Presentation Re.qardin.cl Li.clhtning Strike Protection
In an effort to address issues recently raised by City Councilmember Nate
McCollum relative to lightning strike prevention in the community,
representatives of the 45th Weather Squadron at Patrick Air Force Base will
join us during your October 22nd meeting to publicly discuss various
preventative measures and lightning safety initiatives. This exercise will
also yield recommendations to staff relative to the promulgation of rules and
regulations at municipal ball fields pertaining to lightning weather related
occurrences. As such, this presentation will likely communicate applicable
recommendations to be addressed administratively soon after this session.
The Departments of Human Resources and Public Works has worked with
the 45th Weather Squadron during the past couple of years to help educate
and direct crews relative to lightning strike prevention while performing work
related activities in the field. I am therefore confident that you will find this
presentation to be both interesting and informative.

Holiday Collection Schedule, Etc.
As previously reported, Waste Management, Inc. will soon deliver notices to
Sebastian residents relative to specific instructions for both yard and solid
waste collection and holiday revised scheduling. Company officials provided
the attached draft of the notice for our advanced review. It begins with an
overall synopsis about the service - also as a means of soliciting additional
residences that may have not yet subscribed for curbside waste collection.
This mailing is to be facilitated within the next couple of weeks, well in
advance of the Thanksgiving Holiday, when substantive adjustments to that
week's scheduled will be made (Thanksgiving Thursday collection route will
actually run on Wednesday before Thanksgiving - in lieu of yard waste
collection not being made that week). In addition to the mailing, updates
regarding this matter will continue to be offered via Sebastian Government
Channel 25.

Recommendations for Sebastian Holiday Tree
Vice Mayor Ray Coniglio recently discussed the idea of purchasing a
Sebastian Holiday Tree to be prominently displayed during the season. I am
pleased to report that staff will be able to offer recommendations for
respective authorization during your October 22nd meeting. This is possible
as a result of recently soliciting quotes from various decoration distribution
firms. As referenced in the attached memorandum as compiled and
delivered by General Services Administrator Paul Wagner, Clark Sales
Display of Tavares offers the most competitive package in terms of
purchasing, erecting and decorating. The City of Sebastian has the ability to
finance implementation of this project via the current year's Community
Redevelopment Agency Fund, as recommendations will include financing
and authorization of holiday lighting along United States Highway One and
Indian River Drive. Paul's memorandum also provides a scope relative to
specific details of a 26' tree purchase program, to also be communicated via
next meeting's agenda packet.

Laconia Traffic Routing

This is to advise and confirm the status of the City's response to citizens' concerns regarding traffic on the one-lane
portion of Laconia Street from Concha to the ditch just south of Gladiola.
We are now fabricating and installing traffic signage to route non-local and truck traffic between Periwinkle
and Laconia to avoid the one-lane portion of Laconia. We are also installing truck restriction signage for the
one-lane portion of Laconia.
· We plan to bring to City Council a request to make the one-lane portion of Laconia one-way from Concha to
Gladiola. The Police Department concurs with this recommendation.
Based on meetings with the citizen representative from the one-lane portion of Laconia, our course of action
in this is designed to address all of the citizen concerns as best we can at this time. As you know, we do not
currently anticipate the widening and/or extension of Laconia southward to occur in the near future.

The lightning expert comes from the 45th Weather Squadron at Patrick Air Force Base. William
Roeder is the Chief Staff Meteorologist. He or one of his staff members will be giving the
presentation to Council on October 22nd.
45th Weather Squadron provides its services to Kennedy Space Center, Cape Canaveral Air Force
Station, and Patrick Air Force Base -- all located just to the east of 'Lightning Alley' where the largest
number of lightning strikes in the United States occur each year. Because of this, lightning safety is
an extremely critical segment of the 45th Weather Squadron mission.
In addition to providing around-the-clock comprehensive lightning warning support to its customers,
education on Lightning Safety is also a major focus. 45th Weather Squadron regularly provides
lightning safety presentations to a variety of audiences including customers, military units, and even
community organizations.

Holiday Decorations
In preparation of the up and coming holiday season, staff meet with Clark
Sales Display pertaining to holiday decorations along US Highway %1, and
Indian River Drive, including wreaths for City Hall & Police Department.
Decorations will be much the same this year as they were last year with 29
pole mount displays on US %1, and 42 pole trim displays for Indian River
Drive, as per existing continuing lease proposal including a 15% discount for
being a "continuing long time customer" of Clark Sales. The Decorations will
be installed in November, and removed in January. Total cost is $8,511.75,
and is a lease continuance the same as last year.
In addition to the above, quotes were received for a 26-foot tree with Clark
Sales Display offering a better proposal than their competitor. Riverview
Park is the anticipated site for the tree. The following is a summary of
Clark Sales Proposal:
26' TREE PURCHASE
I. 26' Panel tree done in natural branch garland with over 1,325 lights.
Base size is 14.5 feet in diameter with a 5-foot star on top with all clear
lamps.
II. Ornament options include 625 balls in various colors and sizes.
III. Price includes annual tree storage, installation & removal plus a 25%
discount.
IV. Tree will be in place November and removed in January.
V. Total cost this year for the above tree is $19,434.06. After this year
an additional cost for storage, installation & removal will be approximately
$4,500. We may want to consider approximately $500 per year in maintenance
cost as the tree ages, and requires some repair.
Staff will bring this before City Council on October 22, 2003, as Clark Sales
has presented us very competitive pricing, is familiar with the City and what
our needs are, and has done an excellent job in the past.
