HomeMy WebLinkAbout062720031225 Main Street [] Sebastian, Florida 32958 Telephone (772) 589-5330 I~ Fax (772) 589-5570 City Council Information Letter June 27, 2003 Additional Annexation Proposals As referenced in the attached memorandum as compiled and delivered by Director of Growth Management Tracy Hass, City Hall is currently being inundated with various proposals and applications from developers to annex additional unincorporated parcels of land located south and west of the Sebastian Corporate Limits. In addition to the recently annexed properties to accommodate the Forte Macaulay high end residential and Paradise Partners (Shark Mart) commercial development activities, applications are to possibly be received from Coy Clark Development, Inc. Continental Properties, Century Realty Funds, as well as from other individual enclave property owners interested in incorporation. As Tracy eloquently references in his memorandum, each of the aforementioned proposals offer distinctive development schemes. However, they all incorporate the objective of meeting approval and development rights from the City of Sebastian. In addition, opportunities for future new commercial development are to be incorporated into respective site plans. As city administration wishes to continue efforts to implement well-managed growth practices in the community, it becomes highly imperative to carefully evaluate each annexation request individually, as well as to remain within prescribed city planning principles and protect Sebastian from unrestrained growth. To this end, such annexation opportunities fortunately do not represent urban sprawl, the phenomenon having been experienced in communities such as South Florida and the Atlanta Metropolitan Area - whereby growth and development constantly expanded outward from city centers due to a lack of existing land development code provisions governing desirable growth activities. In the case of Sebastian, such proposed development represents suburban infill - the construction and development of properties consistent with original planned community growth dynamics as initiated by the General Development Corporation over forty (40) years ago, as well as development practices currently underway on vacant properties within the City Council Information Letter June 27, 2003 Page 2 community. As such, if theSe annexations were to be approved, the City of Sebastian will simply be able to secure an additional tax base via applicable new high end residential construction activities and new commercial development, without having to compromise our well accepted growth management requirements and practices. The attached map of the southern half of the city was assembled for purposes of identifying properties recently annexed, properties currently under review via application to the Department of Growth Management, and for properties whereby various developers have expressed an interest to staff in working with the City of Sebastian to initiate a respective application process. Proposals that have been received will of course be scheduled for future public hearings before both the Planning and Zoning Commission and City Council - a process that may begin later this summer. Fiscal Year 2003/2004 Proposed Budget Please be advised that the Sebastian Budget Advisory Committee will be receiving draft Fiscal Year 2003/2004 Proposed Budget statements this weekend, providing members an opportunity to prepare for their first meeting scheduled to take place Thursday July 10th. Revenue and expenditure forecasts will be based on my office's recommendation to retain the current property tax rate of 4.5904 mills. The total budget of all funds in terms of dollars is estimated to be approximately $18 million, 10% less than that of the current fiscal year figure of nearly $20 million. The ability to maintain the currently millage rate (the lowest on record in the last twenty years or so) with a decrease in total funds budget would be remarkable, given the anticipated reduction of state revenue sharing opportunities, expected increases in health premiums and more residents who will require municipal services as a result of constant growth/population increases underway in the City. Actual bound proposed budget documents will be delivered to each of you circa Friday July 25th, to include my annual Letter of Transmittal, a more up to date revenue and expenditure analysis summary and departmental goals, objectives and accomplishments. As such, both Acting Director of Finance Debbie Krueger and I will be available meet with any of you individually to address any questions and/or concerns that you may have accordingly. Additional Grant Awards for Sebastian Municipal Airport As referenced in the attached memorandum as compiled and delivered by Airport Director Jason Milewski, the City of Sebastian was recently awarded City Council Information Letter June 27, 2003 Page 3 nearly $1 million additional dollars from the Florida Department of Transportation (FDOT) Aviation Section to help finance various programs and projects at Sebastian Municipal Airport. Such efforts will include security enhancements, acquisition of necessary equipment, and additional infrastructure improvements. Recommendations to authorize respective Joint Participation Grant Agreement with FDOT will therefore be presented for your consideration during your July 9th meeting. Opportunity for Historic Train Station Per direction offered during Wednesday evening's session relative to interest in working with the Florida East Coast Railroad (FECR) to establish partnerships relative to implementing the historic train depot renovation and relocation effort, I had an opportunity to speak with FECR Historian Mr. Seth Bramson relative to such possibilities. His primary interest at this time appears to be to seek clarification as to whether or not the station as offered to the City of Sebastian by the Florida Inland Navigation District was actually once upon a time located in Sebastian. Based on written historical documentation available to him, the facility could have possibly been located elsewhere in what is now Indian River County, notably the Fellsmere Area. I therefore invited him to meet with Building Official George Bonacci and I to visit the property so as to facilitate conclusions accordingly. As such, I hope to offer City Council a presentation regarding such during your July 9th meeting, during the discussion relative to options for a location to house the facility. Regardless whether this structure was originally located in either Sebastian, Fellsmere or any other area of Indian River County, I think the project represents a wonderful opportunity for historic preservation in our community, especially given gestures offered by various contractors to assists efforts respectively. Additional Volleyball Court Designation Per interest expressed by Councilman Jim Hill during your June 11th meeting relative to the installation of additional volleyball