Solid Waste Collection Services Transition Process
Waste Management Operation in Sebastian
As a result of Wednesday evening's direction to commission Waste
Management Inc. on an emergency basis to provide solid waste collection
services to preexisting Capital Sanitation customers, two new garbage
trucks began operations in Sebastian during the 7 o'clock hour yesterday
morning. Public Sector Services Manager George Geletko will therefore
now officially serve as the City of Sebastian's representative regarding both
the Franchise Agreement and operations/service delivery in the community.
Mr. Geletko has also agreed to work with the Offices of the City Manager
and City Attorney to compile an invoice that is appropriately structured and
written to initiate a formal claim against Capital Sanitation's surety
(performance bond) company, XL Specialty Insurance of Schaumburg,
Illinois. Invitations and invoices for subscription service to begin July 1st will
be mailed to all Sebastian residences beginning this weekend, to include
delivery of the previously discussed service guide for garbage and yard
waste.

Per interest expressed during Wednesday evening's meeting, enclosed are
personal copies of the Riverview Park Twin Pier and shoreline stabilization
engineering plans to govern improvements accordingly. Drawings were
compiled by incorporating direction as offered during a City Council meeting
held earlier this year after a presentation by the Department of Engineering
that outlined permit requirements as ordained by the Florida Department of
Environmental Protection and the Army Corp of Engineers. The north
structure, to serve as the pedestrian recreation pier will be 498 feet long, 4
feet wide and will include a 10 x 50 foot deck at the east end. The south

pier, to also function as a boat dock will be 447 feet in length, 4 feet wide,
and to also include 8 slips to accommodate 16 vessels up to 26 feet long. In
addition, authorization was granted to implement 340 feet of shoreline
restoration and stabilization in the immediate vicinity. The formal bid
solicitation process to invite interested construction firms was successfully
initiated earlier this week. As previously reported, recommendations to
commission construction activities are anticipated to be offered during your
June 25th session.
Desire for Powerline Road Resurfacin.q Pro.qram
As reported some time ago, the Indian River County Department of Public
Works has initiated movement to begin a resurfacing program to benefit
Powerline Road south of Barber Street meandering outside the city limits.
As the thoroughfare continues to experience more traffic, the lives of
residents in the immediate vicinity are disrupted as a result of dirt, sand and
dust that circulates. An initial strategy offered by Indian River County
Director of Public Works Jim Davis involved acquisition of property from
private homeowners to accommodate construction. However, every
property owner solicited denied interest to sell. However, a meeting that
recently took place here at City Hall with Mr. Davis yielded an alternative
idea to work with the Florida Power and Light Company (FPL) to relocate
power lines from east side of the thoroughfare to the west. This
arrangement would be just as effective in terms of providing enough
additional property to implement proper construction and resurfacing
techniques. As such, a meeting will take place here again in my office
Monday June 2nd with Mr. Davis, as well as with officials from FPL to discuss
possibilities accordingly. Hopefully, FPL will be amenable to working with
Indian River County in this regard. Such a position would be very popular
with Sebastian residents in this area, as the necessity for additional property
acquisition would be minimized tremendously.

As City Council recently authorized annexation of unincorporated property
just southeast of the County Road 512 and 510 intersection to
accommodate a proposed upscale residential development to be
implemented by Fort Macaulay Development Consultants in the coming
months, please be advised that both the Planning and Zoning Commission

and City Council will consider granting plat approval to govern development
activities accordingly. I met with Forte Macaulay Vice President Tim Jelus
earlier this week to discuss the platting process to actually begin next week
during the June 5th Planning and Zoning Commission meeting. In an effort
to outline lot and recreational amenity dynamics, Mr. Jelus was able to
provide me with a copy of the attached Sebastian River Landing Layout
Plan. More specific details regarding the plat approval process (i.e. size of
homes, elevations, etc.) will be addressed publicly via respective meetings
of the Planning and Zoning Commission and City Council. The outcome of
next week's Planning and Zoning Commission session will better clarify
staff's ability to schedule a presentation to City Council.
2003 G.R.E.A.T. Pro,qram Summer Schedule
As the City of Sebastian was recently successful in securing a second
consecutive grant award from the United States Department of Justice to
once again sponsor and implement the Gang Resistance Education and
Training (G.R.E.A.T.) Sebastian Summer Camp, please find the attached
itinerary as compiled and scheduled by the Sebastian Police Department.
This year's program, to be administered at the Sebastian Charter Junior
High School will begin Monday June 9th and conclude Friday June 20th.
Approximately 20 youth between the ages of 12 and 13 will participate.
Parents and other residents interested in learning more about the 2003
Sebastian G.R.E.A.T. Program may feel free to contact Sebastian Police
