Recommendations for Community Redevelopment Agency
Meeting and Action
As the Department of Growth Management is currently in position to offer
recommendations relative to the next phase of the Community
Redevelopment Agency (CRA) district expansion and comprehensive
master planning process, I wish to schedule a CRA Board of Directors
meeting to take place Wednesday evening February 26th at 6:00 p.m., one
half hour prior to the Board of Adjustment session scheduled to take place
at 6:30 p.m. The purpose of this proposed meeting will be to address
recommendations relative to the attached scope of services for
redevelopment master planning activities as forwarded by the City's CRA
consultant Henry Iler, whereby a status report will also be offered publicly
relative to the status of the boundary expansion process. In addition,
respective cost recommendations will be offered for consideration for
authorization during CRA session, as well as via the Regular City Council
meeting. Hopefully no problems exist relative to scheduling this meeting.
However, please feel free to inform me individually if serious conflicts exist,
as I will be more than happy to reschedule the session if necessary.
Sebastian Stormwater Passive Park
Please find the attached electronic mail message as compiled and delivered
by Mr. Ralph Brown, P.E., Project Manager, St. John's River Water
Management District (SJRWMD) relative to the status of implementing
construction of the 160+ acre Sebastian Stormwater Passive Park. lam
pleased to report that some improvements to the property were recently
initiated, including light clearing and mulching of Brazilian Pepper trees,
gopher tortoise relocation efforts and initial fencing activities for erosion and
turbidity control purposes. I will host a meeting here at City Hall next

Wednesday February 19th with officials from SJRWMD to discuss additional
related tasks and applicable revised timeframes for project completion. I will
of course continuously keep the City Council and interested residents
abreast as to the status of progress accordingly.
Visiting Nurses Association "Health Care on Wheels"
Please find the attached letter as compiled and delivered by Ms. Paula
Artlip, Corporate Office Manager, Visiting Nurse Association (VNA)
requesting the City of Sebastian's permission to park the agency's "Health
Care on Wheels" mobile unit on Harrison Street adjacent to Riverview Park
during the day every Tuesday for the next several weeks or so. I discussed
this request with Police Chief Jim Davis, who did not foresee any problems
with this arrangement. As such, the Office of the City Manager granted
permission to accommodate VNA on a very temporary basis until a more
permanent site has been established for this purpose (more than likely, a
permanent location in the unincorporated area will be selected, as I am not
aware of any such opportunities in any of the corporate limits of cities
located in Indian River County).
National Security Compliance Issues
As I am sure that you all are aware, the National Security Alert has recently
been elevated to orange (high) status. Under these circumstances, federal
agencies are advising local and state governments to adhere to respective
emergency and security guidelines to help potentially disrupt potential
terrorist acts accordingly, including the closure of ancillary entrances and
exits in public facilities. As such, the attached Notice to the Public from the
Sebastian Police Department is being positioned on rear and other
additional doors of municipal buildings, including City Hall, Sebastian Police
Station and various modular offices. Only main (front) entrances will be
open for public access. Additional instructions are listed on the notice.
Although this arrangement may facilitate a level of inconvenience, city
administration is simply working to cooperatively support national security
efforts. Hopefully, such will be the case for relatively brief period of time.

Please be advised, just as a reminder, that Monday, February 17th is
President's Day, and that City Hall will be closed in observance. More than
likely however, I will be reporting to the office as well as be available at
home during this extended weekend. As such, any of you may feel free to

Phase II: Communi_ty Redevelopment Plan
Task II-l: Identification of Opportunities and Constraints/Stakeholder
Interviews
Using the information gathered in Phase I of this project, the consultant will
prepare a preliminary list and graphic presentation of redevelopment
opportunities and constraints. This list will be used to engage community
stakeholders (residents, political leaders, business and property owners in the
CRA area, and representatives from non-profit agencies) in a discussion of the
area. Up to six (6) interviews will be conducted with local leaders and a limited
number of outside agencies (FDOT, FDEP and TCRPC) to provide initial input of
community vision.
Task II-2: Market and Socio-Economic Analysis
Utilizing the most recent data available for the area, city and region, the IPG
Team will perform an in-depth analysis of market and socio-economic conditions
within the region and CRA itself to determine any areawide economic trends that
may impact future redevelopment, identify the types of development that should
be attracted to the new CRA area and identify any market constraints.
Task 11-3: Draft Community Redevelopment Plan
Based on the stakeholder interviews and planning discussions with staff, the
consultant will prepare the draft Community Redevelopment Plan for the CRA
Area. The Plan will contain the following components:
1.)
Background information on existing conditions and findings (staff to
prepare initial draft per consultant specifications);
2) Future vision of the Area and redevelopment goals and objectives;
3.) Land use, zoning and urban design recommendations;
4.) Housing needs and neighborhood impact;
5.)
Capital improvement projects (up to ~o)addressing water, sewer, parks,
streetscapes, open space, roads, transit, drainage, public safety,
community services, historic and cultural resources, environment and
conservation, bikeways, pedestrian linkages, and community identification
with estimated costs (order-of-magnitude) where possible.
6.)
Tax increment and other applicable revenue projections over lo-year
period, and implementation phasing plan.
7.)
Potential public/private
redevelopment projects.

