Recommendations for Construction Activities
New City Hall and Police Station Expansion Pro.qram
As the Planning and Zoning Commission will review and consider adoption
of a site plan to govern development of the Sebastian Municipal Complex
including the new city hall and police station expansion program during their
June 19th session, please be advised that recommendations to authorize
expenditures necessary to initiate construction activities are anticipated to
be offered during your July 23rd meeting. The Office of the City Manager
and representatives from REG Architects, Suffolk Construction and Capp
Custom Builders are currently working to compile final construction cost
estimates so as to initiate bid and proposal invitations to solicit
subcontractor services accordingly. We will soon thereafter schedule a
groundbreaking ceremony, anticipated to take place at the construction site
sometime in August, immediately prior to site work being initiated.
Condition of Sebastian Train Station
Earlier this week, I was able to join Building Official George Bonacci and
Chief Building Inspector Richard Schofield on a field trip to the old Vickers's
Farm currently owned by the Florida Inland Navigation District (FIND) to
inspect the Old Sebastian Train Depot as recently offered to the City of
Sebastian to develop the facility into a historic showcase for our community.
Both officials from the Building Department have deemed the facility to be
both structurally sound and therefore repairable. A video presentation
including footage of the building will therefore be presented during your June
25th City Council meeting. In addition, George will offer commentary relative
to cost estimates for applicable relocation and restoration efforts. As such,
the City Council will be in position to offer direction as to whether or not to
accept FIND's offer of the property and program improvements accordingly.

Florida Power and Light Street Liqht Installation Pro,qram
As you may recall, the City of Sebastian has been working diligently for quite
sometime now with the Florida Power and Light Company (FPL) to review
and consider requests for street light installation activities on various
thoroughfares and in neighborhoods throughout the community. The past
nine months regarding such efforts have been very trying, as FPL recently
experienced several organizational and technological transitions that have
impeded productivity quite noticeably. However, company field
representative Pedro Rubiera informed us a few days ago that installation of
outstanding light requests will begin Monday June 30th. Although numerous
street light requests are made to both the Office of the City Manager and
Department of Engineering quite often, not every request and/or proposed
location for lights is warranted. However, as a result of the growth dynamics
currently underway, the number of justified requests is steadily increasing.
As such, future additional recommendations regarding this overall matter
may have to be addressed publicly, sooner or later.
Telecommunications Tower Proposal
The Office of the City Manager has recently received a proposal from Site
Concepts, Inc., a South Florida based telecommunications firm that
administers contracts and lease agreements with municipalities to erect
cellular towers. Company Vice President Dave Herring expressed an
interest to erect such a tower on property owned by the City of Sebastian
located at the end of Roulette Street in the Southwest Sebastian Highlands
Area. As this proposal represents the first offered since the recent adoption
of the new telecommunications ordinance, our desire was to implement
something a bit more creative than other previous tower installations. As
such, negotiated terms and conditions of a future agreement include
installation of a tower to be camouflaged as a flagpole. The attached
memorandum, electronic mail message and location map outlines other
possible provisions. A recommendation for your consideration regarding
this matter is anticipated to be offered publicly to City Council within the next
few weeks.

Out of the Office
Please be advised that I will be out of the office beginning next Thursday
afternoon June 19th until Friday night June 20th to attend a Florida
City/County Management Association Board of Directors Meeting and
Strategic Planning Session in Orlando. As always, I will be accessible via
cellular telephone, as well as through Executive Assistant Jean Tarbell, who
will maintain my itinerary during this time. As such, no information letter will
be delivered next week!

Roulette Street
During the past two weeks, I have had discussions with Mr. Dave Herring, Vice
President, Site Concepts relative to the possibility of entering into an agreement with
the City of Sebastian to lease a 100'x100' city owned parcel located at the end of
Roulette Street (specific location referenced on the attached map delivered by the
Department of Growth Management). The accompanying electronic mail message as
compiled and delivered yesterday evening by Mr. Herring outlines terms and conditions
for consideration, including the installation of a tower to be camouflaged as a flagpole.
Please feel free to offer additional recommendations necessary to accommodate a
proposed agreement. Rich may therefore feel free to compile a document that he

Terrance,
It was a pleasure meeting with you and you staff this past Wednesday
to discuss the opportunity of leasing space on your city owned
property for a telecommunications tower. We were able to select a
location on site with your staff that was acceptable to both parties.
Atlantic Coast Tower of Florida would like to propose to lease from
the City of Sebastian a maximum of a 100' x 100' piece of property at
the end of Roulette Street to be developed for a 150' communications
tower that would be camouflaged to look like a flag pole. Atlantic
Coast Tower would like to enter into a long term lease agreement with
the city for an initial term of 5 years with 5 (5) year options.
During the initial term of the lease ACT would pay to the city as rent
$10,000.00 per year during the initial term of the agreement with a
20% increase in rent for each extended term of the agreement.

complete a lease agreement with the City of Sebastian. Should you

Dennis received the list that you sent him last night.
I am going to be in this weekend and work on the outstanding st lights that
I have.
I am planning to start setting them June 30th and hopefully be done by July
7th.
