Community Development Block Grant Program
Award for Louisiana Avenue Area Improvement Program
Nearly three months ago, I delivered a report to you relative to the status of
our community's application for final assistance from the Florida Small Cities
Community Development Block Grant (CDBG) program to help finance
implementation of the Louisiana Avenue Area Improvement Program. As a
result of our position of the time of possibly not being able to receive funding
until the Fiscal Year 2003 allocation becomes available, the
recommendation to submit an ancillary proposal was offered and accepted
in an effort to ensure a guaranteed successful grant award. I am pleased to
report that I received word earlier this week that the City of Sebastian will be
awarded its full funding request totaling $700,000 from the initial Fiscal Year
2002 cycle. As such, a respective agreement and formal award letter will
likely be presented for your review and consideration during your February
12th meeting. After the agreement is executed, the Department of
Engineering, in conjunction with WCG Engineering, Inc. will begin finalizing
respective engineering plans, as necessary to define and outline scope of
specific improvements to govern the Louisiana Avenue Area Improvement
Program. Immediately afterwards, such plans and proposals will be
presented publicly, via future presentations to both the Citizens Advisory
Task Force and City Council. A formal bid process will then be initiated,
potentially affording the City of Sebastian the ability to initiate enhancements
later this spring and/or early summer. As you will recall, this success will
enable the City to implement a $1,000,000 neighborhood revitalization effort
(including the $300,000 required matching contribution to effectively
administer the program). Interestingly, this award represents the largest
single, non-aviation related grant allocation to the City of Sebastian in the
community's known history (and likely via one of the most competitive
review processes to date). Congratulations!

Parks and Recreational Facilities Bid Process
Some of you may have noticed some vegetation clearing currently underway
at recently acquired city property just south of the existing Riverview Park
along Indian River Drive. This exercise simply represents an exotic
vegetation (Brazilian Peppers, Australian Pines, etc.) removal program
administered by the Department of Public Works in preparation for park
development initiatives as discussed publicly via various presentations
during the past year or so before the City Council and Parks and Recreation
Advisory Committee. Since last week's meeting after authorization was
granted to execute a Submerged Land Lease with the Florida Department of
Environmental Protection, engineering plans as communicated publicly were
finalized, so as to begin a respective bid solicitation process. This
arrangement will also include acceptance and review of proposals to
construct parks and applicable recreational facilities as outlined in the Fiscal
Year 2002/2003 Parks Development Plan, including the ancillary parking lot
to accommodate patrons at the Barber Street Sports Complex on city owned
property located on Fairfield Lane. The intention in this regard is to also
give City Council the ability to publicly authorize specific features and
components of park development activities. As such, my office anticipates
being able to schedule respective presentations and offer applicable
recommendations during your February 26th regular meeting.
Notice from Florida East Coast Railway
Barber Street Grade Crossing Rehabilitation
Please find the attached letter as compiled and delivered by J.L. Schonder,
Manager of Engineering Services, Florida East Coast Railway officially
notifying the City of Sebastian of their intention to implement a grade
crossing rehabilitation program on 'deteriorated' property adjacent to train
tracks at Barber Street just west of United States Highway One. As also
referenced in the letter, in accordance with conditions incorporated into a
long-term agreement executed by both parties in August 1984, the cost of
such rehabilitation activities is the responsibility of the City. As such, the
Departments of Engineering and Finance will be directed to review the
enclosed cost estimates prior to recommending authorization to City Council
to implement this project. Respective presentations are anticipated to be
offered during your February 12th session.

Kin.q Holiday Observance
As is the case with just about every other public entity throughout the United
States (municipalities, state and federal agencies, school districts, etc.),
please be advised as a reminder that City Hall will be closed Monday,
January 20th in observance of Martin Luther King Jr. Day. I will however be
available in the area should the need arise for any of you to speak with me
during this time. Some of you may have heard by now about the Annual
King Holiday Parade that is held every King Day in the Gilford Community of
Central Indian River County. This year's event will take place in the vicinity
of United States Highway One, between 37th Street and 45th Street,
beginning at 10:00 a.m. Numerous dignitaries are anticipated to either
attend and/or participate, including my family and I. As such, anyone who
has an interest in attending should therefore feel free to stop by as well.

Dear Mr. Moore:
During a recent field inspection, FEC personnel noted the ride quality for both railway and highway traffic
over the above-referenced grade crossing has declined to the point of requiring rehabilitation. Additionally,
this deteriorated condition has required the placing of a speed restriction for all train movements over the
crossing. In order to restore acceptable levels of surface conditions for both highway and railway traffic, we
intend to schedule the rehabilitation work for February 24, 2003.
In accordance with the terms of the agreement dated August 30, 1984, the cost of the rehabilitation is the
responsibility of the City. The costs to the City are as outlined in the enclosed estimate. It should be noted
that this is an estimate only and assumes a worst case scope of work. This point aside, all charges for which
the City is responsible shall be billed on an actual cost basis. Along these lines, note the estimate includes
amounts for maintenance of traffic and asphalt work. In the event the City can provide these items more
economically than FEC, it is acceptable that the City arrange for this work directly.
Please review the above and the enclosed estimate. If acceptable, please acknowledge this letter by
providing a letter of authorization against which we may bill for this work. As the speed restriction is having
operational impacts on rail Waffle, your prompt attent/on to this matter would be appreciated. ~ the interim,
our General Roadmaster, Mr. G. E. Clegg, will be in contact to coordinate the scheduling of the work.
