfe/Garland
I make a motion that Complete Electric comes in and talks to the Board on the Walker
situation and tells us why it happened.
Voice vote was taken. 5 -0, motion carded.
ATTORNEY MATTERS: None.
RECORD SCORES IN SCOREBOOK: Mr. Wolfe and Chmn. Fox recorded the

15 MINUTES TO PUBLIC:
Mr. Mark Comenzo had given the Board a letter requesting to discuss a problem he was
having in trying to take the Residential Contractor Exam through the State. He gave a
run down of his experience and the classes he has taken.
He told the Board that he is currently on probation and that the State would not let his sit
for them because he has no civil rights. He was asking the Board if they required him to
have his civil rights in order to take an exam through them. Mr. Garland felt it was a
legal question that should be asked of the City Attorney.
The Board Secretary asked Mr. Comenzo what kind of a test he would be taking. He
replied Residential Contractor or Carpentry Sub-contractor. She explained that even with
the Board sponsoring the Residential Exam that he would still have to deal with the State
to get his State Registration.
During the conversation Mr. Comenzo told the Board that he was a registered sex
offender with Indian River County.
MOTION by Schmitz/Wolfe
I make a motion that we refer this matter to the City Attorney for his review.
