Community Redevelopment Agency Master Plan Schedule
Please find the attached memorandum as compiled and delivered earlier
this week by Henry Iler that outlines a firmer schedule summary for the City
of Sebastian Community Redevelopment Agency (CRA) Master Plan. As
City Council authorized various tasks via agreement with the Iler Planning
Group in late February, please be advised that a formal Notice to Proceed
was issued in late March, resulting in a kickoff meeting that took place with
Department of Growth Management staff a few days ago. As referenced in
the correspondence, both staff and the City Council (individually) enjoy the
opportunity to identify specific stakeholders (i.e. key business and property
owners within the district) in an effort to address various opportunities,
constraints and overall redevelopment issues accordingly. As such, any of
you may feel free to contact either Tracy Hass or myself if you wish to
suggest names of such individuals to be interviewed respectively. These
activities are to be followed by an in-depth analysis of market and
socioeconomic conditions in the CRA area to determine any applicable
economic trends that may impact future redevelopment efforts, as well as
identify the types of development that should be attracted to the new CRA
area (including the Sebastian Boulevard/County Road 512 Triangle west of
United States Highway One). Recommendations for final plan adoption are
to be offered publicly in November, including a specific CRA Capital
Improvement Program and proposed funding allocation practices.
Waste Management Solid Waste Collection Service Guide
As reported in the March 28, 2003 City Council Information Letter, Waste

Sebastian beginning circa May 1st. As such, the attached draft letter and
company service guide were delivered to my office yesterday for our review
and critique. A final version will be delivered to residents in an effort to
formally communicate company policies and costs relative to subscription
solid and yard waste collection services beginning July 1st. lam also
pleased to report that the franchise agreement compilation process is well
underway, as the first draft was delivered to City Hall for review and revision
earlier this week. If all goes well accordingly, respective recommendations
for authorization may be offered during your May 14th regular meeting.
Comprehensive Engineering for Municipal Complex
As final construction plans are currently being compiled to govern
construction of a new city hall facility and police station expansion, please
be advised that arrangements are also being made to incorporate necessary
engineering for a municipal outdoor active and passive recreation area to be
located behind the aforementioned buildings on the nearly 10 acres of land
acquired by the City of Sebastian in October 2001. Planned features and
amenities (as previously addressed publicly with City Council and the Parks
and Recreation Advisory Committee) include a baseball/softball field,
volleyball and tennis courts, shuffleboard and bocce decks, picnic/activities
shelters, as well as a designated area for a future Boys and Girls Club
facility. As the City of Sebastian currently enjoys funding pending from the
Florida Recreation Development Assistance Program, additional and
matching contributions are available as a result of the recently authorized
bond issue. Plans will be forwarded for your review soon after respective
tasks have been completed.
Revisions to House Bill 1307
Earlier this week, I received the attached memorandum and legislative
bulletin from the Florida League of Cities (FLC) formally announcing
revisions to House Bill 1307 - Wireless Communications Towers and
Antennas. Initially, the bill proposed that local governments rights regarding
placement and zoning of telecommunications towers would be preempted
by the State of Florida. The attached letter of opposition regarding this
matter, as directed by City Council and per recommendations of the Florida
League of Cities, was compiled and delivered to various state level public
officials. As numerous other local governments held the same position as

the City of Sebastian regarding this matter, significant revisions were made
to House Bill 1307, notably removal of all zoning preemptions previously
contained in the bill. As a result, FLC's current recommendation is to urge
legislators to accept Representative Stan Mayfield's recently revised
proposal, to include development of an appropriate permitting process to
encourage collocation of wireless towers and antennas (as many of you will
recall, a generally accepted best practice). Essentially, both Representative
Mayfield and FLC are now 'on the same page'.
Out of Office
My sister Latrice and her two children (my niece and nephew) Jessica and
Maxie will be flying to Florida from Chicago to visit me here in Sebastian
beginning next Wednesday afternoon April 23rd. AS this trip will be their first
to Sebastian and Central Florida, I am very excited about the visit. As such,
please be advised that I will be out of the office Thursday April 24th and
Friday April 25th. I will however be available via cellular telephone and/or at
home should any of you need to speak with me personally during this time.
I will report back to City Hall Monday morning, April 28th. NO information
letter will therefore be delivered next week.

Based on the recent project kickoff meeting, we have developed a schedule summary for the
Sebastian CRA Redev{lopment Master Plan project as follows:

· Stakeholder Interviews -April/May, 2003
Stakeholders will be identified by the City Council and City Staff, and detailed
interviews will be held xvith each stakeholder to identify opportunities and
constraints, redevelopment issues, and community opinions.
· Market & Socioeconomic Analysis -June/July, 2003
An in-depth analysis of market and socioeconomic conditions in the area and within
the CRA will be performed to determine any areawide economic trends that may
impact future redevelopment, identify the types of development that should be
attracted to the ne~v CRA area, and identify any market constraints.
· Draft Plan Completion - September/October, 2003
· CRA Executive Board & Staff Revie~v - October, 2003
· Final Plan Adoption - November, 2003

Re: Opposition to Florida House Bill 1307 and Senate Bill 1450
Dear Governor Bush:
I am writing you on behalf of both the Sebastian City Council and our community to express
vehement opposition to Florida House Bill 1307 and Senate Bill 1450. Both proposals
essentially promote disenfranchisement of local government's ability to regulate sound growth
management policies on behalf of its citizens.
If either bill becomes law, the State of Florida would effectively pre-empt rights of municipalities
to facilitate placement of cellular communication towers, Additionally, local governments like
the City of Sebastian enjoy a solid working relationship with telecommunication companies in
appropriately locating towers within the community, while at the same time, has done a stellar
job of implementing best practices to ensure continuation of administering exceptional growth
management-principles. With both dynamics concurrently working well, there exist absolutely
no merit to endorse and/or accept either bill.
The City of Sebastian looks forward to favorable consideration and application of the
aforementioned position regarding the lack of support for House Bill 1307 and Senate Bill 1450.

Rep. Stan Mayfield. R~p. Mayfield sponsored a bill, I-IB 1307, which initially cocatain~d some
very detrimental provisions on I.ocal government zoning authority over wireless; towers and
antennas. As thc attached Legislative Bulletins indicate, Rep. Mayfield has worked very
diligently over the last four weeks to address our concerns, and has removed all zoning
preemptions in the bill. The League thanks Rep. Mayfield for taldng these actions and for his
support of local governments.

preemptions advocated by the wireless industry. Rep. Maytield has proposed that wireless towers
antennas be handled in a balanced and comprehensive manner through a group effort, with
recommendations for the 2004 Session. The League supports Rep. Mayfield's efforts and thanks Ixm
taking this action. SB 14S0 (Bennett) was substantially amended in its first committee; however, ev,:n
with the amendments, local government has not agreed to ttxe remaining provisions of' the bill. Pie.~se
encourage your Senators to te]l Sen. Bcrmett to pursue the comprehensive study approach offered by Rep.
Mayfield. SB 14~0 will be heard by the Senate Comprehensive Planning Committe~: on Monday,