8.) Illustrated plan for community redevelopment area_.
9.) All other elements needed to fully comply with the Community
Redevelopment Act of ~969 (Part III of Chapter 163, Florida Statutes).
The CRA Plan will address both the existing CRA and the new expansion area
created as a result of Phase I work.
Task 11-4: CRA Executive Board and Staff Review
Following submittal of the draft redevelopment plan, the IPG Team will meet
with City staff to review comments or suggestions regarding the plan. The draft
Plan will also be presented to the CRA Executive Board in a workshop session.

Task 11-5: Final Community Redevelopment Plan
The IPG Team will make the necessary revisions and submit a Final
Redevelopment Plan to the City for consideration, and eventual approval, by the
CRA Executive Board and City Commission at separate hearings. City staff will
prepare the necessary approval resolutions or ordinances.
Phase II Deliverables:
Draft and Final Redevelopment Plan
CRA Approval Ordinance/Resolution (City Attorney)
Completion Timeframe: 8 months from NTP.
Phase III: Continued Assistance with Planning & Implementation
Once the CRA is established, the IPG Team will continue to provide
implementation assistance to the CRA, on a casemby-case basis. The scope and
cost for these additional services are over and above the project fixed fee, and will
be negotiated on a time and materials basis with the City Manager as tasks arise.
Task III-~: Specific Redevelopment Planning and Projects
The specific details of this task are not known at this point but depend upon the
public projects identified in the Redevelopment Plan and the City's need for
additional assistance in implementing the plan. Examples of such services
provided to previous clients include:
Assistance in preparing grant applications;
Preparation of planning studies, infrastructure analysis land development
regulations specifically for the CRA;
Review of proposed developments for compliance with CRA standards;
Project management for public improvements within CRA area; and
Planning, design and engineering for CRA projects.
Administration, strategic planning and public/private redevelopment
projects.
Phase III Estimated Cost:
To be determined in the future on a work order basis
approved by City Manager and/or Council, as
appropriate.
City_ Responsibilities
During project kick-off, the City will provide copies to Consultant of all available
plans, engineering studies and any other documents, which may be useful as
background information and analysis in preparing the CRA Report and Plan.
City staff will expeditiously review and comment on all Project deliverables as
they are submitted. In addition, the City is responsible for all extraordinary
document reproduction (> 3 copies), securing of public meeting space as needed,
meeting recordation, and provision of adequate public notice of meetings,
workshops and hearings. The City Attorney is expected to prepare all required
resolutions and ordinances for this project.

Sebastian Stormwater Park construction update
Linda, we will be scheduling a meeting with the City of Sebastian in the
next couple weeks to provide a full update on the project. The
following
is the basic schedule for the start of construction:
1. Clear and mulch Brazillian Pepper trees located on the property.
This
construction began on January 27th and will continue through Feb. 28th.
We
are using two trackhoes with a grinder attachment to remove the pepper
trees. The machine grinds the trees down to the stump leaving only
mulch.
The majority of the pepper trees are located on the south side of the
property adjacent to the canal. However, we are also removing pepper
trees
at other locations on the property including an area near the north gate
to
the property off of Englar Blvd.
2. Relocate gopher tortoises - Sometime toward the end of Feb. or the
beginning of March we will start relocating gopher tortoises to the
northeast corner of the property. This work will include fencing of the
northeast corner to contain the tortoises and using a backhoe to dig up
the
tortoises for relocation. This will take approximately 2 weeks and the
timing is dependent upon warm weather.
3. Surveying - We began surveying layout on the property on Feb 10th.
This work will continue for several weeks.
4. Silt fence installation for erosion and turbidity control during
construction - The last week in Feb. we will begin clearing activities
required for installation of silt fence around the perimeter of the
property and around all onsite wetlands. As the silt fence locations
are
cleared, our silt fence contractor will be using a trenching machine to
install the silt fence. This process should take approximately 2 to 3
weeks.
5. Upon completion of the gopher tortoise relocation and the silt fence
installation we will be ready to begin mobilization of construction
equipment to the property. The District's contractor is Perry
Construction. Their initial task will be clearing of pond and berm
locations located throughout the property. The estimated date for the
beginning of major clearing activities is the second week in March.
I will be giving a presentation to the City of Sebastian homeowners
association on March 3rd to provide an update on the project. The
presentation is scheduled for 7:30 pm at the library located off of
CR-512.

Dear Mr. Moore:
Per our telephone conversation, 1 ~m faxing you a request to park the
Visiting Nurse Association mobile unit, "Health Care on Wheels" at
Riverview Park (on Harrison Street) from 8:30 am to 8:00 pm on
Tuesdays until we can find a permanent site for our Tuesday morning
clinics. We have been in Wabasso for several years; however, our
current site is now under construction and we need to find a new home.
()ur "Health Care on Wheels" is a 36 foot Bluebird bus, totally funded
by the Indian River County Taxing District, providing basic health care
to citizens of Indian River County who are unable to pay tbr care. Our
~rvices are free except for a nominal charge for sports and work
physicals and for TB tests. We also offer cholesterol screenings. We do
want to remain at the park for our afternoon clinics. It is a very good
site and safe for our patiems as well as the statTof the unit.
Thank you for your help with this matter. We really appreciatc~the city
of Sebastian allowing us to hold our clinics at the park and serve the
indigent and working poor of Indian River County. If you have any