fields in the community, please be advised that the Parks and Recreation Division of the Department of Public Works will install two new courts at the Barber Street Sports Complex (BSSC) behind the practice football field within the next two weeks. This arrangement is possible due to the active park designation at BSSC, as well as the sheer ease of implementing respective tasks (spreading of sand and positioning netted poles). In addition, information will soon be offered publicly relative to future volleyball courts, notably via City Council Information Letter June 27, 2003 Page 4 the municipal complex park to be constructed in conjunction with the New City Hall and Police Station Expansion Program. Independence Day Weekend As briefly discussed during Wednesday evening's meeting, arrangements are being made to accommodate your participation in the Independence Day Parade and Celebration scheduled to take place next Friday July 4th. Patriotically decorated brand new golf carts will be available to each of you, as well as possibly larger vehicles and floats to accommodate any of you with specific needs to facilitate distribution of beads, candy, etc. I have provided the attached schedule of events for this year's activities. We therefore hope to see each of you at the morning breakfast at the Sebastian Yacht Club during the 7 o'clock hour just prior to the parade. Bob Barbour will also spend time with us to direct and produce a half hour television program about Independence Day festivities in Sebastian, to be broadcast via Sebastian Government Channel 25 at a later date. Hass, Director of Growth Managemen~ SUBJECT: Potential Annexations As solid growth management guidelines are in place within our fine community, a number of surrounding and adjacent property owners have expressed a strong desire to annex their properties within the City. Although each request brings with it a unique development proposal, each has the same objective, obtain annexation approval and development rights from the City of Sebastian. I think it's safe to say that the recent influx of annexation requests has been rather astonishing. Therefore, it is in the City's best interest to carefully evaluate each request individually, yet collectively, to remain within prescribed growth management principles and protect Sebastian from unrestrained growth. Accordingly, and per your direction, Growth Management staff assembled the attached map for purposes of identifying potential annexations. Although the map highlights several speculative annexations, there is a high degree of probability that a vast majority of the properties outlined therein will ultimately result in official requests for annexation. The map is color coded as follows: Green for properties recently annexed; Orange for properties under review (applications filed); Red for properties that are either being considered for annexation, or the property owner/representative has contacted Growth Management Staff with reference to applicable annexation procedures and local development guidelines. The green area outlines the recently authorized annexation of approximately 72.45 acres along the southeast comer of County Road 512 at the point of intersection with County Road 510. Additionally, the 7.1 acre parcel (SharkMart, Mobil Gas Station) was annexed shortly thereafter, therefore, bringing the entire comer within the city limits. This includes funding for security enhancements, infrastructure development, and maintenance equipment. The following paragraphs provide a brief summary of each of the above-listed issues. First, as you are aware, we are getting closer to the reactivation of Runway 9-27 and as such, need to begin adding the appropriate infrastructure to both the east and west sides of the airport in order to effectively develop the property. In addition, the anticipated Airport/Engineering/Public Works Administration Facility will require some significant infrastructure development such as three-phase power, water, sewer, and pavement work, all but the latter to be brought from Main Street. In anticipation of this, we have budgeted $625,000 to fund these efforts as well as some other related work. This amount reflects an anticipated grant agreement from FDOT. Earlier this week, my office has received a Joint Participation Agreement (JPA) for this very amount. FDOT requests that we approve this agreement as soon as possible. The second part of this update corresponds to the purchase of equipment. It was determined that the airport needs some additional maintenance equipment in order to continue our maintenance program efficiently, and more importantly to save money by completing some capital projects ourselves, rather than hiring a contractor. We intended to budget for a front-deck mower, a skid- steer, and a 4x4 utility cart in FY2004. Based on recent information provided by Bobcat Company, we have decided to opt for one of their new machines called a Toolcat. This equipment essentially combines all of the above-listed pieces, therefore eliminating the need to purchase three machines. After considering this new information, staff has determined that purchasing this machine now, rather than in October can save the Airport an additional $60,000 in trenching and excavating costs related to other capital projects. The Toolcat, with necessary attachments, costs $45,048 on federal contract. The good news is that FDOT, though not originally programmed for, E:\Coorespondence\City ManagerhMEMO 3 new JPAs (june-03).doc was able to come up with $32,000 towards the purchase of this machine and has sent a JPA accordingly. The remaining $13,048 will, if approved by Council, come from airport revenues. Finally, the third update is regarding anticipated security enhancements at Sebastian Municipal Airport. As with the above-listed JPA's, my office has also received a grant agreement from FDOT in the amount of $400,000 for the installation of security upgrades at the airport. The great news here is that this agreement requires n__qo match from us! Based on the events of September 11, 2001, the State of Florida passed a new law, which allows FDOT to fund security enhancements at 100% through June 30, 2004. Though I have no formal recommendations for expenditures at this time, we intend to solicit bids for things such as cameras, fiber optic cable (to connect all electric access gates), access control for future administration facility, and finally a proposed agreement with the Florida Fish and Wildlife Conservation Commission to provide a law enforcement officer in exchange for living quarters on-site. I wilt formalize all of the above information in the coming weeks in order to present formal recommendations. In total, this equals $932,000 in additional funds to our airport. Our total match requirement is $138,048 for a total of $1,070,048. Overall, these grant agreements offer a tremendous opportunity for us to further our efforts to enhance and develop of Sebastian Municipal Airport.
