Timeframe for Louisiana Avenue Area Improvement Program
As referenced in the attached electronic mail message from City Engineer
David Fisher, WCG Engineers is currently in the process of updating
engineering drawings to govern implementation of the Louisiana Avenue
Area Improvement Program. As such, horizontal schematics are to be
delivered to City Hall later this month. This documentation will therefore
result in an additional public presentation regarding proposed
enhancements, as well as the opportunity to work with respective property
owners to acquire easements necessary to execute the project. If all goes
well according to timetable, actual construction activities may be initiated
later this fall!
Award from Bulletproof Vest Partnership Grant Program
The City of Sebastian currently enjoys the opportunity to secure a funding
from a relatively new grant program sponsored and administered by the
United States Bureau of Justice Assistance. As referenced in the attached
electronic mail message as delivered by Ms. C. Camille Cain, Acting
Director of the Bureau of Justice Assistance, the Sebastian Police
Department is being awarded $11,265.31 from the agency's Bulletproof
Vest Partnership Grant Program, to help finance the purchase of protective
body armor for police officers in our community. Documentation to govern a
funding agreement, including directions relative to online advance
payments, will be delivered in the coming weeks. Actual equipment
purchases resulting from this accomplishment will be made commensurate
with the Fiscal Year 2003/2004 Adopted Annual Budget!

New Banners for 2003~2004 - Community Banner Services
Pursuant to the City of Sebastian's agreement with Community Banners
Services (CBS) relative to the installation of privately sponsored decorative
banners in our community, please find the attached color rendering
(personal copies) of the banner to be featured during the next twelve (12)
months. As the community recently celebrated the 100th Anniversary of
Pelican Island, it became appropriate for this year's theme to offer
acknowledgement accordingly. Actual installations, to be performed by
private crews commissioned by CBS, are to begin within the next few
weeks.
Jackson Street Extension
As staff is currently working to finalize official acceptance and closeout of
the Jackson Street Extension Program, please be advised that
arrangements are also being made to install decorative street lamps as well
(identical to those currently located along Indian River Drive). These
installations are anticipated to be completed within the next few weeks. This
aspect of the project represents the final component of improvements
accordingly, as governed in our agreement with Capt'n Butcher, Inc. In
addition, we were able to address the concern raised by Councilmember
Joe Barczyk during Wednesday evening's session about 'No Overnight
Parking' signage, by simply having the signs removed yesterday. The City
of Sebastian enjoys the ability to direct this action as a result of the
aforementioned efforts to conclude the program, as well as to officially and
permanently declare Jackson Street a public thoroughfare.

I met with Rick Melchiori of WCG this morning. He advises the revised horizontal layout of Louisiana Avenue will be
delivered to us for our review week after next (July 21-25).

FY2003 BULLETPROOF VEST PARTNERSHIP GRANT PROGRAM FUNDING
ANNOUNCEMENT.
On behalf of Assistant Attorney General Deborah Daniels and the Bureau of Justice
Assistance (BJA), it is my pleasure to officially announce that SEBASTIA/q CITY's
application for the 2003 Bulletproof Vest Partnership Grant Program has been approved in
the amount of $11265.31. This amount represents the maximum federal funds available.
These funds may be used to pay up to 50% of the cost of approved vest purchases.
BJA is proud of its success in partnering with state and local law enforcement by
providing resources to departments for the purchase of protective body armor. Since this
program began in 1999, BJA has provided $118 million to support the purchase of more than
400,000 vests nationwide.
In the near future, you will be notified when this year's funding is available for
direct, online payment requests. Additional information about program requirements will
