HomeMy WebLinkAbout10032003 1225 Main Street E] Sebastian, Florida 32958 Telephone (772) 589-5330 [] Fax (772) 589-5570 City Council Information Letter October 3, 2003 Indian River County Department of Parks and Recreation Future Plans for North County Park In response to commentary initiated by City Councilmember Jim Hill during the September 11th budget hearing relative to working with the Indian River County Department of Parks and Recreation to ascertain the status of future additions and improvements to the North County Regional Park located just west of Sebastian River Middle School, please find the attached memorandum as compiled and delivered by Parks and Recreation Superintendent Chris McCarthy that outlines our efforts to date. A meeting recently took place with County Parks and Recreation Director Cliff Crawford and Operations Manager Mike Redstone to discuss and address the aforementioned issues. We were informed that Indian River County's Fiscal Year 2003-2004 Adopted Budget includes funding to construct a four field softball complex west of the aquatic center. In addition, discussions are currently underway with the Sebastian Soccer Association relative to a partnership to construct soccer fields in this area. We therefore requested that Mr. Crawford join us during your October 22nd meeting to discuss these plans publicly. City Council may then employ its ability to offer direction to staff to adjust and/or make changes to Sebastian's Capital Improvement Program governing parks and recreation enhancements, including such pertaining to the 33 acre city owned property located on the far south side of the city originally designated for future active and passive park development. Second Quarter Billin.q and Updates Waste ManaRement, Inc. As referenced in the attached memorandum compiled and delivered by General Services Administrator Paul Wagner, please be advised that Waste Management, Inc. was recently delayed in terms of residential customer bill City Council Information Letter October 3, 2003 Page 2 delivery for the second quarter of solid waste collection service that began earlier this week, October 1st. As such, normal scheduled pick up will continue for all customers who paid the July 2003 bill. The billing cycle for the current quarter is to resume next week, whereby customers will be allowed at least a couple of weeks to make respective payments. After the second quarter billing has been processed, advanced notices relative to revised holiday scheduling adjustments will be delivered (You may recall a previous report outlining the original plan to deliver such notices with second quarter billing statements. However, due to a myriad of technical difficulties with bill processing, separate notices become appropriate). Interestingly, the total number of residences (individual single family homes) that commissioned Waste Management for garbage and yard debris collection services has recently exceeded 4,000, the highest estimate to date for subscription service regardless of provider in our community. This information, coupled with the fact that the number of complaints made to City Hall relative to curbside trash hauling has been reduced to near non- existence represents confirmation that the City of Sebastian's experience with Waste Management has been quite a pleasure. We therefore can only hope that the strong customer service orientation and overall responsiveness will remain consistent. Presentation to the City of Fellsmere Educational Session Relative to Council Manager Plan I was recently contacted individually by representatives from both the City of Fellsmere City Council and Charter Review Committee relative to the prospect of my offering an educational session relative to the council- manager form of government. As many of you may have heard and/or perhaps read via published newspaper reports, the City of Fellsmere is currently entertaining the possibility of sponsoring a referendum vote to consider adoption of a council-manager form of government. As a board member of the Florida City/County Management Association, such communication is appropriate, given the fact that a primary mission of this organization is to offer support and education relative to the council- manager plan. As such, as referenced in the attached thank you letter from Fellsmere Mayor Bob Baker, I will conduct a relevant presentation during their November 6th regular meeting. No formal recommendations are to be offered. I will simply facilitate a discussion relative to the history and purpose of the plan, as well as expectations regarding the role, function and responsibility of a city manager. City Council Information Letter October 3, 2003 Page 3 Student Government Day 2003 As the Florida League of Cities has designated October 19th through October 25th as this year's Florida City Government Week, the Management Team is currently planning our fifth annual Student Government Day. The event has been scheduled to take place Wednesday October 22nd beginning circa 9:00 a.m. Both youth and educators from all Sebastian area schools, as well as a few interested home-schooled pupils, were invited, in an effort to accommodate approximately sixty observers and visitors. The program will feature tours of city departments, viewing of most recently purchased city equipment, as well as a mock city council meeting, providing young participants with an opportunity to experience service as a "mayor", "city councilor", "city manager", "city clerk" and "city attorney", as they deliberate and offer vote and direction pertaining to an issue to potentially be addressed in the community. Please feel free to join us, schedules permitting. In an effort to facilitate a prerecorded telecast in the coming days after the event, we will ask Bob Barbour to produce an educational video to be broadcast via Sebastian Government Channel 25 and possibly the School District of Indian River County Educational Channel. Announcements regarding dates and times to this effect will be made available as soon as possible. Recreation Director and Mike Redstone, I.R.C. Recreation Operations Manager today. We discussed the site plan the County has for the Noah County Park. This land is 125 acres but after stormwater management there is about 85 acres of green space. Next fiscal year 2003 - 2004, they have budgeted money to build a four-field softball complex. The fields are located to the west of the Aquatic Center, will be lighted and have a concession stand/press box building in the center. This will be funded through a FRDAP grant and MSTU money. Future plans not funded yet call for a Lazy River to east of the existing Aquatic Center and a playground north of the softball fields. The County has leased a portion of this property to the Sebastian Soccer Association to build soccer fields. They have not heard from the Sebastian Soccer Association regarding a timetable for construction. Wagner, General Services Administrator SUBJECT: Waste Management Terrence, just a brief up-date on a conversation I had recently with George Geletko of Waste Management as follows: In order to improve communications with Waste Management customers pertaining to holiday pick-up schedule, Waste Management will be mailing out to each customer a flyer explaining the logistical details of holiday solid waste collection including yard trash. This will be in the mail late October, which will be timely because of the upcoming holiday season to follow shortly thereafter. In addition, Waste Management is revising their new customer sign-up brochure to include this same information. As you know, they were going to provide this information on their billing statements to customers but advised due to technical problems they will not. By the way, talking about billing statements, I am advised they will be in the mail next week. As you and I have discussed, we will have this same information published in the City of Sebastian Pelican Brief Quarterly News Letter, and on Channel 25 TV. Of interest, George stated their customer base has now grown to over 4,000 customers, a substantial increase in a short period of time! George has also recognized that the Waste Management telephone line for customers to call is deficient, and they are taking immediate action to correct this. In closing, I would like to say that my business experience so far with Waste Management has been pleasurable, mainly because they are extremely customer oriented, and very responsive. Robert C.
