HomeMy WebLinkAbout040420031225 Main Street [~ Sebastian, Florida 32958 Telephone (772) 589-5330 [~ Fax (772) 589-5570 City Council Information Letter April 4, 2003 Louisiana Avenue Area Improvement Pro.qram En.qineerinq/Desi,qn Options - Public Presentations As authorization was recently granted to execute an agreement with the Community Development Block Grant program that will yield nearly $1,000,000 of infrastructure improvements in the Louisiana Avenue Corridor, please be advised that representatives from WCG Engineering are completing respective plans to outline potential options for enhancements. Merits exist to implement capital improvements commensurate with either one-way or two-way traffic flow dynamics (to accommodate a two way traffic flow would likely necessitate acquisition of more right-of-way than that of a one way scenario). As such, public presentations are being scheduled with both the Citizens Advisory Task Force (CATF) and City Council, in an effort to present both options from an engineering standpoint, as well as to seek direction accordingly. Arrangements are therefore being made to host a CATF workshop Wednesday May 7th at 6:00 p.m. here at Sebastian City Hall. A similar presentation, including respective recommendations from CATF will be offered via your May 14th regular meeting. Once formal direction is clarified, WCG will immediately proceed with completion of final engineering plans and drawings, necessary for staff to proceed with formal solicitation of proposals/bids from interested construction firms. Infrastructure Sales Surtax Revenue Bond Closin.q A few days after last week's authorization of resolutions necessary to facilitate the City of Sebastian Infrastructure Sales Surtax Revenue Bond Issue, please be advised that a final closing has been scheduled to take place on Monday, April 21st at the Nabors, Giblin, Nickerson Offices (Bond Counsel) in Orlando. Soon after closing, via appropriate execution of contracts and other relevant documentation, actual funds with respective City Council Information Letter April 4, 2003 Page 2 bank account(s) will be formally received and established. City Council will still be required to authorized actual expenditures from this account during regularly scheduled meetings during periods of construction. The first of such recommendations are anticipated to be made in early summer, including expenditures for actual construction activities with Suffolk Construction and Capp Custom Builders. Parks and Recreation Advisory Board Direction - Public Solicitation Process for Future Services and Amenities Per direction offered during last week's meeting relative to some community interest to establish and/or construct a dog park in Sebastian, please be advised that the matter will be formally addressed before the Parks and Recreation Advisory Committee during their workshop scheduled to take place Monday, April 28th at 6:00 p.m., commensurate with their anticipated discussion relative to the Fiscal Year 2003/2004 Parks Development and Improvement Plan. Parks and Recreation Superintendent Chris McCarthy will serve as our representative to help facilitate relevant commentary and/or ideas accordingly. As the City's parks and recreation ordinance authorizes the Office of the City Manager to designate areas of the community to accommodate pet traffic, dogs are currently allowed to visit both Easy Street Park and Hardee Park, as long as they are properly licensed, leashed and escorted by owners and/or any other responsible pet care agent (e.g. veterinarian, sitter, etc.). The Parks and Recreation Advisory Board as well as interested residents in attendance of this meeting will therefore be reminded of this arrangement publicly. Pelican Island Centennial Celebration Television Program The City of Sebastian, via partnership with Bob and Corey Barbour of Barbour Multimedia Productions was successful in producing its second ever television show to be broadcasted on Sebastian Government Channel 25. A half hour program (commercial free of course) entitled "Pelican Island Centennial Celebration" hosted by both Mayor Walter Barnes and Vice Mayor Ray Coniglio will air this weekend. The program features notable highlights of the recent event, including the unveiling of the Pelican Island United States Postage Stamp, portions of the Arlo Guthrie Concert and proceeding fireworks display. I am very pleased to present each of you an City Council Information Letter April 4, 2003 Page 3 individual video taped copy as a personal souvenir from this occasion. Despite the market dominance of DVD players, I hope that each of you still employs VCRs in your homes as necessary to enjoy these very fond memories.
