BUDGET ADVISORY COMMITTEE
MINUTES AUGUST 26, 1998
The meeting was called to order at 1:02 P.M.
Pledge of Allegiance was said.

APPROVAL OF MINUTES 8/19/98
MOTION by Connelly/Munsart
I move the minutes of the August 19, 1998 meeting be accepted.
Voice vote was taken. The vote was 5 - 0. Motion carried.
The Committee reviewed the Draft Recommendations to City Council.
Revisions were made to Recommendation #1 regarding the Police Dispatch issue. Mr. Smith
suggested that the contents of the specific Motion that had been approved by the Committee during
the August 5, 1998 meeting be used in the recommendation to Council. It was agreed to replace
the recommendation in the Draf~ with the Motion, leaving the final sentence in the Dra~ "The
Committee recommends hiring of additional personnel to be delayed until the report is
completed and presented to the Council."
On Mr. Fran~' suggestion, Revxm~mendation #2 was revised to read "the end of the first quarter of
the budget year"
No changes were made to Recommendation #3 and ~endation #4.
The last sentence of Recommendation//5 was revised to read "City" needs.
No changes were made to Reco~en~on #6 or Recommendation//7.
Mr. Munsart suggested changing the wording in Recordation #8 so it did not appear that the
City was looking to increase income, rather than collect compensating fees to cover costs. Mr.
Barczyk suggest~ removing the words "due to construction" from the final sentence. All were in
agreement to both changes.
There was discussion regarding the City Ceam~ry finances.
No changes were made to RecePtion #9.
Mr. Barcyzk recomme~ that the Finance Director be added to the final sentence of the report.
MOTION by Cormelly/Smith
I make a Motion that we amend the final sentence to include the City Manager, Finance Director
and Staff.
Voice vote was taken. Thc vote was 5 - 0. Motion carried.
Mr. Bishop expressed hopes that this Committee would be an on-going process. It was decided to
add a sentence to the Conclusion stating that the Committee recommends that the Council establish
a permanent Budget Advisory Board by Ordinance to continue this invaluable process.
There was discussion regarding the furore benefits of forming a permanent Budget Advisory
Board.
There was discussion regarding the future of Discretionary Sales Tax.
STAFF COMMENTS
Mr. Frame commended the Budget Advisory Committee for the work they performed.
